July 26, 1963 Preface: On July 15, 1963, U.S., British, and Soviet negotiators met in Moscow to try to work our an agreement on a comprehensive test ban. But due to disagreements concerning on-site inspections, agreement on a comprehensive ban was not reached. Negotiators turned their attention to the conclusion of a limited ban, prohibiting tests in the atmosphere, outer space, and beneath the surface of the seas. On July 25, the Limited Test Ban Treaty was signed by the United States, Britain and the Soviet Union. On July 26, 1963, President Kennedy addressed the nation on the merits of the LTBT and asked for their support in ensuring Senate approval. On August 8, Kennedy placed the Treaty before the Senate for its advice and consent. On September 24, 1963, the LTBT received an overwhelmingly favorable vote of 80 to 14. In January 1959 the Cuban revolution triumphed over the U.S.-friendly dictatorship of Fulgencio Batista. President Eisenhower was sad to learn that Cuba's revolution was a social revolution and not just the exchange of one crooked regime for another, and relations with the U.S. began to deteriorate. On March 17 1960 Eisenhower approved a covert plan of action against Cuba that included the use of a "powerful propaganda campaign," and the organization of a paramilitary force of Cuban exiles to invade the island. On April 17 1961 the attack was carried out, beginning with aerial bombings of key airports two days before in an attempt to eliminate the small Cuban air force. The night landing was immediately discovered and reported, and within three days the Revolution had prevailed. 1,189 invaders were taken prisoner, and 4 American pilots were killed in battle. The CIA-generated plan was a total failure in practice and an embarrassment for U.S. President John F. Kennedy at the United Nations and in the media. The prisoners were tried in mass televised trials, and most were released to the U.S. in exchange for $53 million in food and medicine within a year.

His tragically short administration faced two major crises in which CIA played a prominent part: the Bay of Pigs invasion of Cuba in 1961 and the Cuban Missile Crisis of October 1962. DCI Allen Dulles lost his job after the former; CIA under his successor John McCone never shone brighter than it did in the latter.

The taste of victory was fresh and sweet to John Fitzgerald Kennedy. Just about a year ago, he sat in the drawing room of his Georgetown home and spoke breezily about the office he would assume. "Sure it's a big job," he said. "But I don't know anybody who can do it any better than I can. I'm going to be in it for four years. It isn't going to be so bad. you've got time to thinkand besides, the pay is pretty good." One year later, on a cool, grey day, the 35th President of the United States sat at his desk in the oval office of the White House and discussed the same subject. "This job is interesting," he said in that combination of Irish slur and broad Bostonese that has become immediately identifiable on all the world's radios, "but the possibilities for trouble are unlimited. It represents a chance to exercise your judgment on matters of importance. It takes a lot of thought and effort. It's been a tough first year, but then they're all going to be tough." The words, not particularly memorable, might have come from any of a thousand thoughtful executives after a year on the job. But here they were spoken by the still-young executive in the world's biggest job, and they showed the difference in attitude and tone that twelve months in the White House have worked on John F. Kennedy.

Mickey Edwards is the John Quincy Adams Lecturer in Legislative Politics at Harvard University's Kennedy School of Government. The Kennedy School is Harvard's graduate school of government, awarding Masters Degrees and doctorates in public policy and public administration. A member of Congress for 16 years, and a member of the House Republican Leadership, Edwards joined the Harvard faculty on a full-time basis in 1993 as a Lecturer in Public Policy and served with that title for six years before receiving his current appointment. He teaches courses on Congress, separation of powers issues, election strategies, political philosophy, and political leadership. He has served as vice-chairman of the school's MPA admissions committee, as a member of the school's faculty search, academic affairs, and curriculum committees, and as an advisor to the Institute of Politics. In 1997 he was presented the annual Carballo award for excellence in teaching, awarded each year to the professor selected by students as the outstanding teacher in the Kennedy school.
