TIDBITS LITHUANIA: CIRCA 1200 AD A small pagan and illiterate barbarian people, of extraordinarily conservative habits and disposition, inhabiting perhaps the most remote deeply forested corner of Europe, suddenly found itself assailed by a more numerous and technologically advanced enemy in a situation of total war. The only alternative to successful defense would be death or the most abject form of slavery. Within one man's lifetime, the same people faced another brutal invasion from the opposite direction of a numberless horde of oriental brigands who had already defeated every army, reduced every city, and humbled every principality they encountered. The Lithuanians, being unlettered, left no contemporary chronicles of their battles. We have German accounts of the destruction of the Knights of the Sword near Sziauliai in 1236, and the long struggle against the Teutonic Order up to the time of its final defeat in 1410. We know the Lithuanians succeeded militarily against the Mongols where Poles, Germans, Hungarians, and Russians all failed, because Lithuania continually expanded her own territories from the time of the invasion [1241] for the next century and a half. The pagan Lithuanian princes liberated the Christian peoples of Belarus and the Ukraine from the Tartar yoke and organized them into a defensible state. The growth and decline of the Lithuanian Empire has been compared by historians to a small brook which suddenly overflows its boundaries and inundates a vast area then, after a time, suddenly recedes to its original size.

LITHUANIAN CULTURE
They say that culture is the mainstay of the survival of Lithuania. The state, which was powerful during the Middle Ages but later weakened, was reborn with the same name in the 20th century, solely thanks to the fact that its main ethnic group, the Lithuanians, had managed to preserve their national identity, in other words their culture, language, literature, art and traditions. Lithuanian ethnic customs and traditions are reflected through rural architecture, clothing, dances, songs, legends and tales. The unique method of Lithuanian singing, the sutartine , is known all over the world. The unique tradition of a national song festival, which takes place every five years, is alive in Lithuania. The festival brings together hundreds of thousands of performers and listeners. The folklore festivals keep gaining in popularity every year. The international folklore festival, Baltica, is also well known. A carnival-type religious holiday, Uzgavenes (Shrove Tuesday), which marks the start of Lent (40 days before Easter), found its way to the cities from the villages and became a big occasion for children. Since the 14th century, the 24th of June has been celebrated in observance of the Feast of St John, or Rasa Day. Lithuanian arts became particularly abundant under the conditions of the independent state, between the two world wars. Lithuanian stained-glass art, paintings and sculpture may be ascribed to the most outstanding manifestations of that period. Religious art is an important part of Lithuanian art, too. Most examples of this art have survived within churches of all styles and epochs. Another aspect of religious art can be found in the Lithuanian countryside tradition. Carved wayside crosses and statuettes of Christian saints of wood, most frequently wooden (oak), still stand in the central regions of Lithuania, in the open air, adorning the landscape.

Professional Culture The diversity in Lithuanian culture was formed by the multi-ethnic legacy of the Grand Duchy of Lithuania (GDL), a national culture which re-awakened at the end of the 19th C., one which revived as a result of various exchanges in the inter-war period, and the influence of the modern culture of Europe. Cultural life during the inter-war period rallied in Kaunas. New national art institutions and artists' associations were formed there. The Kaunas Art School, with the most prominent artists of the time as teachers, was established in 1922. The school administration would send both perspective instructors, and talented students abroad to train and to study. Forward leaps in technology, unrestricted borders, and a continuously quickening tempo of life formulated art deco, a modern international style conforming to the most important postulates of mass culture. Modern office buildings, and homes for the new functionaries and intelligentsia in Kaunas required furniture, household items, and art works. Such things were usually imported from abroad, but their contemporary form had a huge effect first on the local style of advertising, and later on many other spheres of life. During the inter-war period, art deco brought a real revolution to Lithuania and its predominantly agrarian lifestyle. Even Juozas Zikaras, a sculptor with moderate views, took to portraying a modern Madonna. In his bas-relief, a short-haired woman wearing a finely-plated dress and high-heeled shoes holds an infant who is playing with her long necklace. Art deco was also easily popularized because its principles corresponded to a so-called "national style".

Folk Culture Due to the people's sedentary way of life, Lithuanian folk culture was founded first on archaic mythology, and later on Christianity. Religious feeling - their beliefs - underlay the way people behaved, their daily life, education, and culture. In a wooded country, timber was naturally the material used for household items, work tools, and the construction of buildings. Hollowing was the oldest process used in the making of wooden troughs, tubs, mortars, buckets, platters, ladles, spoons, etc. Small boxes and various measuring containers were woven out of birch bark and Lynden bast. The most ordinary work tools and household items - spoons, chairs, beds - were embellished with carvings; distaffs for holding bundles of flax or wool while spinning were decorated with the finest engravings in geometric, floral, and animal silhouettes. Lithuania's ancient pottery traditions continue to this day. For centuries, clay has been used in the making of dishes for holding, carrying and preparing food, vases for flowers, and a variety of toys. Jugs and jars are decorated with birds, deen geometric figures, etc. Vessels for bringing food out to the fields were made of two clay jars connected by a handle. Earthenware dishes were wrapped in woven birch bark to keep them from breaking. A profusion of place names like "Ruda" ("Ore"), "Rudiskiai", and "Kalviai" ("Smiths") indicates that there were many ironworks in this country. Local smiths provided the people with various work tools, weapons, etc. In time they learned to forge ploughs and harrows, to bind wheels, and even repair various types of farm machinery. Craftsmen produced fine door locks, chest bindings, crosses, and candle holders.

Transit_Academy Visaginas - Vilnius 2002 REPORT III. CULTURE POLICY IN LITHUANIA New trends
A new phase in the development of the national culture started with the political and social movement for Lithuania’s independence S?j?dis during the second half of the 1980s and early 1990s. In 1990, the Lithuanian Cultural Congress took place. It set the guidelines for national cultural development, adopted resolutions setting forth the strategic trends for cultural development, and launched a debate on the state cultural policy. In the mid 1990s the discussions on cultural policy issues were related to the creation of the Principles of Lithuanian Cultural Policy - the document, geared to specifying long-term goals and tasks of the Lithuanian cultural policy, as well as cultural development guidelines. Heated debates over the cultural policy involved artists, philosophers, politicians, and persons with cultural education. Discussions were focused on such issues as democratisation of culture, protection of the national cultural heritage, guaranteeing freedom and diversity of creative activity, cultural self-governance. However, preparation of this document was a complicated and time-consuming process. The Lithuanian Cultural Congress 1996 was provided with two versions of this document, but neither of the two was adopted. The Principles of Lithuanian Cultural Policy were adopted by the Government of Lithuania in May 2001.
