A policy and advocacy update from the Iowa Department of Education In the December issue of the Iowa Education Leader, I outlined some of the deeper economic forces that are driving change in education policy, and explained that the federal No Child Left Behind Act is the political response to those forces. (For your reference, you can find that issue at http://www.state.ia.us/educate/ootd/iel/index.html .) I also pointed out that by recognizing those underlying needs and working productively to solve them, we are in the best position to respond to this new policy and future waves of legislative demands as well. Today I want to outline for you as clearly and as comprehensively as possible the manner in which I believe Iowa needs to respond to this new federal policy. Because of new perspectives available, I have waited until our last planning component was submitted. As a result, this Education Leader will be much longer than usual. But I think we need all the major facts in one place, including some history of our efforts as well as the some important specifics of Iowa's plans for implementation of NCLB. The No Child Left Behind Act represents a very substantial change not only the federal role in state and local education policy, but also in the manner in which public education has come to be viewed. The challenge for us as Iowa educators will be to respond directly and forcefully to the student needs underlying this legislation, and also to manage the federal policy in a way that it complements, rather than frustrates, our work in meeting those student needs. I do not believe it was the intent of Congress to create barriers to improving student performance. But I also believe that this legislation was not specifically designed for the educational context of our state, and we must use the flexibility allowed by the law and by the United States Department of Education if we are to ensure that No Child Left Behind is a catalyst for school improvement rather than a distraction from it.

299.1 Attendance requirements.
Except as provided in section 299.2, the parent, guardian, or legal or actual custodian of a child who is of compulsory attendance age, shall cause the child to attend some public school, an accredited nonpublic school, or COMPETENT PRIVATE INSTRUCTION in accordance with the provisions of chapter 299A, during a school year, as defined under section 279.10. The board of directors of a public school district or the governing body of an accredited nonpublic school shall set the number of days of required attendance for the schools under its control.
The board of directors of a public or the governing body of an accredited nonpublic school may, by resolution, require attendance for the entire time when the schools are in session in any school year and adopt a policy or rules relating to the reasons considered to be valid or acceptable excuses for absence from school.

Des Moines, IA 50319 Dear Mr. Voy: This responds to your request for an interpretation regarding the use of 12 to15-passenger vans by child day care providers to drop off and pick up school children from school. You asked three questions, which are addressed below: Question 1. Do the federal motor vehicle safety regulations relating to the sale and lease of school buses apply to vehicles [new buses] sold or leased to publicly or privately owned day care facilities who use these vehicles to transport school-aged children to and from school as a part of their day care services? As explained below, the answer depends on whether the new buses will be "significantly" used to transport school children "to or from" school or related events. If the bus will be used for such purpose, a school bus must be sold, regardless of whether such transportation is provided by a school or a day care facility. The National Highway Traffic Safety Administration (NHTSA) has the authority to regulate the first sale or lease of a new vehicle by a dealer. Our statute at 49 U.S.C. §30112 requires any person selling or leasing a new vehicle to sell or lease a vehicle that meets all applicable standards. Under our regulations, a "bus" is any vehicle, including a van, that has a seating capacity of 11 persons or more. Our statute defines a "school bus" as any bus which is likely to be "used significantly" to transport "preprimary, primary, and secondary" students

House Republicans Announce Committee Chairs and Committee Reorganization
November 21 , 2002 (Des Moines, IA) Republican leaders announced today their plans for the reorganization of House committee leadership. Several changes will be made to House Committee structure. The Judiciary Committee will be split into two standing committees, Public Safety and Judiciary. The Public Safety Committee will handle crime and homeland security issues, and courts legislation will remain with the Judiciary Committee. The Health and Human Rights Appropriations Subcommittee will be dissolved, with responsibilities split between the Human Services and Administration and Regulation Subcommittees. The following committee Chairs have been named for the 2001 and 2002 legislative sessions: Representative Jack Drake of Lewis has been named the Chairman of the House Agriculture Committee . Drake was elected to the Iowa House in 1992, and most recently served as the Chairman of the Agriculture and Natural Resources Appropriations Subcommittee. Representative Bill Dix of Shell Rock has been named the Chairman of the House Appropriations Committee.

This is Board in Brief , This is Board in Brief, issued at the request of Commissioner David Driscoll to bring you up to date on Board of Education matters. This is a report on the regular monthly meeting on Tuesday, May 25, at Falmouth High School in Falmouth. Report by the Chairman Board Chairman James Peyser opened the meeting with a brief report on the forum on school and district accountability that the Board sponsored on May 18th. Information presented at that forum by Dr. Paul Hill of the University of Washington and others will be considered by the Board in establishing the Massachusetts system for school and district accountability. The Chairman also reported on the ongoing work of the Joint Board of Education-Board of Higher Education Commission on Educator Preparation. In concluding his opening remarks, Chairman Peyser stated that the Board plans to move forward in June to amend the Special Education Regulations, after giving careful consideration to comments the Board has received from the public and from the Joint Committee on Education. The Chairman said the regulatory reform effort is intended to improve educational outcomes for all students, including students with disabilities.

Regular Board meetings are held at the Central Administration Office
509 S. Dubuque Street, Iowa City, on second and fourth Tuesdays at 7:30 p.m.
All meetings are cable cast live on the Kirkwood educational channel and rebroadcast the following Thursday at 7:30 PM, and Sunday at 1:00 PM. REGULAR MEETING OF THE BOARD OF DIRECTORS IOWA CITY COMMUNITY SCHOOL DISTRICT, COUNTY OF JOHNSON, STATE OF IOWA BOARD ROOM 509 S. DUBUQUE STREET 7:30 P.M., TUESDAY, APRIL 11, 2000 PRESIDENT MATT GOODLAXSON, PRESIDING MEMBERS PRESENT: Matt Goodlaxson, Don Jackson, Nick Johnson, Al Leff, Lauren Reece, Dale Shultz and Peter Wallace. MEMBERS ABSENT: None. STUDENT REPRESENTATIVE PRESENT: Mary Larew, West High. STUDENT REPRESENTATIVE ABSENT: Greg Pomrehn, City High. President Goodlaxson called the meeting to order at 7:30 PM and welcomed those present. ICEA Update Marla Swesey, ICEA president, stated she appreciated the Board's response to the teacher input on the Ends Policies. Ms. Swesey stated she had recently attended the ISEA meeting in Ames at which Governor Vilsack spoke on recruit, retention and respect for teachers. Ms. Swesey stated that Governor Vilsack emphasized how important it is to educate the public on how serious educational issues are in the state. Student Representatives Update Mary Larew shared with the Board activities taking place at West High School. In addition, Ms. Larew stated she and the Student Senate are working on Ends Policies responses for the Board and should have them available next Wednesday.
