Web posted at: 3:35 p.m. EDT From Bureau Chief John Zarrella MIAMI, Florida (CNN) A tough-on-teens driving law took effect Monday in Florida: 15-year-olds can no longer drive after 7 p.m.; 16-year-olds are banned from driving after 11 p.m.; for 17-year-olds, it's 1 a.m. Exceptions will be made for teen-agers going to or from work or those accompanied by a driver at least 21 years old. The new law is the nation's most restrictive, and many of the state's would-be young motorists are unaware of the new rules. Before the law, Florida teens received unrestricted licenses once they turned 16.
Nationwide studies have shown that teen-age driving accidents involving death or serious injury are most likely to occur during the overnight hours, Dade County police Lt. James DiBernardo told CNN. Such numbers drove the Florida legislature to take action. Thirteen percent of the state's drivers are between 15 and 24 years old, but they account for nearly 26 percent of all accidents. "I don't think we should give a child the keys to an instrument of death," says Deborah Ball a mother who lobbied for passage of the law after her 17-year-old son Wesley died last year on a rain-slick road in Chicago.

Teens respond to new driver license law Date Released: 07/20/98 COLUMBUS, OHIO -(July 20, 1998) According to figures released by the Ohio Department of Public Safety today, teens are showing up in record numbers to obtain temporary driving packets to start the license process. According to the new law, teens turning 16 this year can obtain their temporary packet now, fulfill their driver education requirement of 16 hours classroom and 8 hours behind the wheel, take and pass their driving and maneuverability tests after they turn 16, and then obtain their driver license which permits them to drive by themselves. Teens turning 15 years 6 months can start the process by obtaining a temporary permit, valid for a minimum of six months, obtain the driver education requirement of 24 hours classroom and 8 hours behind-the-wheel, acquire fifty hours of driving experience certified by their parent, take and pass the driving and maneuverability tests after they turn 16, and then obtain their driver license which permits them to drive by themselves. The law also limits teen driving between the hours of 1 a.m. and 5 a.m. and requires safety belt use by the driver and all passengers.

Make Becca Law work for teens Friday, January 14, 2000 SEATTLE POST-INTELLIGENCER EDITORIAL BOARD It seemed so simple, so right: Help parents regain control over their errant teens by allowing the state to lock up the youngsters, even though the only crime they had committed (running away from home) was really no crime at all. The law, passed by the Republican-controlled state Legislature, was the 1995 "Becca Bill." It was named for Rebecca Hedman, a 13-year-old Tacoma runaway who was murdered while on the streets of Spokane in 1993. The debate over the bill centered on a profound disagreement over why kids were runaways in the first place. Were they escaping a violent, abusive household? Or were they just troubled teens, mixed up with drugs and the wrong friends, escaping the care, concern and authority of their well-meaning parents? The second scenario was embraced for creation of the Becca Law.

Chickasaw Explorers
Since the year 2000 the Chickasaw Police Department Explorer Post 43 has been a program for young men and women interested in learning about careers in law enforcement. Explorers learn about career opportunities and duties in a classroom enviroment and through actual hands-on field experiences. Meeting presentations include but are not limited to: training on police duties, self-defense, invetigations, and firearms. Members of the Explorer Post direct traffic at parades and other special events, assist on routine patrol, help with duties in the police department, assist in Court duties, and most importantly assist with community outreach efforts in the city. The Exploring program is a program of the Chickasaw Police Department, designed by the Boy Scouts of America for young men and women to discover what a career in law enforcement entails. Interested persons can join the Chickasaw Police Department Explorer post if you are between the ages of 14 and 21 and at least in high school or college with at least a 2.0 GPA ("C" Average) and have no pas t convictions of misdemeanors or felonies. Many young people think that if they feel ready to have sex and they use protection, it is nothing to do with anyone else. But every teen needs to know the laws and what they mean. So what does the age of consent mean? The age of consent is the age when the law says you can agree to have sex. Before you reach this age, you can't legally have sex with anyone, however old they are. The law says that to be able to have sex, both partners must be over the age of consent. But our parents say it's okay. . . That doesn't make any difference - your parents don't make the law. Teens can't get around the laws for smoking, drinking or driving because their parents say so, and it's the same with this. The age of consent laws always apply, whether you're in love, or you've been together for ages, or you've had sex before. But it's no-one else's business. Why do we have these laws? Although many young people are mature enough to know how to deal with it if someone tries to get them to have sex, some teens are not grown up enough to know what to do. Age of consent laws are there to stop young people from being exploited by adults.

