THIS DIGEST WAS CREATED BY ERIC, THE EDUCATIONAL RESOURCES INFORMATION CENTER. FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC BUILDING SUPPORT FOR MULTIAGE EDUCATION Multiage education involves placing children of different ages, abilities, and emotional maturity in the same classroom. Students are frequently regrouped for different learning activities rather than being consistently segregated by chronological age, and they often remain with the same teacher or teaching team for more than one year. Many different labels have been applied to such classes, including "family grouping, blends, nongraded, and multiage continuous progress." Research indicates that heterogeneous grouping promotes cognitive and social growth, reduces antisocial behavior, and facilitates the use of research-based developmentally appropriate instructional practices such as active learning and integrated curriculum. The wider range of ages and abilities in a multiage classroom discourages misleading age-graded expectations and helps teachers focus on students' individual learning needs.

Kentucky's Education Overhaul Offers Lessons Both Positive and Negative
By PETER APPLEBOME AYTON, Ky. At a time of incessant alarms about the need to revamp American education, one state has actually done it Kentucky, where a landmark court ruling six years ago produced the most comprehensive overhaul of public education the nation has ever seen. The 1990 Kentucky Education Reform Act, or KERA, has produced almost everything critics of American education call for: higher standards, more money, fairer allocation of resources, new curriculums, more creative teaching, better counseling, improved technology and a philosophy that acknowledges the myriad influences outside the classroom that affect learning. But more than five years after its adoption, there is little definitive evidence that it is working, and the reception inside the state is far more mixed than the raves Kentucky gets from outside. As the nation's governors prepare for their second national conference on education, six years after President George Bush first called them together for that purpose, Kentucky's experience says as much about the difficulties of wholesale restructuring as it does about the payoffs. "This is kind of like being a parent," said Debbie Yeager, an eighth-grade reading teacher at Dayton High School here, a town that is a little slice of Appalachia across the Ohio River from Cincinnati. "You try your best, but you don't know if you did your job right until your kids turn 21."

The Parent and Child Education (PACE) program was first funded by the Kentucky Legislature in 1986. It was put in place in six rural counties, expanded the following legislative session to 18 counties, and finally to 36. Some of the programs decided to combine, but there still are approximately 30 PACE programs throughout Kentucky. The Kenan Family Literacy Project sprang from the wellspring of experience and expertise gathered from the PACE program. The first Kenan Model family literacy sites were established in 1988 in Louisville, Kentucky (three inner-city sites) and in four North Carolina cities (Marshall, Henderson, Fayetteville and Wilmington.) From PACE it was learned that staff members needed a great deal of training and staff development; therefore, the Kenan Model teacher received ongoing staff development Kenan Model Components

NCFL, a private, nonprofit organization, was founded in 1989 through a grant from the William R. Kenan, Jr. Charitable Trust. Headquarters in Louisville, Kentucky, NCFL works to ensure that all families at the lowest ends of both the literacy and economic continua will have opportunities to improve their education and economic and social well-being through quality family literacy programs.
