    Unemployment Insurance
    General
    The unemployment insurance (UI) system is a unique federal-state partnership , grounded in federal law but executed through state law by state officials. There are numerous IDES publications available for download. Compulsory unemployment insurance (UI) was created during the depression of the 1930's by the Social Security Act. Funding for the program was provided through the Federal Unemployment Act. UI was designed both to alleviate personal hardship and stabilize the economy by providing insured workers with partial replacement of wages lost by involuntary unemployment. Benefits are available as a matter of right to unemployed workers who meet state qualifying and eligibility requirements. State laws vary regarding eligibility for benefits, amount of benefits and amount of weeks during of which may be paid. State unemployment benefits are financed through state payroll taxes which are held in individual state trust fund accounts in the U.S. Treasury's Federal Unemployment Trust Fund. These funds are invested by the Secretary of the Treasury in government securities in the same manner as social security trust funds. Federal law prohibits the use of these funds for any purpose other than payment of unemployment benefits.

    About New Hire Reporting
    Introduction
    All employers are required to report persons hired or rehired within 20 days of their first day on the payroll. This includes full-time, part-time, temporary and rehires (persons who have been off the payroll for 180 or more days). For employers filing magnetically or electronically, the information is to be reported twice monthly. The information needed is: Employee's name, address and social security number, (the employee's first day of work is also requested, but is not mandatory); and the employer's name, address, and federal employer identification number (FEIN). An employer is also asked to provide an address where income withholding orders should be sent, if different from the FEIN address, but this information is optional. More information: Background.

    The Illinois Attorney General was asked several questions about the legality of account wagering on horse races in Illinois. The Attorney General responded that account wagering itself is not lawful in Illinois, but that Illinois tracks could transmit races to other states in which account wagering is lawful.

Can Illinois licensed wagering facilities legally accept off-site account wagers from persons in Illinois? 2. Can Illinois licensed wagering facilities legally accept off-site account wagers from persons in another State? 3. Can persons in Illinois legally place off-site account wagers with wagering entities located in other States? 4. Can an off-site wagering entity in another State legally broadcast wagering information, by cable, satellite or otherwise, to persons in Illinois? 5. Can Illinois organization licensees send audio and video signals of their races and/or wagering information relating thereto to a legal wagering entity in another State that accepts off-site account wagers from outside of the State in which it is located?
