During the 1997 legislative session the Legislative Council enacted House Concurrent Resolution 21 which called for the creation of the Commission on Urban Planning, Growth Management of Cities, and Protection of Farmland. The Commission was composed of 21 voting members with expertise in planning, development, design, zoning, annexation, agriculture, historic preservation, transportation, and conservation. The task of the Commission was to collect information on current land use patterns and policies in Iowa. The Commission issued its final report January 1999. Seven subcommissions were appointed to consider specific issues: Finance, Annexation Private Property Rights, Land Use Planning and Policy/Urban Revitalization, Public Park and Recreation/Natural and Historic Areas, Farmland Inventories/Farmland Preservation, and Infrastructure Costs and Subsidies/Tax Implications of Development.

The U.S. Geological Survey (USGS) has served as the Nation's principal collector, repository, and interpreter of earth science data for more than a century. The USGS has been assessing, mapping, and reporting on Iowa's earth resources since the early 1900's. Ongoing USGS programs include activities in water availability and quality, natural hazards, biological, geographic and cartographic information, contaminated environments, land and water use, and mineral resources. Examples of these programs, many of which are conducted in partnership with State and local agencies, follow.
Ground-Water Resources
Ground water is the primary source of drinking water for Iowa's population. Information is needed by State and local governments to understand trends in water levels and water quality in the principal aquifers and to develop policy and management decisions related to their use. The USGS, in cooperation with the Iowa Department of Natural Resources (DNR), collects and compiles water-level data from a statewide network of about 150 observation wells ( fig. 1

A How-to Guide
Case Studies
In planning for trail-based economic development, it helps to be aware of the experiences of other communities. For this purpose, a number of "case studies" are included in this handbook. These case studies document how different public and private entities use trail recreation as a tool for economic development.
Types of Case Studies
Three types of case studies are included: cities and towns; businesses; and festivals. The various perspectives provided by these different cases provide valuable insights for a wide range of community leaders. Cities and Towns How a city or town capitalizes on a nearby recreational trail depends on several factors. These factors include:
  • type of trail (motorized, non-motorized); size of community; existing physical character of community; existing visitor attractions in community; level of public support for trails; commitment from elected officials and business leaders; proximity to potential recreational users.

The Census Bureau estimated that in July 2002 Iowa's population had increased by an annual average of about 4,795 residents since 2000 (to 2,936,760 residents). Of that increase, an annual average of about 5,845 (all of the increase and then some) came from net international migration (more foreign-born residents arriving than leaving). During the same period there was an annual average population loss of about 14,610 residents from net domestic migration (more native-born residents leaving than arriving).
[Note that these population changes record the children born in Iowa to immigrants (part of the immigrant stock
as part of the natural change rather than a part of the immigration flow.]

News Index May 30, 2002 Back to Crete Classicist Peggy Mook has returned to Greece for a new excavation that will make important contributions on campus The Greek island of Crete has become almost a second home for Peggy Mook, associate professor of foreign languages and literatures.
Through a variety of faculty improvement leaves and various grants from such agencies as the National Endowment for the Humanities (NEH), Mook has worked for a number of years as part of an excavation team that exposed and completed restoration of the architectural remains of a Greek village on Crete.
She returned over the years to continue her research on the artifacts recovered from that excavation. Mook put the resulting research into a book, The Kastro: The Late Minoan IIIC through Orientalizing Pottery.
Last fall and this past summer, Mook has again been in Crete working on the Azoria Project, which Mook says will involve Iowa State's Classical Studies Program.
"Through this project, the Classical Studies Program will make another new and important contribution to undergraduate education at Iowa State," said Mook, who serves as chair of that program.

Although minor changes were made over the years to enabling laws that authorize communities to plan and zone, including a new subdivision statute that became effective in July 1990, none of these reforms affected the comprehensive planning requirements or provided updated methods to manage and/or promote urban growth and development. The most recent study proposal, aimed at preserving agricultural land in the state, was put before the General Assembly last year. The measure recommended that a comprehensive study be done by the Iowa State University on land-use policies within the state and nationwide. The bill called for the university to review policies discouraging agricultural land conversion, the feasibility and potential uses of the county land inventories, annexation laws, zoning laws and requirements related to comprehensive plans, smart growth policies in other states, and state and local tax assessments and incentives that encourage development.

Iowa - A State Unit Study This mini unit on IOWA uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study IOWA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about IOWA and enjoyable for all who are participating. Iowa's State Flag Having three vertical stripes blue, white and red the Iowa flag resembles the flag of France. On the white stripe is a bald eagle carrying a blue streamer in its beak. The state motto " Our Liberties We Prize, and Our Rights We will Maintain" is written on the streamer. The name of the state is emblazoned in red letters. Flag adopted 1921. Create a State "Infodesk": Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect.

Family History Research Tips How to Start Your Family History Research Exploring your family history, or genealogy, is often a fascinating trip through time. At other times it's a frustrating experience. The journey to your roots requires a lot of time and patience. Here are some tips on how to get started: Talk with your relatives and long-time family friends about your family history. This may save you some legwork, because these folks often have valuable information about your family. And you may find that someone else in your family has already done some genealogical research. Start with your own history and work backwards. For example, record the names of your spouse, children, or grandchildren, and any members of their families. Next, record the names of your parents, siblings, aunts, uncles, cousins, grandparents, and so on, exploring backwards generation by generation. This is more efficient than picking someone who shares your last name and working forward. One way to begin your research is by looking up an ancestor's obituary. If you don't know the death date, check the cemetery records at the State Historical Society of Iowa library. Once you know the date you can then locate the newspaper in which an obituary may have appeared. The State Historical Society of Iowa has a large collection of newspapers on microfilm.
