Illinois Association of School Boards A School Board's Guide: Performance-Based Employment Contracts for Superintendents June 29, 1998 Contributors Effective January 1, 1998, employment contracts between Illinois boards of education and superintendents (as well as other administrators) may range in duration from a single year to a multi-year period up to five years. Determining the length of a contract depends on many factors. Their distinguishing features, however, greatly influence the decision to use a single-year or multi-year contract. Under one-year contracts , superintendents gain and retain their tenure rights and are not subject to performance-based contract extension requirements. Thus, a superintendent employed under a one-year contract gains tenure after being employed for two consecutive school terms, or, if first employed after January 1, 1998, after four consecutive school terms. Although a superintendent does not receive tenure in a specific position, a tenured superintendent has the same due process rights as a teacher. Under multi-year contracts , superintendents waive all tenure rights. A multi-year contract must include specific performance-based components. The parties may, by mutual agreement, amend the performance-based contract anytime during a multi-year contract's term. If the performance goals are not met during the contract, the contract may not automatically roll-over, although the parties may enter into a new contract.

Other Alliance partners include the Illinois Association of School Administrators, Illinois Association of School Business Officials and the Illinois Principals Association. State Action for Education Leadership Project The State Action for Education Leadership Project is part of the Wallace-Reader's Digest Funds' larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia. Obviously, the board hires the superintendent, so it exerts great influence on this direction at that time. The exact duties and responsibilities of the school board vary from state to state. But in Illinois at least, the role of the board in setting educational goals goes further. Here are two items from the state education code that relate to this: The district school board is explicitly given authority "to direct what branches of study shall be taught" (section 10-20.8 of the state ed code). Moreover, the role of the superintendent regarding curriculum is legally restricted to making a recommendation to the board: The district superintendent is required to "make recommendations to the board concerning ... the selection of textbooks, instructional material and courses of study."
