Shayne Aldridge, an attorney who represents the charter school initiative, explained the legal proceedings involved in approving the school at a study session of the Urbana Board of Education. The school, if opened, would mark the first case in Illinois of a third party group successfully initiating the collaboration of two school districts in a single charter school, Aldridge said. "You're on the cutting edge of education," he told the board. " ... You have a unique opportunity that I hope you're able to pursue." He also said that both the Champaign and Urbana boards of education, in addition to the Illinois State Board of Education, must approve the charter before the school can be opened as proposed. A joint meeting of the two school boards, tentatively scheduled for Oct. 1, will give the charter school group a chance to formally present their proposal, Aldridge said at the study session. Within 45 days of that meeting, the two boards and the charter school initiative must hold a public hearing to address any questions from the public or the board members. After the hearing, each board of education will have 30 days to either approve or reject the charter.

The board calculated the average from a recent report issued by the National Center for Public Policy and Higher Education, an independent not-for-profit organization in Washington, D.C. The State Board of Higher Education calculated that the state received an average grade of 88.5 percent, the highest average in the nation. "This record is a fine tribute to our colleges and universities, but it also is a testament to the leadership of our state boards, the General Assembly and this administration," Gov. George Ryan said in a statement concerning Illinois' high grades. Illinois received A's for preparation, participation and affordability; however, it received a B- in benefits and a C+ in completion rates.
