The Editor and his collaborators are always working on improving and upgrading our human rights resources and documents. We hope to provide a useful service to everyone who is interested in politics and human rights. The site includes these pages: Electoral Calendar , which is a full, complete and updated list of the past and next elections around the world, including presidential, legislative and local elections.It also includes popular referendums. COHRE, an international NGO that campaigns on adequate housing and prevention of forced evictions, pointed out that in the US - the world’s richest country - 2.3 million adults and children each year experience homelessness. Housing is a right under international law. Article 11(1) of the International Covenant on Economic, Social and Cultural Rights recognizes “the right of everyone to an adequate standard of living for himself and his family, including adequate ... housing ... and to the continuous improvement of living conditions.”

26 July 2002 Yesterday, the Supreme Court issued a historic 92-page decision on a petition filed in June 1999 by Adalah and the Association for Civil Rights in Israel (ACRI), against the mixed Arab-Jewish cities of Tel Aviv-Jaffa, Ramle, Lod, Akka, and Natserat Illit. The petition demanded that these municipalities add Arabic to all traffic, warning and other informational signs in their jurisdictions. In the petition, Adalah Staff Attorney Jamil Dakwar and ACRI Staff Attorneys Yousuf Jabareen and Auni Bana argued that Arabic is an official language of the State and that as such, according to the right to equality, the mixed cities must include Arabic on public signs. In support of their arguments, the petitioners also cited the right to dignity, protected by the Israeli Basic Law: Human Dignity and Liberty; and the right of Palestinian citizens of Israel, as a national minority, to preserve their culture, based on Article 27 of the International Covenant on Civil and Political Rights. The Attorney General, who joined the case as a respondent, argued that although Arabic is the second official language of the State, Hebrew is the primary, leading language. As such, the Attorney General claimed, no obligation should be placed on the cities to use Arabic on public signs; rather, the use of Arabic should be left to the discretion of each city. The Attorney General recommended that Arabic be included on signs next to main roads in the mixed cities, and in neighborhoods with high Arab populations. The petitioners rejected this recommendation, however, arguing that such an approach would further aggravate the discrimination against, and inferiority of, the Arabic language.

Over a thousand signatories worldwide, including some 100 Parliament Members,
sent the Israeli public the following message:
We, the undersigned, are gravely concerned by the threat to ban Arab political figures, foremost among them MK Azmi Bishara, and his party, the National Democratic Assembly, from participating in the upcoming Israeli elections. We call upon the Israeli High Court of Justice not to sanction such a scandalous decision.
MK Azmi Bishara's political program, which calls to democratize the State of Israel into a state for all its citizens-Arabs and Jews alike-is not a threat to democracy. It is legitimate not to agree with it, but it is not legitimate to forbid him from proposing it to the Israeli electorate within a democratic campaign.
The Arab citizens of Israel, who comprise 20% of the population, have the right to a democratically elected leadership that will represent them, their needs, and their hopes. Banning one of their most outspoken leaders-re-elected consistently since 1996 and expected to garner more votes than ever in the upcoming elections-means depriving them of their basic civil rights.

Even sadder is the fact that the Palestinian leadership itself has become consumed with reform and has forgotten that the finest of Palestinian political and community leaders are absent from the political reform process and will most likely, upon their release from Israeli detainment, disrupt any illegitimate political agreements that are implemented. Reforms offered by a one-party, one-leader, one-decision-maker system are doomed to failure. The U.S., of all nations, should be demanding comprehensive political reform and thus that Israel release all Palestinian political prisoners so they can participate in this historic turning point in the Palestinian struggle for independence. With every Palestinian arrested by Israel, entire families are being broken up, children are building up hatred and detainees are becoming more embittered. Why is the world community silent while Israel illegally detains Palestinians as political prisoners and uses them as political bargaining chips? Where is the Jewish tradition of support for human and civil rights when Palestinians are being tortured in Israeli jails? Is the world blind to the fact that the Middle East will never realize peace if Palestinians continue to be denied their basic inalienable rights? Does President Bush or any average Israeli citizen believe that the sons and daughters of those thousands of Palestinians that are detained will one day forget the turmoil caused when their loved ones are thrown behind bars for months or even years on end?

Section I. Freedom of Religion Israel has no constitution; however, the law provides for freedom of worship, and the Government generally respects this right in practice. The Government recognizes 5 religions, including 10 Christian groups. Each religion recognized by the Government has its own religious court system, which has considerable authority over issues of personal status. Government recognition is limited to religions present in the country before 1948. Approximately 80 percent of citizens are Jewish (with a significant secular majority), while approximately 16 percent are Muslims, 2 percent are Christians, and 1.5 percent are Druze. The non-Jewish population is concentrated in the north, east-central, and southern parts of the country. The population includes small but growing numbers of adherents of nonrecognized evangelical Christian groups and members of other faiths, such as Jehovah's Witnesses. The overwhelming majority of non-Jewish citizens are Arabs and they are subject to various forms of discrimination. It is not clear that whatever discrepancies exist in the treatment of various communities in Israeli society are based on religion per se. Israeli Arabs and other non-Jewish Israelis are, in fact, free to practice their religions. The Government does not provide Israeli Arabs, who constitute 20 percent of the population, with the same quality of education, housing, employment opportunities, and social services as Jews. In addition, government spending and financial support are proportionally far lower in predominantly non-Jewish areas than in Jewish areas. According to the press, an Interior Ministry report released during 1998 notes that non-Jewish communities receive significantly less government financial support than their Jewish counterparts. Israeli-Arab organizations have challenged the Government's "Master Plan for the Northern Areas of Israel," which listed as priority goals increasing the Galilee's Jewish population and blocking the territorial contiguity of Arab villages and towns, on the grounds that it discriminates against Arab citizens.

