    Dr. Doulatbek Khidirbekughli was born in 1967 in Alma-Ata, Kazakhstan, then a part of the former Soviet Union. In 1991, he graduated Kazakh State University where he completed his Ph.D. degree in 1996. Now a Professor of the Kazakh-American University as well as an ex-Chief Researcher of the Kazakhstan Institute for Strategic Studies, he has been a Fulbright Visiting Scholar at the Harriman Institute of Columbia University in the City of New York where he started writing this project and completed in Almaty. Currently, he is concentrating his research in the areas of geopolitics and democracy, as well as international and military relations, and regional security as they affect the development of Kazakhstan.     INTRODUCTION
    Background: During the 1950s and 1960s Soviet citizens were urged to help settle the "New Lands" of the Kazakh Soviet Socialist Republic. The influx of immigrants (mostly Russians, but including some deported minority nationalities) skewed the ethnic mixture and enabled non-Kazakhs to outnumber natives. Independence has caused many of these newcomers to emigrate. Current issues include: resolving ethnic differences; speeding up market reforms; establishing stable relations with Russia, China, and other foreign powers; and developing and expanding the country's abundant energy resources.
