Reggio OBA/LRE Coordinator (reprinted from Citizenship News - Spring 1990) WHAT IS LRE – The term law-related education (LRE) may be a misnomer. When asked whether their school teaches LRE, many teachers say "Yes, we teach a law course!" or "Yes, we have a mock trial team!" But, the truth is that LRE is not a specific course. Rather it is ideas and ideals taught within other disciplines. In other words, it is taught in some form in nearly all classes. In addition, national research projects have indicated that law-related education programs, when properly conducted, reduce tendencies toward delinquent behavior and improve a range of attitudes to responsible citizenship. Researchers have shown That successful students of LRE programs are less likely to associate with delinquent peers or use violence as a means of resolving conflict. LRE is a process in which one of its major goals is to move students toward being effective, responsible citizens in a pluralistic, democratic society. Specifically, it moves away from perceiving law as restrictive, punitive, and beyond their understanding and moves them toward perceiving law as promotive, facilitative, comprehensible, and Changeable. It moves students away from feeling powerless before the law and other socio-civic institutions and toward seeing themselves as having potential to control and contribute to the social order.

During my research for this presentation I learned that there is a plethora of materials out there for a field called “Law-Related Education.” Two other good resources are the Center for Civic Education, 5416 Douglas Fir Rd. Calabassas, CA 91302 and the Constitutional Rights Foundation , 601 Kingsley Drive, Los Angeles, CA 90005. Most states have Law-Related Education groups and free materials. Check with the local bar association and they should be able to help you. I enjoy using a simple book titled, “Everyday Law for Young Citizens,” published by Good Apple. After introducing the basic principles of law the book takes a case study approach to introduce various laws to children. The case study sets the stage with a realistic scenario. This is followed by “What’s Your Opinion” and then what the law says to provide the legal point of view of the case. The “What If?” poses variations on the theme calling for more informed student opinion. This is followed by an activity section with optional writing, discussion, and role-play possibilities and spin-offs of the case. Examples of case studies in the book include: Case of the Bicycle Blunder - Negligence/Tort Case of the Forgotten Fudge - Shoplifting/ Larceny Case of the Reluctant Donation - Larceny From A Person/Robbery

CIVIC EDUCATION IS BEST TAUGHT BY DOING, NICEL DIRECTOR SAYS (O'Brien commends practicality to CIVITAS gathering) By Jim Fisher-Thompson USIA Staff Writer WASHINGTON The role of the citizen in a democracy is something "best learned by doing," says Ed O'Brien, co-founder of the National Institute for Citizen Education in the Law (NICEL), a leading U.S. non- governmental organization (NGO) that teaches law, human rights and democratic values worldwide. O'Brien, who once taught law at Georgetown University, is also innovator of the famous "Street Law" program, which has law students learn by going out into communities to teach and advise people about their legal rights. Now, he is on the advisory board of CIVITAS, the civic education consortium begun in Prague two years ago which is holding a May 11-14 meeting in South Africa to discuss civic education on the continent. The four-day gathering in Pretoria is sponsored by the U.S. Information Agency (USIA) in conjunction with the Institute for Democracy in South Africa. The USIA also will sponsor several regional workshops within the next year.
