The Rise of Alternative Schools
With smaller class sizes and more personal attention, public alternative schools are attracting at-risk students – and igniting their natural desire to learn
By Ceci Jones Mandy Eltz has bleak memories of her days spent at Martinsville High School. She is dyslexic and writes slowly, needing more time than the average student to complete assignments. Eltz would stay up until 3 a.m. doing homework – and half of it still wouldn’t get done. “Because I write kinda slow,” she says, “I would miss half of the notes on the projector too.”
Aurora Principal Chuck Holloway says, "My goal is to create a place where kids will want to come to school." Discouraged, Eltz dropped out of high school at 16. At age 18, though, Eltz has found a new academic home at Hammons Off-Campus School in Martinsville, Ind. A public alternative school that is part of the Martinsville School District, Hammons has helped to turn Eltz’s life around. “My future plans are to get my diploma and study to become a veterinarian,” says Eltz. “At Martinsville High School, I basically made all Fs. Here, I have a B average. I don’t feel rushed here and can go at my own pace. The teachers have more time to help me too. Without Hammons, I wouldn’t have gone back to high school.”

Grant Winner 2001: Indianapolis, Indiana
The City of Indianapolis, led by Mayor Bart Peterson, and the Indianapolis Public Schools (IPS) will provide "at risk" students at a new alternative high school and middle school with the latest communications advances via a grant from 3Com's Urban Challenge program. Using the grant, the schools, one which will occupy a retail space donated by the Simon Youth Foundation (SYF) and the other located in Indianapolis' historic Union Station, will deploy 3Com switching and voice technologies to help students attending these schools bridge the digital divide.
Working with SYF, students will use the 3Com systems to enhance a self-paced, self-directed curricula developed by IPS. After hours courses will include GED programs and 3Com's NetPrep program, a two-year course that introduces juniors and seniors to careers in network management and prepares them to earn an associate's degree in network administration.
The middle school will use 3Com technologies for network services designed to sharpen students' focus on values and leadership skills. Students attending these alternative schools will receive mentoring from community role models. The Indiana Pacers of the National Basketball Association are a key sponsor of the project. One school will actually be named "Pacers Academy." IPS is primarily using 3Com equipment today, and the two new schools will be connected to the IPS backbone.
The partnership between 3Com, the city of Indianapolis, IPS, and the Simon Youth Foundation, exemplifies what government, business and our schools can do together to help America's youth.

As a candidate for Governor, he campaigned for alternative schools, Frank O’Bannon said today. But not until he became governor, O’Bannon added, did he really learn what alternative education is all about. O’Bannon gave the welcoming remarks this morning to the Indiana Department of Education’s first Statewide Alternative Education Conference, hosted by the Bartholomew Consolidated School Corporation in Columbus. His goal, O’Bannon explained, had been “simply to get disruptive, even violent students out of regular classrooms—so they can’t interfere with the students who are there to learn.”

MAKING THE GRADE FOR INDIANA’S PUBLIC SCHOOLS
School Readiness and Early Education grants THE NEED
Children enter Indiana school systems with a variety of educational experiences and from diverse backgrounds. Many children need more and better educational opportunities at the earliest point of entry – pre-school and kindergarten classes – if they are to reach their full potentials as adults. In their first term, Governor O’Bannon and Lieutenant Governor Kernan established new and higher standards for Indiana students and schools to meet. In their second term, O’Bannon and Kernan are committed to preparing Hoosier students to meet the goals of those new standards. THE LEGISLATION Create School Readiness-Early Education Grants that would be available to each of Indiana’s 294 school districts for programs designed to help students develop the academic strengths to meet high achievement standards. The districts may use their grant for one or more of the following initiatives:
  • Creating optional full-day kindergarten Establishing early entry into kindergarten Providing transitional kindergarten or 1 st grade classes Supplementing Head Start or Even Start Other nationally accepted programs that improve school readiness

Alternative pay for teachers to be tested
Kentucky hopes to lure instructors in certain subjects By Chris Kenning
ckenning@courier-journal.com

The Courier-Journal
It's been the rule in Kentucky public schools that a teacher's pay is based on the number of years served and education earned. That's a fair method that eliminates the potential for favoritism, supporters say. But others say it's a system that's outlived its usefulness and fails to reward the best or hardest-working teachers, or get them into schools and fields like math and science where they are needed most. Kentucky soon will experiment with a system that aims, in part, to boost teacher quality and reduce critical shortages. Under a pilot program available to at least five school districts by 2003, some Kentucky teachers could receive raises or bonuses based on performance evaluations, added duties or training, or for working in a high-needs school or hard-to-fill fields, such as special education. Actual amounts still haven't been worked out.

Income may impact student assignments
Board member says shift would boost Jefferson test scores By Chris Kenning
ckenning@courier-journal.com

The Courier-Journal Roosevelt-Perry Elementary School near downtown Louisville has the greatest concentration of low-income students in Jefferson County, and its effects are hard to miss. Some incoming students lack basic reading skills, parental involvement is minimal, teacher turnover in some years has been high, and nearly half the school's students scored near the bottom on state tests last year. But if Jefferson County school board member Stephen Imhoff has his way, the district would disperse such high concentrations of poor and low-scoring students by busing them to middle-class schools. In more than 30 of the district's schools, low-income students constitute more than 70 percent of a school's student body. Imhoff will propose a plan next year to add income and ability to a formula that already considers race when determining where students go to school. It's an approach being tried in a handful of districts nationwide, and one that backers say boosts achievements of low-income students.

If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. Alternative schools evolved decades ago to provide an academic option for students not successful in regular education programs

BETTER SCHOOLS:
THE RECORD
EDUCATION FUNDING - INVESTING IN OUR FUTURE. THE NEED
The O’Bannon/Kernan Administration believes that the best investment Indiana can make is in the future of Hoosier children. That means investing in education. Throughout the campaign and during his first year in office, Governor O’Bannon has made education his top priority. Investing in education is more than simply providing money for the day-to-day costs of running our schools. It means investing dollars in areas that also enrich and improve our schools. It means investing in technology to prepare our students for the information age. It means investing in programs that help restore discipline in our classrooms and provide a safe environment for our students. Many of these investments required first time state funding. Governor O’Bannon stepped up to that challenge and proposed a budget that funded those investments for our students. THE RECORD Governor O’Bannon delivered on his promise to make education Indiana’s number one priority. In 1997, investments were made in several areas to improve the quality of Hoosier children’s education. These areas include alternative schools for students who are not succeeding in traditional school classrooms. Safe Haven Schools provide supervision of students during the critical hours until parents return home from work. Tech Prep programs help students bridge the gap between school and job readiness. Free textbooks for families whose income qualifies their children for free public school lunches were completely funded for the first time. Increased funding was provided for higher education, and grants were made available for the first time for part-time students in colleges and universities. Other “firsts” included funding to replace out of date or damaged school library books and support for professional development seminars to upgrade teachers’ skills.
