Membership Partners News Funding Partners About SERC The Satellite Educational Resources Consortium (SERC) is the only distance learning organization in the U.S. that combines the resources of state departments of education and public television licensees. As a nationally recognized, nonprofit provider of curriculum-based resources, SERC has collaborated for the past 14 years with educators, broadcast professionals, national, state, and local curriculum organizations, video distributors, Web technologists, and others to develop and deliver a variety of curricular and professional development resources via satellite, VHS tape, CD-ROM, and Internet. A pioneer of traditional, live satellite-delivered courses, SERC offers an array of K-12 courses, including Japanese, Physics, and AP Calculus, to any school with need and interest. Since its inception in 1988, the consortium has delivered 31 secondary and middle school course offerings to more than 60,000 students in 24 states. These courses are welcome cost-effective options, especially for rural schools that lack resources to provide instruction in a wide variety of subject areas. STATEWIDE NEWS RELEASE CONTACT: Gwenda Bond or Gil Lawson Child Care Center STARS for KIDS NOW Quality Ratings Announced for 49 Counties FRANKFORT, Ky. (Feb. 5, 2002) The STARS for KIDS NOW program has issued an additional 191 ratings for child care programs in 49 counties since July 1, 2001, when the voluntary rating system became available statewide. (Ratings by county are attached to this release.) The STARS for KIDS NOW program is part of Governor Paul Patton’s Early Childhood Initiative called KIDS NOW. Thanks to funding by the 2000 General Assembly with tobacco settlement funds, STARS and other programs are assisting families across the state in getting children off to a good start. Kentucky’s efforts on behalf of early childhood education received high marks in the recent “Building Blocks for Success: State Efforts in Early Childhood Education” special report by Education Week. Governor Patton said, "We are delighted that the early childhood community fully participated in the development of our STARS for KIDS NOW quality rating system, and continues to voluntarily participate. Thousands of children are receiving higher quality early care and education on a daily basis. We expect to see more and more programs participating." The STARS program is a voluntary system for identifying quality in licensed childcare settings. The program uses a scale of one to four stars to identify levels of quality above and beyond those required by childcare licensing. The standards used are based on factors such as: staff to child ratios, overall group sizes, caregiver education and training, parent involvement, and program curriculum. Although the ranking system goes up to four stars, a rating of one star is still good, indicating a quality of childcare surpassing what is required by the state.

Other Important Facts A banner day in SECC's history is June 13, 1957 a day when "fire engines and police cars paraded through the streets of Cumberland with whistles and sirens blaring." The headline in the Tri-City News proclaimed: "UK College Placed in Cumberland." The news-reporter wrote that "music filled the air as people of all ages and classes danced in the streets." Southeast Community College's original campus at Cumberland opened in 1960 and quickly became a community and cultural center for the Tri-Cities of Cumberland, Benham and Lynch. Authorized by the General Assembly in 1962, the University of Kentucky Community College System was formed in 1964. By the 1990s, the System included fourteen colleges around the state serving over 46,000 students.
