Attachment A contains a really clear delineation of core measures, methodology, responsibility, and data sources. MarcoPolo: Internet Content for the Classroom is a partnership between the MarcoPolo Education Foundation and leading educationa organizations that produces quality, standards-based, commercial-free Internet content for the K-12 classroom, accssible through seven discipline-specific educational web sites. The energy bank program is established by the department.The energy bank program consists of the following forms of assistance for the state, state agencies, political subdivisions of the state, school districts, area education agencies, community colleges, and nonprofit organizations: 1. Providing moneys from the petroleum overcharge fund for conducting energy audits for school districts under section 279.44, for conducting comprehensive engineering analyses for school districts and for conducting energy audits and comprehensive engineering analyses for state agencies, and political subdivisions of the state. 2. Providing loans, leases, and other methods of alternative financing from the energy loan fund established in section 473.20 and section 473.20A for the state, state agencies, political subdivisions of the state, school districts, area education agencies, community colleges, and nonprofit organizations to implement energy conservation measures. 3. Serving as a source of technical support for energy conservation management.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Youth Involvement Committee
One of the primary objectives of the Iowa Collaboration for Youth Development is to increase youth involvement in state and local level policy discussions and decision-making. The Youth Involvement Committee has been formed to help publicize existing opportunities for young people to develop leadership skills and to be involved at the state and community level; to implement new strategies to involve youth; and to identify and develop tools and resources that will build the capacity at the state and community level to effectively involve youth.
The Vision for Youth Involvement in Iowa adopted by the Committee is as follows: "Youth are welcomed and valued as partners in all aspects of community life and are actively engaged in efforts aimed at social and community change." Successful youth involvement is contingent on both youth and adults understanding and accepting responsibility for building positive relationships, respecting and valuing the other, and contributing to the community as citizens. Organizational, community and state climates that are supportive of youth involvement include the following elements:

Each computer has a desktop icon linking the senior centers to the Corporation's legal aid web site, the Department of Human Services and local area agencies on aging.

A Crisis In The Making
Factors contributing to the shortage Strategies to address the shortage Iowa is facing a leadership crisis in K-12 education. At a time when the demands for improving the nature and quality of educational experiences for Iowa's young people are greater than ever, fewer and fewer educators are choosing to go into school administration. For example, there typically are only about 15-18 individuals who apply for superintendent vacancies in Iowa. Even worse, if a district is advertising for a high school principal/athletic director combination, it can only expect to receive about 10-12 applicants for the position. In visiting with the higher education community, we are finding that fewer and fewer teachers are attending classes to become school administrators. Adding fuel to the fire is the fact that there are literally hundreds of individuals in Iowa who are certified as school administrators but who have chosen not to seek employment as educational leaders. The bottom line is that we are facing a leadership crisis in Iowa because of a shortage of school administrators. Unless we take some immediate and proactive steps to address this situation, Iowa will be shortchanging the future of the next several generations.

SCHOOL SOCIAL WORK AS A CAREER
The history of school social work can be traced to the early 1900s. Building on this long tradition of service, the School Social Work Association of America was formed as a national organization of School Social Workers dedicated to the promotion of the profession. The best school social work services are provided by School Social Workers employed by local education agencies. Those agencies include local school districts, regional school agencies and special education agencies. School Social Workers provide a vital link among the school, home and community. Most School Social Workers are involved in providing services to all students. Most provide direct services to students and their families including casework, group work and classroom presentations as well as providing crisis intervention and consultation and making referrals to community agencies. School Social Workers are part of the assessment process for special education students as well as often providing direct and indirect services to those students. School Social Workers consult with teachers and administrators and frequently participate on teams within the schools. Certification and Regulation The regulation of school social work is a state educational issue. Certification requirements are developed by each state and vary accordingly.
