The Local History Index The Local History Index maintained by the Lexington Public Library is a selective index to newspaper articles pertaining to significant people, places, events, churches, businesses and organizations in Lexington and Fayette County. In addition, the index covers key issues in the state of Kentucky such as strip mining, hazardous waste, acid rain, and state government. The articles indexed appeared in various Lexington newspapers starting with the Kentucky Gazette in 1787 and continuing through the current Lexington Herald-Leader. Almost all of these are available on microfilm, as are all of the more recent newspapers. The Local History Index is divided into two sections:

Our second graders enjoy learning about the original peoples of the world. We study the regional areas of the United States and the people that first inhabited these areas. We also travel to Alaska and the Arctic Circle and then to the Land Down Under. When we learn about Alaska and Australia we also find out about the geography and the wildlife there. We have discovered that each of these original peoples lived very similar lives, and they had similar beliefs. They cherished the earth and what it gave them; and they were closely connected to their families. I*EARN First People's Project

Ph.D., University of Kentucky Teaching Interests: Public financial management and budgeting, governmental accounting, policy analysis, and applied quantitative analysis in the public sector. Teaching emphasizes practice in state and local government. Research Interests: My principal research interests involve intergovernmental finance, taxation policy, governmental accounting, and financial management issues in state and local government. Current Projects: Currently completing grants from the Kentucky Transportation Center on Fuel Tax Audit Compliance and Kentucky's Road Fund Revenue Collection Process. With Sharon P. Cox (Gatton School of Business and Economics, University of Kentucky) "GASB 34 and 35: Before and After" and Tax Administration: Excise Tax Auditing in the States. Cutler, Alexandra Tan, and Laura Downs ...CONTINUED September 1995 Background Proposition 13, passed in 1978 by 65 percent of the electorate, in effect shifted the responsibility for funding many education and social service programs from the local level to the state level. The initiative established maximum levels on both the absolute level and the rate of growth of local property taxes. (See Box.) These tax limits, in turn, substantially reduced the ability of local governments and school districts to raise revenue. Increased state aid mitigated the lost property tax revenues somewhat. Proposition 13, however, had the unintended consequence of transferring much of the responsibility for education and human services from counties to the state. Because of the sheer size of some of California counties, this shift in funding responsibility represented a massive transfer of funds. REPORT TO THE MAYOR AND CITY COMMISSION City of Owensboro, Kentucky, USA Calendar Year Activities 1998 STATEMENT OF PURPOSE Comment For the Owensboro Sister Cities Executive Director, the Spring of 1998 saw a continuation of an academic year sabbatical leave at half pay from Owensboro Community College beginning in the fall of 1997. While no direct teaching duties at the college were assigned during the sabbatical, both direct and indirect teaching were engaged in during the period. Note that internationalizing the public education curriculum addresses both KERA goals and the needs of our citizenry as members of the globally dependent community. The City of Owensboro owes Owensboro Community College its appreciation for allowing me, as Owensboro Sister Cities Executive Director, to use sabbatical release time to forward the goals of our Sister Cities program.
Our program grows in breadth and strength each year. While the work has been very rewarding, the program is endangered by its success. During 1998 we had seven exchange visits involving twenty four people. We are already safely forecasting a minimum of twenty five persons visiting Owensboro or Olomouc as part of our exchanges during 1999. We will need additional financial and manpower help if the program is to grow further. Please take the time to review the report and reflect on its ability to project Owensboro positively on the international front. It is our belief that we have the most active of the seven U.S. - Czech Sister City relationships and that the breadth of our program will speak well for us as we apply for recognition this year at the Sister Cities International Conference at the end of July 1999.
