The framework for the FBI's national security mission is set out in a strategy known as the National Security List (NSL). The NSL is composed of two related lists: * Specific activities which trigger an FBI counterintelligence or counterterrorism response. These activities are set out on the unclassified issue threat list. * Foreign powers that pose a threat to U.S. interests based on the aggressiveness and frequency of their involvement in activities on the issue threat list. This list is entitled the country threat list and is classified. The NSL was developed in concert with the U.S. Intelligence Community and key elements of the U.S. Government. The issue threat list has eight categories of activities deemed to be significant threats to U.S. National security interests. The FBI will investigate such activities whenever identified. The predecessor of NSA, the Armed Forces Security Agency (AFSA), was established within the Department of Defense, under the command of the Joint Chiefs of Staff, on May 20, 1949. In theory, the AFSA was to direct the communications intelligence and electronic intelligence activities of the military service signals intelligence units (at the time consisting of the Army Security Agency, Naval Security Group, and Air Force Security Service). In practice, the AFSA had little power, its functions being defined in terms of activities not performed by the service units. The creation of NSA resulted from a December 10, 1951, memo sent by Walter Bedell Smith to James B. Lay, Executive Secretary of the National Security Council. The memo observed that "control over, and coordination of, the collection and processing of Communications Intelligence had proved ineffective" and recommended a survey of communications intelligence activities. The proposal was approved on December 13, 1951, and the study authorized on December 28, 1951. The report was completed by June 13, 1952. Generally known as the "Brownell Committee Report," after committee chairman Herbert Brownell, it surveyed the history of U.S. communications intelligence activities and suggested the need for a much greater degree of coordination and direction at the national level. As the change in the security agency's name indicated, the role of the NSA was to extend beyond the armed forces.

In the George W. Bush Administration, the directives that are used to promulgate Presidential decisions on national security matters are designated National Security Presidential Directives (NSPDs). As discussed in NSPD 1, this new category of directives replaces both the Presidential Decision Directives and the Presidential Review Directives of the previous Administration. Unless other otherwise indicated, however, past Directives remain in effect until they are superseded. The first directive, dated 13 February 2001, was formally approved for release by the National Security Council staff on 13 March 2001. On October 29, 2001, President Bush issued the first of a new series of Homeland Security Presidential Directives (HSPDs) governing homeland security policy.

The paper will also include one or two foreign policy simulations in which students will be given the opportunity to play the roles of various U.S. decision-makers as (more or less) hypothetical crises are played out. The simulations will require some research, writing, and oral presentations. COURSE REQUIREMENTS Each student must submit one essay (length to be discussed in class) by 18 June 1993 on a topic related to the course. Topics must be submitted to Professor Taylor in the form of a research design or prospectus by 26 March 1993. The graded essay will make up 20% of the course grade. Students will also participate in one or two national security/foreign policy simulations which will require research, writing, and oral presentations. Students will be graded on the quality of their participation in the simulation(s). This grade will constitute 20% of the course grade. Each class period will consist of lecture and discussion. Students must attend each class and the quality of their participation in the discussions will make up 10% of the final grade.

The Scope and Sources of the Document Set
The U.S. Intelligence Community: Organization, Operations and Management, 1947-1989 provides a detailed description of the varied civilian and military organizations that constitute the U.S. intelligence community, their past and present operations and the mechanisms by which the community's activities are managed. The collection consists of 870 documents, totaling over 15,000 pages. The great bulk of the collection consists of documents obtained under the Freedom of Information Act and donated to the National Security Archive. Specific types of documents obtained include organization and functions manuals; unit, agency and departmental regulations; command histories; interagency directives; and assorted memoranda. In addition, a small number of unclassified brochures, fact sheets and pamphlets distributed by various elements of the intelligence community have been incorporated into the collection. The documents in this collection derive from a wide variety of sources in the national security bureaucracy. Organizations that provided significant documentation include the Central Intelligence Agency, the National Security Council, the Defense Department, Defense Department intelligence agencies, and the military services and their numerous intelligence units. Also represented are the National Security Agency, the State Department, and several smaller civilian intelligence organizations.
