FIVE FACULTY MEMBERS IN LIBERAL ARTS AND SCIENCES ARE NAMED MASTER TEACHERS
AMES, Iowa Five faculty members in Iowa State University's College of Liberal Arts and Sciences (LAS) have been named 2002-2003 Master Teachers.
The LAS Master Teacher program, in its fourth year, recognizes teachers who use innovative methods to enhance student learning. This year's program recognizes faculty who developed successful off-campus learning experiences for Iowa State students. The five master teachers will hold teaching methods seminars and in-class demonstrations throughout the academic year. The five LAS master teachers are:
  • Warren Dolphin, university professor of zoology and genetics and coordinator of the biology program at Iowa State. Dolphin develops study abroad activities for biology students. He has led six study abroad trips serving more than 120 students to Australia, Central Europe and Costa Rica. In addition, Dolphin created and coordinates the biology program's study abroad program where participating faculty lead or co-lead international field trips that have served more than 329 students since 1995.

STUDIES COMMITTEE OF THE LEGISLATIVE COUNCIL
* Corrected June 14, 1995 The first meeting of the Studies Committee of the Legislative Council for 1995-1996 was called to order by Temporary Chairperson Senator Wally Horn at 1:05 p.m. on Wednesday, June 14, 1995, in Room 22 of the State Capitol Building in Des Moines, Iowa. Members present in addition to Temporary Chairperson Horn were:

PRELIMINARY BUSINESS
Representative Gipp moved that Senator Horn be elected Chairperson. The motion was adopted without discussion or dissent. Senator Boswell moved that Representative Gipp be elected Vice Chairperson. The motion was also adopted without discussion or dissent.
INTERIM COMMITTEE GUIDELINES
Mr. John Pollak of the Legislative Service Bureau explained that a two-page handout entitled "Proposed Guidelines for Interim Study Committees" is in the packet each member received. He noted that the guidelines are identical to the ones adopted for the last two interims. Vice Chairperson Gipp moved that the guidelines be adopted by the Committee. The motion was adopted by voice vote without dissent.

    Call to Order. Co-Chairperson Representative Russell Teig called the meeting of the Commission on Urban Planning, Growth Management of Cities, and Protection of Farmland to order at 10:15 a.m., Monday, June 1, 1998, in the Boardroom of Farm Bureau Headquarters, 5400 University Avenue, West Des Moines, Iowa.
    Opening Remarks . Co-chairperson Lundby presented an overview of the Legislative Council's meeting held on May 27, 1998. The Council allocated an additional $25,000 to the Commission, to be spent on a land use inventory and other projects as determined by the Commission. Co-chairperson Lundby informed the Commission that Iowa State University has agreed to conduct land use studies of counties located throughout the state. Co-chairperson Lundby indicated that approximately $35,000 would be used to fund the studies in seven to 10 counties. The remaining $15,000 would be used to pay for the costs associated with providing each member with periodic updates of public hearings.

    Iowa produces most of its electrical power from the burning of coal, nuclear energy, and running water. The following lists give the name and location of power plants in Iowa that use nuclear energy and hydroelectric power. The list includes some towns and cities that have coal-burning plants. Activity:

    Solar and Wind Energy Around the World
    Teacher's Notes Objective:
    Each student 1) decides upon uses for solar and wind energy; 2) designs and constructs an energy collage; and 3) titles the collage. Teaching Suggestions:
    1. Students are given magazines, catalogs, and newspapers to cut out pictures for an energy collage.
    2. After the collage is complete, a title should be given. A contest could be held to see which collage shows the most ways of using solar or wind energy.
    3. Winners could be rewarded with a solar powered clothes dryer (clothes line and pins). Extend the Activity:
    Have students write the "message" their collage represents and present their products to the class.

    Accessibility Review of Covered Multifamily Housing Executive Summary State and federal fair housing laws that prohibit discrimination against persons with disabilities impose basic "accessibility" structural standards for newly constructed covered multifamily dwellings. The State Building Code also imposes accessibility standards and requires that blueprints be reviewed for accessibility compliance and that "handicapped review certificates" be issued for every covered multifamily dwelling. The Iowa Civil Rights Commission recently completed a four-step study to determine the level of compliance with those accessibility requirements. The Commission (1) reviewed existing accessibility studies, (2) reviewed State Building Code "handicapped review certificate" files, (3) surveyed county and city housing officials, and (4) conducted on-site surveys of covered multifamily dwellings. Existing Accessibility Studies. The Commission reviewed the latest "Fair Housing Impediments Analysis" studies conducted by the Cities of Cedar Falls, Cedar Rapids, Council Bluffs, Davenport, Dubuque, Iowa City, Mason City, Sioux City, and Waterloo. Four studies did not address accessibility. Three indicated a shortage of accessible housing and two indicated compliance problems in new construction. The Fair Housing Center in Omaha, Nebraska, recently surveyed a number of new construction projects throughout Nebraska and Council Bluffs, Iowa, and found significant compliance problems. Indeed, frequently the building inspectors who would be called upon to ensure that the blueprints provided for accessibility compliance had scant familiarity with the provisions of the law. The Fair Housing Center report includes a quote from a building inspector in Council Bluffs, stating that he thought that "if the building could be made accessible (e.g. the light switch could be lowered or a ramp could be installed) then the requirements are met."

    To date, 32 state UST/LUST programs are either receiving risk-based corrective action (RBCA) training or actively developing a RBCA process. State UST/LUST and Fund program managers have been considering a risk-based approach to corrective action because it offers a responsible way to make decisions given states’ growing workloads and decreasing resources. By focusing on the risk posed by each site rather than striving for an often unachievable cleanup level at all sites (regardless of risk), state managers can target their limited cleanup resources. This series of RBCA Implementation Case Studies is a means for sharing RBCA information among states. Each issue will discuss a particular aspect of one state’s RBCA development or implementation effort. The first case focuses on Iowa’s involving a broad array of stakeholders from the outset of its RBCA effort. Stakeholder Philosophy A State’s LUST cleanup program affects many different members of the communitystation owners, cleanup contractors, environmental groups, residents, bankers, property owners, politicians, realtors, regulators, and others. The development of a Risk-Based Corrective Action (RBCA) program will impact each of these parties. To achieve the most effective RBCA program possible and to garner necessary support from the community of stakeholders, it is essential to involve interested parties from the outset in program development. Patrick Rounds of Iowa’s State UST Fund noted the importance of stakeholder involvement as follows: "Stakeholders often feel that Government forces regulations on them; so they resist them, even when they are good regs." Involving stakeholders early on can help dispel the perception that the
