320 Child Care That Works Statement of Issue: The need for accessible, affordable, quality, child care in Iowa has become a critical economic development issue. Iowa ranks second in the nation with the percentage of women who are in the workforce with children under the age of 6. An estimated 70 percent of Iowa mothers with children younger than six, and 82 percent of women with children between the ages of six and 17, are in the labor force. Rural communities seeking to attract industry find that child care is a key issue for potential employers. Funding and community resources for the development of rural child care is greatly limited. In many communities there are acute shortages of school-age child care. In Iowa, only about one in ten public schools offer before and after school care programs. Evening or weekend care is lacking as well. In Iowa fewer than one out of six providers offer care after 6 p.m. or overnight. Infant and toddler care is extremely costly and in short supply. Child care for a 12 month-old in a child care center in Iowa in 1997 averages $5211, but could cost as much as $7280. The shortage of available care is compounded by the lack of suitable buildings for child care centers in many communities. Deteriorating and unsafe playgrounds are also a serious concern. State training requirements have increased 400% in the last two years, yet training is not readily available in most areas of the state. The situation is accentuated by the high 40-60% turnover rate of providers. Turnover is linked to lack of training and low wages. In 1996, the average annual wage of child care workers in Iowa was only $11,620.
