[The Human Rights Library wishes to express its gratitude to the Institute Henry Dunant for its contribution of this document.] The General Assembly, Recognizes the obligation laid upon it by Article 13, paragraph 1, sub-paragraph (a), of the Charter, to initiate studies and make recommendations for the purpose of encouraging the progressive development of international law and its codification; Takes note of the Agreement for the establishment of an International Military Tribunal for the prosecution and punishment of the major war criminals of the European Axis signed in London on 8 August 1945, and of the Charter annexed thereto, and of the fact that similar principles have been adopted in the Charter of the International Military Tribunal for the trial of the major war criminals in the Far East, proclaimed at Tokyo on 19 January 1946; Therefore, Affirms the principles of international law recognized by the Charter of the Nuremberg Tribunal and the judgment of the Tribunal; Directs the Committee on the codification of international law established by the resolution of the General Assembly of 11 December 1946, to treat as a matter of primary importance plans for the formation, in the context of a general codification of offences against the peace and security of mankind, or of an International Criminal Code, of the principles recognized in the Charter of the Nuremberg Tribunal and in the judgment of the Tribunal.

New York, New York 10017 Dear Mr. Secretary-General, Because the legal authority of the United Nations is being challenged today by the threat of an illegal war against Iraq, the onset of which arguably would pose the most serious threat to world legal order since World War II, and Considering that, (a) United Nations Charter Article 99 stipulates "The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security"; (b) Two permanent members of the Security Council, the United States of America and the United Kingdom of Great Britain and Northern Ireland, have repeatedly threatened the use of force against a United Nations member state, Iraq, without Security Council authorization in violation of United Nations Charter Article 2, paragraph 4, which stipulates "All members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations"; (c) No Security Council resolution issued since 1991 has authorized the threat or use of force against Iraq;

Curriculum Vitae of IAEA Director General Mohamed ElBaradei Arabic version available in .pdf format. Dr. Mohamed ElBaradei is the Director General of the International Atomic Energy Agency (IAEA), an intergovernmental organization within the United Nations system. He was appointed to the office effective 1 December 1997, and reappointed to a second term in September 2001. Dr. ElBaradei was from 1994 a senior member of the IAEA Secretariat, holding a number of high-level policy positions, including that of the Agency's Legal Adviser and, beginning in 1993, Assistant Director General for External Relations. Dr. ElBaradei was born in Cairo, Egypt, on 17 June 1942, son of the late Mostafa ElBaradei, a lawyer and former President of the Egyptian Bar Association. He gained a Bachelor's degree in Law in 1962 at the University of Cairo, and a Doctorate in International Law at the New York University School of Law in 1974. He began his career in the Egyptian Diplomatic Service in 1964, serving on two occasions in the Permanent Missions of Egypt to the United Nations in New York and Geneva, in charge of political, legal and arms control issues. From 1974 to 1978 he was a special assistant to the Foreign Minister of Egypt. In 1980 he left the Diplomatic Service and became a senior fellow in charge of the International Law Program at the United Nations Institute for Training and Research. From 1981 to 1987 he was also an Adjunct Professor of International Law at the New York University School of Law.

August 17, 2001 OTTAWA - Her Excellency the Right Honourable Adrienne Clarkson, Governor General of Canada, will deliver the opening address at the Biennial Reunion of the Institut de Droit International on Monday, August 20, 2001 in Vancouver, British Columbia. Governor General Clarkson's remarks will examine how our culture and historical evolution have helped shape Canadian attitude towards international law and international organizations. The Biennial Reunion of the Institut de Droit International - which takes place from August 18-26, 2001 - is one of the world's foremost legal organizations. The Institute has about 130 members, chosen by election and representative of all main political and legal systems. Membership includes 9 of the 15 World Court judges, several Foreign Ministers, national Supreme Court judges, diplomats, scholars and a former Secretary General of the United Nations. The Biennial Reunions give members a chance to meet and exchange ideas on actual issues of importance. Their discussions have led to the creation of several international treaties. The International Lawyer N Opportunities exist for students to participate in the publication of four law reviewsthe SMU Law Review , the Journal of Air Law and Commerce , the International Lawyer , and the NAFTA: Law and Business Review of the Americas and in the State Bar of Texas' Computer Law Review and Technology Journal The SMU Law Review and the Journal of Air Law and Commerce are published by the SMU Law Review Association . The SMU Law Review Association and The International Law Review Association each selects its editorial staff on the basis of academic performance and a writing competition. The writing competition is open to all second- and third-year law students, including transfer students, and generally is held during the week immediately preceding the beginning of the fall semester. The Computer Law Review and Technology Journal uses a selection procedure determined by its faculty adviser and student board of editors. The operation and management of each publication is vested in an elected board of editors. The board, selected from the staff, is made up of third-year students who have exhibited a strong ability in legal research and writing. The work of students on the school's three publications has produced periodicals of permanent value to the legal profession.
