Which is why in the wake of the B.C. Liberals' near-sweep of the provincial legislature, politically alert people across the province have been reflecting on the nature of the electoral system that led to the existing lopsided legislature. Last weekend, at their annual convention, the B.C. NDP became the latest political party officially endorsing a recommendation to reform the province's electoral system. The convention was broken up into thematic discussions, one of which was entitled "Reforming our Democratic Institutions" and involved approving an internal report that advocates switching the B.C. electoral system from the current simple member plurality system (SMP) to a form of proportional representation (PR). Last June, the Saskatchewan Party revealed that SIGA had made donations to both the Liberals and the NDP. The Provincial Auditor has now confirmed these donations. The Auditor also stated that political donations are a violation of Saskatchewan Liquor and Gaming Authority (SLGA) policy. The Provincial Auditor said political donations by SIGA totaled $3,300 in the 1999-2000 fiscal year. However, the actual figure may be higher, as the Auditor only looked at the one year. He also indicated that "the state of SIGA’s records make it difficult to do further investigation." Saskatchewan Party MLA Carl Kwiatkowski called on the NDP and the Liberals to release an audited statement of all donations received by those parties, their constituency associations and their candidates since SIGA’s inception in 1995 and then return those donations to the provincial treasury. "The Provincial Auditor clearly states that this is public money and it is not supposed to be used for donations to political parties," Kwiatkowski said. "The government is now taking steps to recover all the money that was misspent. That should include all political donations to the NDP and the Liberals."
