GENERAL GRAVES B. ERSKINE USMC (DECEASED) Graves Blanchard Erskine, four-star General of the U. S. Marine Corps and Former Assistant to the Secretary of Defense, as Director of Special Operations, died May 21, 1973 at the National Naval Medical Center, Bethesda, Maryland after a prolonged illness. Interment was May 24, 1973 in Arlington National Cemetery. Upon retirement from active duty in the Marine Corps, he was advanced to four-star rank July 1, 1953. General Erskine was authorized to retire from active service by a Special Act of Congress in June, 1953 for the purpose of accepting the position as Assistant to the Secretary of Defense, serving under the late Secretary Charles E. Wilson, the late Secretary Neil McElroy, Secretary Thomas S. Gates, and Secretary Robert McNamara. He retired from this post on October 31, 1961 and had received the civilian Distinguished Service Medal from Secretary of Defense Thomas S. Gates. Also during this period, Operation Deep Freeze was conducted under his supervision from 1955 to 1961. In 1957, Admiral Richard E. Byrd, on his last mission to the Antarctic named a bay there "Erskine Bay" in his honor. Born June 28, 1897 in Columbia, Louisiana, the oldest child of Benjamin Eldridge Erskine and Daisy Graves, he attended schools there, graduating from high school at the age of fifteen, and was valedictorian of his class. Entering Louisiana State University in the fall of 1912, he joined the National Guard and in 1916 saw duty on the Mexican border. When he graduated in June of that year, he joined the Marine Corps, and was sent to France where he participated in the Aisne-Marne, Chateau-Thierry Offensive. He was wounded at Bellau Wood, but went on into the St. Mihiel Offensive where he was so seriously wounded that he was evacuated home where he spent a year in the hospital, undergoing nine operations.

The interest in community colleges is building into a feeding frenzy similar to the expansion of the vo-tech system in the early 1970s. Then, a proposal for 40 schools and three branches grew into 52 campuses before legislators were done. The current community college expansion is occurring piecemeal with no overall plan or objectives. Campuses are being authorized, even where the Board of Regents has issued negative feasibility reports. What is a community college? The term "community college" is commonly used in referring to a variety of two-year, post-secondary education institutions. These include junior colleges, two-year branches of senior universities, comprehensive community colleges and degree-granting technical colleges. (A more limited definition would exclude technical colleges which do not grant an associate of arts degree.) How are community college functions provided in Louisiana? Community college functions are currently provided to varying degrees by a variety of post-secondary public education institutions in Louisiana. These include 13 four-year universities, six two-year colleges and a 44-campus technical college system (formerly called vocational-technical institutes and schools). In addition, there are seven regionally accredited private four-year higher education institutions, one regionally accredited private two-year college and a number of licensed proprietary vocational schools.

The board consists of eleven members, eight of whom are elected from single member districts and three appointed by the Governor from the state at large. The mission of the Board of Elementary and Secondary Education (BESE) is to make policy for, supervise, and control the public elementary and secondary schools, vocational-technical schools, and special schools under its jurisdiction. The board exercises budgetary responsibility for funds appropriated for the schools, including the 8(g) Quality Support Fund. The Administration Program makes policy decisions regarding such items as Minimum Foundation Program, teacher certification, teacher evaluation, continuing education, adoption of school books, and other items appropriate to the governance of Louisiana schools. The Louisiana Quality Education Trust Fund (Permanent Trust Fund) was established in September of 1986 by the Louisiana Legislature. A Permanent Trust Fund was created to receive the bulk of the proceeds from an offshore oil revenue settlement with the federal government. A separate Louisiana Quality Education Support Fund was created in the Louisiana State Treasury to receive and hold the interest earnings from the Trust. Fifty percent of the earnings in the Support Fund are constitutionally mandated to be appropriated by the Legislature and allocated by the Louisiana State Board of Elementary and Secondary (BESE) for the enhancement of elementary, secondary, and vocational-technical education.

The goal of the Louisiana Quality Education Support Fund Program is to allocate funds within the seven constitutional categories for innovative and exemplary programs that will positively impact student achievement or skills. The program consists of the following activities: Exemplary Competitive Programs, Exemplary Block Grant Programs, Exemplary Statewide Programs, Research or Pilot Programs, Purchase of Superior Textbooks, Teaching of Foreign Languages, Scholarships or Stipends to Prospective Teachers, and Management and Oversight.
