The ILA's Vision of Idaho Libraries
Libraries exist for the public good. They promote reading and literacy, contribute to higher productivity of individuals and of society, and are a basic element of a democratic society. In our vision of the future, a library is a dynamic entity with the mission of connecting people with the information they want or need. Local, state, and federal governments share the responsibility for funding library services, thereby contributing to a more responsible citizenry and a better quality of life for the individual. Because of broad-based government support, libraries are gateways to sources of information beyond their walls, and their resources are readily shared across jurisdictional boundaries. The ideal library is based on a high degree of local responsibility, support, and self sufficiency. Each library defines its own roles based on dynamic community and clientele needs within an increasingly complex and diverse society. The librarian and governing body fulfill their ethical and legal responsibilities to provide educated staff who promote and facilitate the search for information and to ensure that the user has optimal access to diverse ideas, viewpoints, and expressions. In all parts of our vast and diverse state, Idaho's citizens rely upon their libraries to further their education, to enhance their skills in the workplace, to fully function in today's global society, and to enrich and enjoy their daily lives.

April 2003 Seventy years ago this month , the Civilian Conservation Corps was established (as the Emergency Conservation Work agency, its official name until 1937). Ten days after the legislation was introduced in Congress, as part of President Roosevelt's depression-era recovery schemes, the Secretary of Agriculture sent out telegrams to governors of each affected state and requested they send a representative to a conference making implementation plans. Governor C. Ben Ross followed through on this initiative by sending three representatives. With a great part of the state in federal forest and range lands, Ross was quick to capitalize on this job creation scheme. Idaho eventually had 163 camps in all parts of the state, although most were below the Salmon River. While Idaho benefited from this federal program, slightly more than two-thirds of the corps workers were from out of state. From the East and the Midwest, many had never been to the West before, and found Idaho's mountains, rivers, and plains extraordinary. At Camp Peone, near Worley, Idaho, many were from New York City; Barry Reno was asked why he had joined the CCC: "I joined for practically the same reasons as the average enrollee's. I couldn't find work and was tired of hanging around corners or loafing at home. I thought that in the C's I might learn something new that might help me to land a job when my time was up. The idea of seeing more of the country also appealed to me. It has been a new and novel experience and I am glad that I did join."

Special Collections at the University of Idaho Library offers a changing showcase of highlights from our collections. Here are the entries for 1998: "Mail call, mail call." These words have long caused the heart of many a homesick wayfarer to quicken in anticipation. The conveniences of our modern postal system were unknown to early travelers passing through the rugged Idaho frontier. If old legends are true, ingenious journeyers devised their own system of communication at "Indian Post Office," located in the northeast extremity of Idaho county on the historic Lolo Trail. According to one old story, Indians conveyed messages by piling the stones from two rock cairns in various ways. Another legend claims that the high, windswept knob in the Clearwater Mountains was a known landmark where prospectors, warriors, and hunters left messages. Today, in the tradition of the old legends, people leave notes, postcards and business cards in plastic jars tucked inside the rock cairns for others to discover. Being familiar with the local folklore, the site was aptly named "Indian Post Office" in 1886 by Wellington Bird's construction crew, while hacking a trail through the dense forest growth and steep terrain of the Clearwater Mountains. Bird had been hired by the US Department of the Interior to construct a road connecting Lewiston, Idaho to Virginia City, Montana so that Lewiston could share in the lucrative business of transporting gold rush supplies to Montana. Bird's crew found the passage a formidable obstacle, much as did Lewis and Clark when they crossed the Lolo Trail in 1805 and again in 1806.

LEGISLATION PASSED
The Idaho state legislator appropriated approximately $500,000 to help establish the Lili project, a statewide database resource sharing network. Through the Lili website, publicly funded libraries in Idaho will be able to access several online databases such as SIRS. The statewide project will save individual libraries money and will enhance Idaho library service. The appropriation was the largest library funding effort in state history.
LIBRARY DISTRICTS CREATED/BOND ISSUES PASSED
Several Idaho libraries passed bond issues this year to build new public library buildings. The Kuna Community School library passed a 1.2 million dollar bond to build a new public library. The library currently shares resources with the Kuna High School. Eagle also passed a 1.5 million dollar bond and has broke ground on a new facility. Likewise, Bonner County passed a 3.5 million dollar bond which will help fund a new building and services. Cooperation has been the key this year in the minds of voters and library staff. The voters in Kooskia voted to become a branch of the Nez Perce/Lewis County library district. Library districts continue to grow in Idaho as libraries look at consolidation. The Treasure Valley Library Association was formed this year which includes Boise, Nampa, Caldwell, Eagle, Garden City, and Ada Community libraries. The libraries have agreed to allow patrons unrestricted access to each collection. In addition, the LYNX consortium will be adding Eagle Public and Garden City Public to the shared database during the 1998/99 fiscal year.

Sonja Hudson is the new Grants Officer at the Idaho State Library. Sonja moved from the Department of Education as Grants Program Specialist. Bill Church, ISL Interlibrary Loans, retired after 13 years with the state library. Bill worked in the Idaho Department of Health and Welfare and in the Army as a Sergeant Major. Joy Perry, Children's Librarian at the Caldwell Public Library, retired in September. Joy worked at the Caldwell Public Library since 1983. Lynn Reining stepped down as director of the Garden Valley Library. Taking her place is Stephanie Williamson. Susannah Price, Rand Simmons, Adrian Taylor, Joe Reiss, and Eli Oboler were all added to the Intellectual Freedom Honor Roll at ALA Midwinter. Mr. Oboler was added posthumously.
News
The legislature is considering two important pieces of legislation this session. One would allow library districts the ability to go to their patrons and ask for an override of the 3% cap on base budgets. This would be a one time only override and would apply only to library districts. Currently, the bill has passed the Idaho House and is in the Senate. The other major piece of library legislation would allow for libraries to consolidate districts. City libraries would be able to join existing library districts, and districts would be able to consolidate. The bill is still in committee.
