Purpose: Infant-Toddler Services (ITS) is a comprehensive, statewide system of community-based, family-centered early intervention services for young children, ages 0-3, with disabilities and their families. The services are provided through the implementation of Part C of the Individuals with Disabilities Education Act (IDEA). Thirty-seven local early intervention networks provide an array of services to eligible children and their families through a variety of public and private resources. Services are designed to meet the special needs of the child and family and are identified through a multi-disciplinary assessment process and provided through an Individualized Family Service Plan (IFSP). Family members are important partners in this team approach to provision of services. Early intervention services that are available to eligible children and their families based on needs include speech, occupational and physical therapies; audiology, special instruction, family training, assistive technology, social work, vision, psychological, and nutrition services. There also are specific types of medical, health, nursing and transportation services available. A family service coordinator is available to assist families with the evaluation and eligibility determination, IFSP development and service provision, including transition services when the child reaches age 3.

Safe Kids, Safe Streets Project Kansas City Heart of America United Way INTRODUCTION: Kansas City KIDSAFE, a program of Heart of America United Way in partnership with numerous community organizations, will reduce child abuse and neglect and prevent juvenile delinquency in Kansas City, Missouri's highest prevalence neighborhoods. KIDSAFE will be managed by Heart of America United Way, staffed by a full-time Program Director, governed by a KIDSAFE Council, and supported by six planning groups. The planning committees are: Public Sector System Reform; MIS System; Public Education Campaign; Professional Development; Prevention, Intervention, and Treatment Services; and Evaluation. The jurisdictions covered by Kansas City KIDSAFE are the city of Kansas City, Missouri and Jackson County, Missouri. Kansas City occupies parts of four countries, but 77% of its population, all of its most impoverished neighborhoods, and the bulk of its racial and ethnic minority residents lie within Jackson County. The population of Kansas City within Jackson County is 342,142. During 1995, child abuse and neglect reports were filed for an unduplicated count of 13,248 children in Jackson County. Investigations resulted in "probable cause" determination for 3,304 children. Three zip codes were selected to serve as the initial target area for the community-based prevention and intervention activities; 64124, 64127 and 64128. Other high prevalence zip codes will be added sequentially during the course of the project. This decision flows from the convergence of 1) high child abuse/neglect and juvenile delinquency prevalence rates in these neighborhoods, 2) the opportunity to prototype a community-based outreach strategy within one new Division of Family Service neighborhood office being created through a decentralization plan 3) the challenge of working with mixed, high risk racial groups, 4) the large number of youth, social service, and emergency assistance in these neighborhoods, 5) the presence of neighborhood governed "hobs" for service delivery.
