The Government Performance and Results Act of 1993 seeks to shift the focus of government decisionmaking and accountability away from a preoccupation with the activities that are undertaken - such as grants dispensed or inspections made - to a focus on the results of those activities, such as real gains in employability, safety, responsiveness, or program quality. Under the Act, agencies are to develop multiyear strategic plans, annual performance plans, and annual performance reports.

    Bureau of the Census

Medicare Exclusion List The Department of Health and Human Services, Office of Inspector General (HHS OIG) maintains and publishes a monthly list of individual medical providers that are not allowed to provide medical services and supplies to Federal health care program participants. Medical providers on this list have been convicted in State or Federal court of certain felonies, criminal offenses, or have had other offenses toward Federal Agencies related to the delivery of health care. Mandatory exclusions include, but are not limited to, convictions related to patient abuse or neglect, felony convictions related to health care fraud, and controlled substances.     The Office of Hazardous Materials Safety
    The Office of Hazardous Materials Exemptions and Approvals (OHMEA) has the primary responsibility for the issuance of DOT Exemptions and Approvals to the Hazardous Materials Regulations (HMR). An Exemption or Approval is a document which authorizes a person to perform a function that is not currently authorized under the authority of the HMR. Also, in many instances, the Regulations require approvals and/or registrations prior to transportation in commerce. The main difference between an exemption and an approval is the fact that an approval document can only be issued if there is a specific approval cite in the Regulations i.e., approved by the Associate Administrator for Hazardous Materials Safety. If there is no approval cite, one must apply for an exemption. Further information regarding the functions of the office and the similarities and differences between exemptions and approvals are set forth below.       Delivers On Small Business Plan, Recommendations At Economic Forum
      WASHINGTON, D.C. - President George W. Bush delivered on a major piece of his Small Business Plan by signing an Executive Order that requires federal agencies, when writing new rules and regulations, to implement policies protecting small businesses. The order requires all federal agencies, including independent agencies, to submit within 90 days to the Office of Advocacy of the U.S. Small Business Administration (SBA) their plans on how they account for small business in their rulemaking process. Agencies have 180 days to execute these plans and must consider Advocacy’s comments on their effectiveness before their implementation. “President Bush has delivered on the promise he made to small businesses when he introduced his Small Business Plan,” said Thomas M. Sullivan, Chief Counsel for Advocacy. “He promised to tear down the regulatory barriers to job creation for small business and give small business owners a voice in the complex and confusing federal regulatory process. This order does just that,” he said. Sullivan also praised President Bush’s regulatory advisor, Dr. John Graham, Administrator of the Office of Information and Regulatory Affairs (OIRA). “Dr. Graham’s team at OIRA has worked closely with the Office of Advocacy to hold government accountable to small business. They know our research shows small businesses create close to 75% of the net new jobs, yet regulatory compliance costs them 60% more per employee than their big business counterparts. Adding more regulations to already overburdened small businesses makes this worse. With this order, OIRA and Advocacy will work even closer together to correct this imbalance,” he said.

    Abstract
    This document describes the registration policies for the top-level domain ".GOV". Thus far, Federal Agencies and their subsidiaries have registered without any guidance. This has resulted in multiple registrations for Federal Agencies and naming schemes that do not facilitate responsiveness to the public. This document fixes this by restricting registrations to coincide with the approved structure of the US government. The document cited, FIPS 95-1, provides a standard recognized structure into which domain registrations for top-level domains. The IANA requires that an organization/country apply for and get a 2 letter code from ISO/ITU (e.g., US for United States) for additional top-level registration. As a side effect, this reduces the number of .GOV level registrations and reduces the workload on the Internic.
