  • Women in Development Discussion Paper Series No.1 : Impact of globalization on women:women and economic liberalization in the Asian and Pacific region, 1999
    This paper looks at recent macro-economic changes in the Asian and Pacific region, in terms of their effects on women in the region. The focus is on the processes typically associated with "globalization" and economic liberalization, which involve greater trade dependence, greater capital mobility and so on. The paper also highlights the observed effects on female employment, unemployment, general material conditions, and other social effects, especially in some of the countries that have experienced the most rapid economic changes over the past decade.
    Women in Development Discussion Paper Series No.2 : Migration of Women in the Context of Globalization in the Asian and Pacific region, 1999

    This paper provides a review of the changing status of women in the Asian and Pacific region in the context of migration brought about through the extension of global influences in the region. It ends with a consideration of policy intervention in the region arguing that, for policies to be effective, they will need to be tailored to specific needs in specific areas. It is unlikely that any regionwide, blanket policies can truly address the very real needs of women in the region. Certain specific areas are identified for urgent attention, particularly those where the trafficking of women and the intensification of abuse may result owing to the current economic crisis in Asia.

CDP LAUNCHES PILOT PROGRAM TO COUNTER DOMESTIC VIOLENCE The Women's Resource Center (WRC) of the Cambodian Defenders Project (CDP) is preparing to launch an innovative six-month pilot program to tackle Cambodia's high incidence of domestic violence. According to a Ministry of Planning report in June 2001, the level of domestic violence in Cambodia stands at 25% and the level of physical and sexual violence at 17.1% of the population. The new program, funded by the Civil Society Governance Fund of the Canadian International Development Agency (CIDA) , is called "Community Sentinels Against Domestic Violence."

ERRC Submits Written Comments Concerning Hungary's Roma Rights Record to the United Nations Committee on the Elimination of Racial Discrimination
Today, the United Nations Committee on the Elimination of Racial Discrimination reviews Hungary's compliance with the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD). In the run-up to today's meeting, the European Roma Rights Center (ERRC) submitted written comments to the Committee for considerations during its review. Today in Geneva, representatives of the ERRC, as well as the Budapest-based non-governmental organisations Hungarian Helsinki Committee and Roma Press Center are holding a joint briefing on Hungary's record on discrimination before Committee members in Geneva. The ERRC submission documents patterns of systematic racial discrimination against Roma in Hungary, as well as the failure of national and local authorities to protect Roma from violence and discrimination and to offer Romani victims of human rights abuse access to effective remedies. Discrimination pervades all aspects of life for Roma in Hungary, most egregiously in the fields of education, housing, and access to public services. On the occasion of the review, ERRC Executive Director Dimitrina Petrova said, "The UN CERD review could not be more timely. The international organ charged with assessing race discrimination issues will have the unique opportunity to set the agenda on Roma rights for Hungary's new government."

Violence and the American legal landscape
by David Williams Professor Williams made the following remarks at a dinner for the IU School of Law's Alumni Board this fall. The dinner and talk took place at the Eiteljorg Museum of American Indians and Western Art in Indianapolis. It is certainly true that individuals make important choices. To ignore the cultural context in which those choices occur, however, can lead to very unfortunate results. These days, most of us have exposure to more than one culture, or at least to a richly discordant culture, so we can choose between various cultural options. And that's one of the reasons that cultural diversity is such a good thing: Without it, we risk becoming cultural monoliths, endlessly repeating what we've been taught to repeat. All that might seem unbearably abstract, so to illustrate the point, let me tell you a personal story about cowboys and Indians and Indiana. I grew up in the southern Indiana gun culture. At one time or another, some of the men in my mother's family were sheriffs of Morgan County. And one of my cousins owned Lewis Wetzel's flintlock rifle. Wetzel was an early Indiana settler. His brother Jacob is buried in Morgan County. And after the Indians butchered some of his family, Wetzel became an Indian fighter. Now as you may know, people in southern Indiana like to tell stories, and I grew up on stories about this great ancestor. In the stock of this rifle were carved 21 notches, one for every Indian killed with that weapon. Gazing at this gun, night after night, I imagined great deeds of masculine derring-do, killing Indians. Indians were props in my games. At the time, these were the only thoughts that my culture enabled me to think.

Briefing Note
This report sets out detailed profiles of family law cases handled by Legal Aid Commissions, private solicitors, Community Legal Centres, and the Family Court, which were finalised during the 1997-98 financial year. Profiling data, collected by means of a survey of family law files, included client and litigant demographics, case characteristics, dispute resolution processes, and clients' and litigants' funding and representation statuses. Following are the key findings from this profiling study.
