Indiana ADR in General
Within the state of Indiana, disputing parties seeking resolution of issues can forego traditional litigation and choose from an array of alternative dispute resolution techniques. These techniques encompass such areas as public employee disputes, labor disputes, administrative agency matters, and personal disputes. The most common forms of alternative dispute resolution are mediation and arbitration, commonly divided into civil and domestic. Authority for Alternative Dispute Resolution in Indiana
Indiana Rules for Alternative Dispute Resolution:
Rules 1 through 7.7.
Mediation
When parties decide to mediate a dispute they choose to involve a neutral third party, who will encourage and assist them in negotiating a voluntary resolution of their dispute. This mediator helps to identify the issues and interests involved, solve problems, and craft settlement alternatives. The mediator has no power to decide the dispute. The disputing parties themselves decide on an acceptable settlement, which the mediator may draw up and present to them. The mediation process is confidential and speedier and relatively less expensive than proceeding to litigation to resolve issues.

Creator: New Schools Exchange, inc. Title: New Schools Exchange records 1968-1978 (inclusive) Quantity: 25 linear ft. Acknowledgements: Gift of the New Schools Exchange, 1978. Preferred Citation: New Schools Exchange Records. Manuscripts and Archives, Yale University Library. Summary: The records consist of publications, correspondence, writings, school directories, and other information documenting the New Schools Exchange specifically and the schools, individuals, and other organizations of the free school movement generally. The collection includes hundreds of files documenting individual schools in the United States, Canada, and abroad, as well as many ephemeral newsletters, journals, and other publications relating to alternative education. Biographical Overview: The New Schools Exchange (NSE) was formed at the First New Schools Conference in Menlo Park, California in March 1969. Led by Harvey Haber and located in Santa Barbara, California, NSE's mission was to provide a clearinghouse for resources and information relating to the free school movement. The Exchange collected information and published school directories and the New Schools Exchange Newsletter , a widely read publication within the alternative school network. Haber served as managing editor for the newsletter until the fall of 1971, when Kat Marin assumed these duties. In early 1973, Bill Harwood and Grace Dailey took on the bulk of NSE's duties and moved the organization to St. Paris, Ohio. In 1974, Harwood and Dailey moved the Exchange to Pettigrew, Arkansas where they integrated subsistence farming and communal living into the continuing educational work of the group. The New Schools Exchange published its final newsletter in 1978 and ceased operations due to financial shortcomings.

Project ED (Extended Day) is an alternative to out-of-school suspension based on the philosophy that behavior can be modified. The program allows students to attend their regular classes in their home school but extends their daily schedule to include before and after school sessions. The after school sessions provide students with the opportunity to build academic, discipline, and social skills. The Project respects the student and emphasizes his/her responsibility as well as the parents' responsibility. Project ED does not delve into the student's past failures but looks forward toward a change in behavior. Research shows that one of the most effective methods of disciplining a child is to use a positive approach to discipline based on reality while building a trusting, supportive relationship. Sponsored by the North Central Regional Educational Laboratory and the Education Commission of the States NCREL is increasingly moving from policy publications to policy in action. The Indiana School Funding Symposium Summary is the result of a collaboration between NCREL, the Education Commission of the States (ECS), and key state policymakers in Indiana. The Indiana Education Policy Council was born out of this collaboration as a mechanism for achieving a common knowledge base and a neutral place to engage policymakers in nonpartisan dialogue around critical education issues. On June 22, 1998 the Indiana Education Policy Council held a statewide symposium to address the implications of alternative tax structures for Indiana's Schools. The Symposium Summary will give the reader two states' perspectives on school finance as well as a number of themes that emerged during the course of the day.

Prepared by Judy Taylor IEC TOC Next Introduction On June 22, 1998, approximately 300 Hoosiers attended a symposium in the Indiana State Government Center Auditorium entitled, "Alternative Tax Structures for Indiana's Schools: Implications for School Funding." The symposium was sponsored by the Indiana Education Council, a bipartisan education forum organized under the auspices of the North Central Regional Educational Laboratory (NCREL) and the Education Commission of the States (ECS). In addition, the Indiana Department of Education and the Indiana University Education Policy Center provided support for the Symposium which drew a broad range of concerned citizens. Legislators, state and local school board officials, school superintendents, university professors, representatives from the Governor's Office and the Citizen's Commission on Taxes, teachers, administrators, and concerned tax-payers participated in the discussion.

Editorial: Spending cap would stifle charter schools
Charter schools, which Indiana legislators argued about far too long before granting them life, are now under attack barely a year into their existence. The issue is money, and many lawmakers appear to be stumbling toward the wrong solution. The state's 11 charter schools have complained they aren't getting as much money as traditional public schools and must wait months for it. Public schools complain they're losing funds to charter schools.
House Democrats, in a blunderbuss approach to the funding problem, decided to limit the amount that charter schools could receive to $6 million for each of the next 2 years.
