December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
    There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Majors Education The purpose of the Education Program at Centre College is to provide study for undergraduate students in the methods and theories of effective teaching and to give the students practical experiences in classroom settings. We believe that the undergraduate college experience offers an excellent opportunity for prospective teachers to integrate pedagogical studies and experience with a rigorous education in the liberal arts and sciences. Our mission is for our students to develop a greater understanding of and appreciation for the complexities of teaching and learning and, as alumni, to lead lives of learning, leadership, and service as effective elementary and secondary classroom teachers.
    An assumption of the Education Program is that a liberal arts education, with a solid foundation of content matter and critical reflection at its heart, is the most appropriate type of preparation for teachers. By acquiring content knowledge as well as the skills of reflective teaching, students who become teachers will develop into self-directed professionals.
    The Education Program has four principal goals:

    Candidate Fact Sheet General Overview This program is a result of a federal grant received by the Green River Regional Educational Cooperative (GRREC) in Bowling Green, KY. Major collaborators with GRREC on this project are Western Kentucky University and twelve school districts which are members of the GRREC consortium: Breckinridge County, Daviess County, Glasgow Independent, Hart County, LaRue County, Logan County, Metcalfe County, Monroe County, Russellville Independent, Simpson County, Todd County, and Warren County During the three-year program, GRREC will work with these twelve school districts and with WKU to recruit, train, place and support up to 40 candidates as they seek teacher certification and teaching jobs in critical shortage areas for these districts. Candidates who are selected and successfully complete the project will also complete WKU’s requirements for a Masters Degree in Education. To be considered as a candidate for this project, individuals must meet the following criteria: All candidates must have at least a bachelor’s degree and a 2.5 Overall Undergraduate GPA (Grade Point Average)

    Michigan Teacher Certification Rules
    The College of Education at the University of Kentucky maintains an index to state certification requirements. Michigan Test for Teacher Certification (MTTC) Candidates for Michigan teacher certification must pass tests designed by the State of Michigan to ensure that certified teachers have the necessary basic skills and content knowledge to perform effectively in Michigan schools. The competency exams are known as the Michigan Test for Teacher Certification (MTTC). The required tests include: The Basic Skills Test This test must be taken and all subtests passed by all candidates for Michigan certification before being formally admitted to the certification program. The test includes sub-tests in reading, writing, and math. If one or more subtests is failed, the particular subtest(s) can be retaken. Michigan State University students are encouraged to take the Basic Skills Test during their freshmen year but the test should be taken no later than the fall of the sophomore year. Subject Area Tests Each teacher certification candidate must pass the MTTC examinations in the major and minor area(s) in which Michigan State University, College of Education will recommend the student for certification.     Teachers and other staff members who have achieved
    public recognition for their work in the school system. Campbellsville University and WKYT-TV 16th Annual Excellence in Teaching Award, 2002 The Excellence in Teaching Awards Program recognizes quality teaching and learning taking place in Central and Eastern Kentucky schools. In 2002 there were 114 teachers recognized from 47 school districts, for a total of 1381 so honored by their colleague since the program's inception. Karen Mallonee (right) from College View Middle School and Fumie Bouvier (left) from Daviess County High School were both honored this year. April 2002 National Farm Journal Teacher of the Year Award Judy Hayden at Utica Elementary School has received the National Farm Journal Teacher of the Year Award. She has been teaching for 24 years in grades kindergarten through 5th grade. She teaches agriculture in a variety of ways. In social studies, Hayden looks at which crops grow where and why. In nutrition classes, students examine the contents of food labels, and learn where the ingredients are grown. They visit a restaurant, learn where the food is produced and how much the restaurant paid for it and how much the farmer received. February 2002 Distinguished Service Award.
