House Votes to Curb Misleading Web Site Names
Legislation making it a crime to knowingly use innocent-sounding Web site names to lure children to adult-oriented materials was overwhelmingly approved by the U.S. House in late March, 410-14. The bill (H.R. 1104), known as the Child Abduction Prevention Act, seeks to prevent children, schools and parents from accidentally browsing into seemingly safe Web sites based on their misleading titlessuch as www.WhiteHouse.com.

SPIN
SPIN is a statewide project of the Maine Parent Federation, serving parents and professionals who are concerned about issues related to children and young adults with disabilities. The office is located in Manchester, Maine. Visitors are welcome. Our office hours are 8:30 a.m. to 4:30 p.m.
The SPIN staff has experience as parents of children with disabilities and have access to a wide range of information. They are available to answer requests for information or to help parents find the answers to more complex problems. SPIN also collaborates with parent organizations, state agencies and other organizations in Maine to expand opportunities available to families. The Parent Connection SPIN publishes a newsletter every three months which provides information on upcoming events, workshops, and articles of interest to parents of children with disabilities. Information SPIN provides information to parents and professionals concerning needed services, educational rights, and specific disabilities through a toll free statewide telephone number, 1-800-870-SPIN(7746). SPIN also maintains a TDD, a telecommunication device for individuals with hearing impairments. SPIN provides assistance to parents who wish to network with other families with similar interests and who wish to join existing parent support groups.

Teaming in Rural Maine:
Effective Services for Young Children and Their Families
By Mary Ann Demaree Even under the best of circumstances, collaboration among education and service agencies is fraught with difficulties. Scarce resources and time as well as overworked personnel can short-circuit the best intentions. In too many cases, collaborative action on behalf of children remains an ideal, not a reality.
Rural Oxford County, Maine, faces numerous obstacles to smooth collaboration between the multiple agencies that serve children. The story of how agencies there are overcoming the barriers of rural isolation, poverty, and low adult verbal skills offers lessons to all service professionals.
Oxford County, Maine, covers 2,078 square miles in western Maine, one of the country's most rural states. The county has no major highways, no public transportation, and no taxi service. Two nonprofit transportation companies provide limited bus service to the elderly and low-income persons requiring medical services.
Oxford County agencies share the ideals held by most professionals who serve children. They have the vision to provide the needed education and social services to children and their families and they want their clients to achieve their full potential. While their goal is straightforward, many factors make it difficult to achieve in Maine and around the country. Although prevention is the least expensive and most efficient response, some agencies lack the resources for prevention.

PURPOSE OF THE PROGRAM: The purpose of the Safe and Drug Free Schools and Communities Act of 2001 (SDFSCA), also known as Title IV-A of the No Child Left Behind Act (NCLB) is to prevent violence in and around schools and to strengthen programs that prevent the illegal use of alcohol, tobacco and other drugs. This Title requires parental involvement and coordination with related federal, state, and local efforts and resources; and makes federal assistance available to states, local educational agencies, public and private nonprofit organizations, and institutions of higher education for selected programs, services, and activities.
Unlike most other states, the Maine SEA/LEA Program is jointly administered by two agencies, the Department of Education (DOE) and the Office of Substance Abuse (OSA), in accordance with a Memorandum of Understanding. The agreement was necessitated by state legislation that consolidated substance abuse prevention, education, research, and treatment within a single state agency (OSA) which is located in the Department of Behavioral and Developmental Services, and federal legislation authorizing the State Educational Agency (SEA) to apply for program funds while ensuring that all related federal accountability and reporting requirements are fulfilled.

About the Board

"For the Protection of the Health, Safety and Welfare of the Public."
The Board of Licensure in Medicine is the state agency responsible for protecting the health and safety of the public by determining who may be licensed for medical practice in this state and by regulating the medical practice of those licensees.
The members of the Board are appointed by the Governor. The Board is composed of both physician and non-phyisician representatives of the public. All members must have been Maine residents for at least five years at the time of their appointment and the physician members must have been licensed and actively practicing medicine in the state.
The Board employs its own administrative and investigative staff and is provided with the legal and investigative staff by the Maine Department of Attorney General.
