    Public and Private Schools
    In Terrebonne Parish, our public school system consists of 41 school sites: four senior highs, three junior highs, and 30 elementary and middle schools, one vocational training school, one school for exceptional children, and two alternative secondary schools.
    We have 19,600 students enrolled in the Terrebonne Parish public school system and 1,300 qualified teachers. Valuable interaction, information, and feedback are provided through active Parent Teacher Organizations throughout our public school system.
    Terrebonne Parish also has eight private, non-public primary and secondary schools with a total enrollment of just over 2,700 students. These quality institutions provide an excellent alternative to public education.

    Posted on February 7, 2003 To some, vouchers are the vehicle allowing parents to remove their children from what they see as failing public schools.
    Gov. Mike Foster is proposing a "limited" voucher program that would apply only to those schools judged failing under the state's accountability standards.
    The state would be better served by applying its resources to helping the failing schools rather than launching a new program that abandons them. If legislators are inclined to approve a voucher program under the governor's program, the program should be confined to a handful of schools on a test basis rather than statewide. If approved, the progress of students should be tracked and what is working academically in the alternative schools should be instituted at public schools.
    Vouchers pose the danger of making the state's poorest schools poorer. For vouchers to be absolutely fair, they would have to cover the total cost of an education at private and parochial schools. At that point, vouchers represent a taxpayer subsidy for private and parochial schools at the expense of public schools.
    Foster's proposal includes a provision that vouchers could only be used at schools conforming to state and national academic achievement test standards. The schools would also make public those scores.

    City to submit alternative plans on traffic circle

    Posted on February 7, 2003 File Photo The city of Alexandria will have alternative plans designed for replacement of the South Traffic Circle, shown looking south from above MacArthur Drive. The plans will be submitted to state highway officials for consideration, although any replacement is years away. Alexandria is going back to the drawing board as it looks to the future replacement of the South Traffic Circle.
    The city is looking for a consultant to prepare alternative plans for redesigning the replacement for the circle, which is the intersection of MacArthur and Masonic Drives.
    A variety of plans will be considered, including one that would elevate Masonic with an overpass over MacArthur. The plans will be given to the Department of Transportation and Development to consider in the design of the replacement of the circle. Wayne Marchand, administrator of DOTD District 8, said the idea of having the city submit alternative plans both surprised and pleased him.

    CRIMINAL AND SOCIAL JUSTICE SCHOOL VIOLENCE AND KIDS FROM 2:00 TO 8:00PM WHEREAS , there is significant concern in the nation about juveniles and violence concern about young people, both as perpetrators and as victims of crime; and WHEREAS , the recent series of youth shootings at schools, such as in Conyers (GA), at Columbine High School in Colorado, and in West Paducah (KY), Jonesboro (AR), Edinboro (PA), Springfield (OR), and Pearl (MS) highlights the growing problem of youth violence across the nation; and WHEREAS , to work toward the goal of violence-free schools, The United States Conference of Mayors sponsored on September 24, 1998 the first National Summit on School Violence and Kids from 2:00 to 8:00pm, held in Salt Lake City; and WHEREAS , during that National Summit, mayors, educators, students, police chiefs, health experts, arts, parks and recreation officials and representatives from the media and entertainment industries developed a National Action Plan which contains many critical recommendations in four areas: School Violence; Kids from 2:00 to 8:00pm; Youth Violence and the News Media; and Youth Violence and the Entertainment Industry; and

    Block Scheduling Classes would be longer than the traditional approximate one hour. Examples are 75 minutes, 90 minutes and 110 minutes. There are many ways the school year could look. On one model called a 4 x 4, the students take four classes in the fall and four different classes in the spring. This way eight classes can be completed in one year. Another model could have four classes meeting on MWF and four more on TTh. The next week the MWF classes would meet on TTh, etc. continuing all year.
