Schools struggle to provide individual education to disabled students
It's a delicate balance
By KRIS HILGEDICK
News Tribune A slight boy with tousled blond hair, Blake Werner, 9, of Jefferson City has a cochlear implant. Deaf from birth, Blake is one of 6,000 individuals who have received implants since they became available in the late 1980s. Like many nine-year-olds, Blake likes to ride his bike and play basketball with friends. Slowly, Blake is learning to use the implants to understand speech. His parents, Karen and Brad Werner, explain that a cochlear implant is akin to having a "piano in your head." The digital sounds produced by the implant are interpreted by the brain. Cochlear implants work by stimulating electrodes implanted in the ear; the electrodes reintroduce signals carried by auditory nerve fibers to the brain. But the device doesn't restore normal hearing.

E-mail KIC today at advocates@ideacompliance.org Subject Message Vermont Organizations such as yours should be a model for each state. At least from my experience, independent advocacy groups can and will accomplish more on a local and state level than national organizations or organizations formed through state and federal grant mechanisms. National organizations such as COPAA will be strengthened through well organized and well informed independent state organizations.
Kansas is a particularly tough state on disabled children; especially children with autism. Having been involved in a case there for almost a year, I read with interest your editorials and other comments regarding the due process hearing system in your state. Kansas, though, is not unique. Florida is equally insidious. States such as these perpetrate discrimination simply by maintaining the status quo through the sloggy due process systems. That is, Hearing Officers, Judges, and yes - school
district defense firms - collectively maintain a system that "keeps those children in their proper place in society." The courts and the administrative Hearing Officers maintain the status quo through judicial and quasi judicial passivity. Perhaps the most effective form of judicial passivity is the circumvention of their responsibilities by the courts' near sighted reliance on their own doctricanal boundaries and categories(precedent, stare decisis, etc) to resolve cases.

    HISTORY OF NORDOFF-ROBBINS MUSIC THERAPY
Nordoff-Robbins Music Therapy results from the pioneering teamwork over seventeen years of Paul Nordoff and Clive Robbins. Dr. Paul Nordoff was a graduate of the Philadelphia Conservatory of Music and the Juilliard Graduate School. He was Professor of Music at Bard College from 1949 to 1958. He received many honors for his work as a composer, among them the Guggenheim Memorial Fellowship and the Pulitzer Traveling Fellowship for music. In 1958, after witnessing the musical responses of disabled children, he became so convinced of the power of music as therapy that he gave up his academic career. Creatively and empirically, and with encouragement from colleagues in research and psychology, he began his innovative explorations with disabled children in Great Britain and Europe. From the onset he found a teammate in Dr. Clive Robbins, a special educator deeply interested in the possibilities of music as a versatile medium of therapy. Following a lecture-demonstration tour and a survey of facilities and music offerings for special needs children in Britain and Europe, Nordoff and Robbins began their American work in 1961 with pilot projects at the Day Care Unit for Autistic Children, Department of Child Psychiatry, University of Pennsylvania, and the Devereux Foundation. They worked with autistic, emotionally disturbed, developmentally disabled, and multiply handicapped children. Their approach to music therapy developed further with physically disabled and communicatively handicapped children at the Institute of Logopedics, Wichita, Kansas.
