The Kentucky Division of Social Security State Social Security Administrator for Kentucky's Public Employers and Employees The following is an unofficial list, as of September 1, 2002, of Kentucky boards of education that are covered for social security purposes pursuant to an agreement executed under Section 218 of the Social Security Act. The execution of a Section 218 agreement indicates that some, but perhaps not all, services performed by the entity's employees are covered for social security purposes. The 218 agreement, in some cases, excludes from social security services that are performed by certain classes of employees. Williamsburg and the Kentucky Education Reform Act The Writing Center shown above (part of the Media Center) exemplifies the strong emphasis on writing that is at the heart of educational reform in Kentucky today. In 1990, the Kentucky Supreme Court ruled that the Kentucky public school system was not fulfilling the educational mandates of the state constitution. The legislature then set about making corrections. First on the agenda was equalizing the distribution of state money for the support of education across the state. Many counties in the eastern part of the state were not offering to their students even the bare necessities of education, and part of the cause was a local tax base that was too low, often combined with an area too sparsely populated to adequately support the schools. Since 1990, state funding has increased 42% and local support has increased 40.7 %. Another component of KERA concerned governance. KERA advanced the idea that the local people actually involved in educating our children should be the ones making the decisions about curriculum, funding, personnel, etc. Kentucky made the step to bottom-up management rather than top-down management. Site-based councils were encouraged and have been established in over half the schools to date. Site-based councils are made up of 3 teachers, 2 parents and an administrator (usually the school principal). The council makes decisions dealing with the running and welfare of the local school.
