    The benefits of open immigration
    BY MICHAEL TANNER America has always been a nation of immigrants. Thomas Jefferson emphasized this basic part of the American heritage, taking note of "the natural right which all men have of relinquishing the country in which birth or other accident may have thrown them, and seeking subsistence and happiness wheresoever they may be able, and hope to find them." The Libertarian Party has long recognized the importance of allowing free and open immigration, understanding that this leads to a growing and more prosperous America. We condemn the xenophobic immigrant bashing that would build a wall around the United States. At the same time, we recognize that the right to enter the United States does not include the right to economic entitlements such as welfare. The freedom to immigrate is a freedom of opportunity, not a guarantee of a handout.

        Foreign Student Employment Regulations: "Employment" is defined by the immigration service as any kind of compensation for services rendered. Accepting employment, whether for jobs or internships, without proper authorization is a serious violation of your immigration status and is grounds for deportation from the US. Certain types of employment authorization can take time (up to 3 months or longer). Therefore students must apply well in advance in order to be sure they will be able to accept employment for jobs or internships. There are several categories of "employment" for which students holding F-1 status may request authorization. NOTE : Different regulations apply depending on whether you are in F-1 or J-1 status. Be sure to note to which status a certain benefit or regulation applies.

    International Information Programs Washington File INS DISCUSSES NEW BORDER SAFETY MEASURES IN WAKE OF DROWNING DEATHS (Agents will receive more instruction on life-saving techniques) (510) By Lauren Monsen and Elizabeth Beerman Washington File Staff Writers WASHINGTON Film footage that captured the drowning of two undocumented Mexicans who died while attempting to enter the United States "has highlighted the dangers of [illegal border] crossing," says INS Commissioner Doris Meissner. Briefing reporters during a June 26 news conference, Meissner responded to questions about the recent drowning deaths and outlined additional safety measures being implemented by INS agents to ensure the safety of migrants, law enforcement officers and residents along the U.S.-Mexico border. INS agents tried to assist the migrants by tossing them a rope, Meissner said, noting that border patrol agents "do enter the water to perform rescues, but only if they are not risking their lives." Agents believed that the waters were too dangerous to enter, she added, and unfortunately the migrants were not able to grab the rope. The camera images "will provide important feedback to the INS and the public" on the complexities of safeguarding the U.S.-Mexico border, Meissner said. Stressing that the governments of both countries share responsibility for enhancing security at their common border, she pointed out that over 2,000 Mexican migrants have been rescued from life-threatening situations since the INS first implemented its Border Safety Initiative program in June 1998.

The Coast Guard Liaison Officer is the U.S. Government's representative for all Coast Guard issues in the Bahamas with the exception of the counter-drug mission which falls under the responsibility of the DEA and OPBAT. Most of the work of the Coast Guard Liaison Officer involves coordinating maritime illegal immigration issues. However, the Liaison Officer is also responsible for search and rescue, aids to navigation, vessel safety, and marine environmental protection as well as being responsible for handling all the clearance requests for Coast Guard cutters, aircraft, and personnel transiting to and through The Bahamas. Travel Warnings are issued when the State Department decides, based on all relevant information, to recommend that Americans avoid travel to a certain country. Countries where avoidance of travel is recommended will have Travel Warnings as well as Consular Information Sheets. Public Announcements are a means to disseminate information about terrorist threats and other relatively short-term and/or trans-national conditions posing significant risks to the security of American travelers. They are made any time there is a perceived threat and usually have Americans as a particular target group. In the past, Public Announcements have been issued to deal with short-term coups, bomb threats to airlines, violence by terrorists and anniversary dates of specific terrorist events. Consular Information Sheets are available for every country of the world. They include such information as location of the U.S. Embassy or Consulate in the subject country, unusual immigration practices, health conditions, minor political disturbances, unusual currency and entry regulations, crime and security information, and drug penalties. If an unstable condition exists in a country that is not severe enough to warrant a Travel Warning, a description of the condition(s) may be included under an optional section entitled "Safety/Security." On limited occasions, we also restate in this section any U.S. Embassy advice given to official employees. Consular Information Sheets generally do not include advice, but present information in a factual manner so the traveler can make his or her own decisions concerning travel to a particular country.

    Terrorism and the Government's Response
    January 2002 The attacks on September 11, 2001 by nineteen foreign nationals have focused attention on who we let into the U.S., and what we know about those who we have admitted. Congress and the Administration have taken a number of actions with the aim of preventing similar actions that may be planned. The seriousness of the attacks, and the potential for more, called for aggressive and immediate action by the authorities. By the end of 2001, the government's response to terrorism was still unfolding. The challenge for the Administration and Congress is to implement measures that will make our country more secure without turning away from our tradition as a nation of immigrants, and to keep closer watch on the home front without seriously damaging our reputation as the land of the free. Below is a brief description of some of the actions taken by Congress and the Bush Administration since September 11, including:
    • The USAPATRIOT Act , passed by Congress in the immediate aftermath of the September 11 attack;