Eagle-Tribune Writer DERRY The new year will usher in a stricter seat-belt law aimed at getting more teen-agers to buckle up statewide. The new law that takes effect Jan. 1 lets police stop a car with unbuckled teen-agers inside and hand the driver a $25 ticket. A second offense will cost drivers $50. Under the present law, teens are supposed to wear their seat belts, but police can't even pull over a car full of unbuckled teens unless the driver breaks another traffic law first. ''It didn't make sense to have a law requiring teen-agers to wear seat belts without being able to enforce it,'' Derry police Sgt. Paul Lussier said. ''I wanted to fix that.'' Sgt. Lussier's role in helping get the new law passed is one of the reasons he has been honored with a special award from Community Alliance for Teen Safety, the grass-roots group formed in 1996 to stop a string of fatal car crashes involving area teen-agers. Sgt. Lussier, one of the first members of the teen safety group, is the first recipient of the Harry Richardson Memorial Award.

What It Takes
Lawyers come from all sorts of backgrounds, races and experiences. Despite the differences, there is one training program that all lawyers complete. They have graduated from high school, college and law school. In addition, before you can work as a lawyer, you generally have to pass the state bar exam, a national legal ethics exam and receive a license to practice law. This pamphlet provides guidance on how to become a lawyer. You should also ask for more information from your guidance counselor and the admissions office at any college or university you want to attend. One important thing to remember is that if you are convicted of a crime, you will have to disclose that fact on your law school and bar applications. Many people convicted of crimes have gone on to become lawyers. Still, a criminal record will complicate the process and probably make it more difficult to get the job you want. The bottom line? Get good grades and finish school. Do that, and you could become a terrific lawyer! High School
The first step to becoming a lawyer is completing high school. In high school, take advantage of classes and activities that help you develop writing and public speaking skills. Lawyers must be able to tell a story clearly and in a way that convinces the audience that the lawyer is correct. Take a speech class or participate in drama or debate; write short stories, news articles and essays; be a leader in student government and activities. You also need excellent reading comprehension and analytical skills, so English, math and science are also important. If you want to get into your first choice of college and law school, the most important thing is to maintain your good grades and graduate.

NEW BEDFORD It is too soon to tell whether the law passed last year restricting young drivers' privileges will reduce the number of deaths on Massachusetts highways.
But as evidenced recently on Route 18, old attitudes among the young persist, area police say.
"It's been said over and over, but teens get their licenses and they have little experience and a feeling of invincibility," said Sgt. Tim White of the state police. "It's a big problem."
The Registry of Motor Vehicles reports that 47 percent of all 16-year-old drivers were involved in some kind of motor vehicle accident in 1997, the last year for which statistics are available.
Twenty-four percent of 17-year-old drivers were involved in accidents, as were 17 percent of 18-year-olds.
The roughly 25,000 teen-age drivers in Massachusetts made up less than 3 percent of the licensed operators in 1997, but they accounted for nearly 14 percent of drivers involved in accidents.
Massachusetts drivers as a whole have a poor rating for safety belt use only 51 percent of drivers use them, according to the Governor's Office on Highway Safety. Only 35 percent of teen-agers buckle up, said Maria Farrah of the highway safety office.

Over the past 50 years we have witnessed major progress in highway safety as evidenced by a substantial reduction on the number of traffic crash fatalities. In spite of this improvement, driving a motor vehicle remains among the most hazardous tasks most people will ever perform. Motor vehicle crashes are the leading cause of death for 15 to 20 year olds in the United States. In 1998, 14 percent (7,975) of all the drivers involved in fatal crashes (56,543) were young drivers 15 to 20 years old, and 16 percent (1,801,000) of all the drivers involved in police reported crashes (11,368,000) were young drivers. In Ohio in 1998, there were a total of 214 persons killed ages 16 to 20, and a total of 38,993 injured ages 16 to 20 in motor vehicle crashes. For drivers in error in 1998, the leading causes were excessive speed, failure to control, failure to yield, left of center and drove off the road. Drivers in error totaled 325,404, and drivers in error ages 16-20 totaled 69,424, which was 21 percent of the total. The Ohio Graduated Driver Licensing Law (GDL) mandates that a young driver receive a minimum of 24 clock hours of classroom instruction and eight hours of behind-the-wheel instruction in driver training. In addition to this requirement, they must receive at least 50 hours of in-car practice (10 of these at night) with a parent or legal guardian.