In June 2000, the Government proposed a plan to help redress some of the gaps in government spending for Arab communities. In March 2000, the High Court of Justice ruled that the Government's use of the Jewish National Fund (JNF) to develop public land was discriminatory, as the JNF's by-laws prohibit sale or lease of land to non-Jews. Evangelical Christians, Jehovah's Witnesses, and Reform and Conservative Jews suffered some incidents of harassment, threats, and vandalism during the period covered by the report; members of these religious groups complained that the police were slow to investigate these incidents. Relations between different religious groups often are strained, both between Jews and non-Jews, as well as among the different branches of Judaism. The U.S. Government discusses religious freedom with the Government in the context of its overall dialog and policy of promoting human rights.

We come together as non-governmental and civil society organizations committed to the United Nations goal reflected in the theme of this conference: "End the Occupation". Our organizations, in Africa, in Asia and the Pacific, Europe, Latin America and the Caribbean, and North America, in the Middle East, together with our Palestinian and Israeli partners, work in our countries to bring this goal to fruition.
Our Call:
· We look to the United Nations to bring an end to these violations. We believe that the United Nations, its Charter, its resolutions, as well as the Geneva Conventions and other sources of international law, provide the best framework for resolving the Israel-Palestine conflict and ending Israel's occupation, leading to conditions of justice and a comprehensive and lasting peace. · We hold Israel accountable to end the occupation, and to implement the Geneva Conventions' protections of Palestinians while it is ending the occupation.

There seems to be little doubt that the peace process is coming to a dead end. Oslo proved to be no choice to the Israelis. Israel is not willing to give up any real concession. The government of Israel is very clear on its position concerning the independent Palestinian state. The answer that Palestinians get from the Israeli governments and the majority of the Israeli is a definite "no for a Palestinian state."
At the same time, it does not appear that Palestinians will reconcile and live in ghettos surrounded by Jewish settlements. Autonomy does not provide groups with real independence and the pride derived from that independence as a sovereign country. Autonomy will hinder Palestinians from attaining the civil rights and dignity. So, it will not work in the future. Israelis realise this fact.
My proposal is not unique indeed. It was originally presented by a group of Palestinian and Israeli people back in 1987, few months prior to the Intifada. The Palestinian street reaction was very angry. The Israeli government gave no comments on the proposal. But since I came to the United States, I have seen more and more Palestinians and Israelis who are willing to accept the proposal as a solution to the Arab Israeli conflict.

Israel Oks Expulsion Undeterred by Int'l Furor Date: 13/8/2002 In an unprecedented, unequivocal measure of collective punishment of Palestinians, an Israeli military court Monday approved the expulsion of three Palestinian relatives of activists, Israel alleges are linked to so-called terrorism, from the occupied West Bank to the caged-in Gaza Strip.

According to the daily, the punishment of activists' kinfolk coincided with what a recent opinion poll showed was a slide in Israeli Prime Minister Ariel Sharon's popularity in Israel. "The deportation orders...are illegal, immoral and especially cruel," the Association for Civil Rights in Israel and the Israeli Center for the Protection of Individual Rights meanwhile said in a joint statement.

MORE PHOTOS OF NYC DEMO (April 5, NYC) Today 10,000 people demonstrated in New York City to demand an end to Israel's U.S.-financed war against the Palestinians. Organizers with the A.N.S.W.E.R. Coalition, which called the rally, said today's action launched a national campaign, the high point of which will be the convergence at the White House of thousands on Saturday, April 20. Other demonstrations in the region included Patterson and Jersey City, New Jersey, in front of the Israeli Mission to the UN and in Brooklyn, New York. Thousands marched through midtown Manhattan from Times Square to the Israeli consulate. Friday's Times Square rally - endorsed by a wide spectrum of organizations, including Arab and Muslim groups, anti-globalization activists, students, and civil rights organizations (see below for endorsers) - ends a week of massive pro-Palestinian demonstrations throughout the Middle East, that have been joined in by rallies across the U.S., which have been organized by a variety of groups and coalitions, including in Los Angeles, Boston, San Francisco, Philadelphia, Washington DC (one initiated by the American Arab Anti-Discrimination Committee and another by Black Voices for Peace), and many more.
