With Maine facing a $1.1 billion shortfall over its next biennial budget and a flagging economy, Baldacci froze spending for state government and higher education. However, I regret to report that I do not find the ratings system in AFT's 1999 draft of Making Standards Matter to provide accurate or useful information about the overall quality of Maine's statewide standards, the Learning Results. Quality Standards vs. A Common Curriculum First, I must disagree with one of the basic premises of your rating process: that the more prescriptive statewide standards, the better. Despite giving lip service to the need for local instructional flexibility, your ratings criteria quite clearly equate strong standards with a common statewide core curriculum. The main rationale given for your expectations of specificity in state standards is that quality standards will be specific enough to create a common curriculum. A common curriculum is not the same as a common set of standards for what students should know and be able to do at each grade level. Standards define acceptable outcomes; the curriculum is one of the inputs.

(Nasdaq: PALM) today announces it is awarding $2.3 million in Palm(TM) handheld units to elementary and secondary schools, colleges and universities to enable innovative teaching and learning, and to gain insight into how handheld computers affect teaching and learning. This research will help determine best practices for integrating handhelds into curriculum and teacher training. Palm named the grant recipients on the opening day of the National Educational Computing Conference (NECC) here at McCormick Place. Proposal Summary The purpose of this project is to develop and nurture the collaborative Maine Starlogo Community, including the development of an internet World Wide Web site, a series of full day workshop/seminar sessions, and site visits to K-12 schools throughout the state. Full internet access is quickly becoming the norm throughout Maine's K-12 schools, and collaborative "community web sites" such as this are needed to properly make use of this technology. Starlogo is a flexible and highly visual modeling environment designed to explore emergent system behavior at the K-12 level.
