    Livestock owners may exaggerate their losses to big cats by including losses due to other causes, including poor management techniques. Even on the conservation-minded ranch in Venezuela mentioned earlier, where jaguar hunting was banned despite an increase in calf losses, ranch managers estimated annual losses to big cats at 200 animals, but careful investigation of carcasses by Hoogesteijn et al. (1993) showed that only 40 calves a year were killed by cats. Hoogesteijn et al. (1993) listed other causes of calf loss as: injuries inflicted during round-up or transportation, snake bite, drowning, disease, and slaughter for human consumption. Mizutani adds theft to the list. L. Marker-Kraus (in litt. 1993) cites leg injuries caused by falling into burrows (common in arid regions), abortions in cattle and small stock, poisonous plants, and birthing problems with first-time heifers. Other predators may turn out to have a more significant impact than cats: in a problem zone in south-western Utah, for example, it was estimated that coyotes were responsible for 92% of sheep losses, and pumas for 7% (Bowns 1985).

To achieve these goals, we asked industry stakeholders to contribute to this capital fund. A llocation of Funds O nce funds became available, the Board of Directors reviewed existing technologies and evaluated proposals for new technologies, identifying those that are manageable and achievable, and allocated the necessary monies to develop them.     Attorney General Miller Comment on Proposed USDA Livestock Reporting Rules
    DES MOINES. Iowa Attorney General Tom Miller sent a letter April 17 to the U.S. Department of Agriculture submitting a formal Comment on USDA's proposed rules to implement the Livestock Mandatory Reporting Act of 1999. For example, Attorney General Miller stated that the new data should be reported on a state and regional level, and not on the national level alone. Because the market for slaughter hogs is in most cases a local market, the proposal to report data only on a national level actually decreases the accuracy of the present regional reporting system, the Comment argues.     INTRODUCTION A. Trend Towards Production Contracting/Definitions. There is a new era of livestock production on the rise in Iowa and across the nation. Traditional patterns of livestock production are giving way to new care and feeding arrangements. Many of these arrangements involve livestock production contracts. A livestock production contract can be defined as an agreement under which a producer agrees to feed and care for livestock owned by a contractor in return for a payment. Production contracts should be distinguished from marketing agreements, cash forward contracts, and futures contracts which involve the sale of livestock produced and owned by the producer.

    State of Minnesota General Livestock Production Permit Public Comment Period Begins: December 4, 2000
    Public Comment Period Ends: January 19, 2001
    The State of Minnesota General Livestock Production Permit provides coverage for livestock facilities consisting of 1,000 animal units or greater within the boundaries of the state of Minnesota (excluding Indian Reservation Land) provided the owner/operator has applied for coverage in accordance with the Permit and has received written notification from the Minnesota Pollution Control Agency (MPCA) verifying coverage has been granted. All existing 1,000 animal unit or greater facilities that have not previously received coverage under this permit are required to apply for coverage by June 1, 2001.     Nebraska Department of Environmental Quality Winter 2002/2003 NPDES General Permit Proposed For Livestock Producers
    Public hearings to be held January 14 and 30 The Department of Environmental Quality is proposing to issue a General Permit for open lot livestock operations under the National Pollutant Discharge Elimination System (NPDES). Two public hearings will be held in January, in North Platte and Lincoln.
    NPDES permits are currently required for all facilities in the state that directly discharge pollutants to waters of the state. Some open lot livestock operations have the potential to discharge waste to state waters during times of excessive precipitation, so these facilities have been required to obtain NPDES permits to restrict discharges and ensure compliance with department regulations. The proposed General Permit would prohibit discharges to waters of the state, with potential exceptions in cases where facilities are impacted by either a 25-year, 24-hour rainfall event or a chronic wet period.
    The public hearings will be held at the following locations:
    January 14
    North Platte, at the McDonald Belton Campus (theater)

    The need for livestock insurance is created by the financial interest that an owner has in the animal from the moment it is born or acquired. The raising, showing and breeding of animals represent a considerable financial investment which can be lost by death. Insurance Valuation
    The insurable value of your animal is its purchase paid price. Such insurable value may be further increased when prize winnings, performance level, and value of your animal offspring justify the increases. Sentiment, replacement cost, and loss of profits are not part of insurable value. Requests for increases in value must be accompanied by substantive information and a veterinarian's certificate.
