MORE NCTA SEMINARS FOR TEACHERS
As part of a nationwide program now in its 5th year (the National Consortium for Teaching about Asia, funded by The Freeman Foundation), the Five College Center for East Asian Studies is sponsoring seminars on East Asia in New England and New York. The seminars are designed to support teachers' efforts to integrate Asia into the school curriculum. Each seminar accepts 20 middle and high school teachers and offers 30 hours of instruction in and discussion of the history, geography, culture, and literature of China, Japan, and Korea. Many seminars offer graduate credit to participating teachers. In addition to completing the required hours, participating teachers submit implementation plans for incorporating seminar content and materials into relevant courses, take responsibility for ordering materials with mini-grant monies given to the teachers' schools ($300 per participating teacher), andduring the second yearattend a follow-up session and integrate Asia into the school curriculum. Participating teachers receive $200 in seminar materials, $300 stipends upon completion of the first-year requirements, and $200 stipends upon completion of requirements during the second year. Participants are then eligible to apply for FCCEAS-sponsored summer study tours in China or Japan.

Announcements NOTES FROM THE CENTER Teachers who have completed all requirements in the National Consortium for Teaching about Asia 2-year seminar program (1999-2002) under the auspices of the Five College Center for East Asian Studies are reminded that applications for the 2 1/2 week June/July 2003 study tour in Japan are due Friday, March 15 Teams of two teachers and six 13 to15-year-old students in Massachusetts schools are invited to apply for the World Youth Fest in Hokkaido, Japan, scheduled for 10 days in August 2003. There is no charge to teachers; students must pay $500 toward travel expenses (scholarship money is available). Information on this year’s program is now available. Clinical Psychology
T he clinical psychology program prepares future psychologists for careers combing research and clinical practice. Our program is accredited by the American Psychological Association and adheres to a scientist-practitioner model.
I n addition to a general clinical track within the clinical program, we have a developmental-clinical track. Students in the combined track are clinical students, but meet the formal academic requirements of both developmental and clinical specialization.
A n academic core of study provides the foundation in areas of general and experimental psychology as well as cognitive-behavior therapy, psychopathology, psychotherapy and assessment, professional issues and ethics, and clinical research methods. Clinical training centers on course work, individual tutorials in research, and clinical experiences provided by clinical faculty and community practitioners. Taking increasing levels of responsibility for the content and emphasis of training, students are encouraged to sample from a wide variety of training opportunities, both at the University and in the community, by being encouraged to articulate career objectives early in training, and by contributing to modifications in the program to meet their goals. Applicants are urged to match their interests with those of the clinical or developmental faculty in specific areas of interest.

Degree Programs and Areas of Study The University of Southern Maine, a fully accredited member of the National Association of Schools of Music, offers the Bachelor of Music degree in performance, the Bachelor of Music degree in music education, and the Bachelor of Arts degree for the study of music in a liberal arts curriculum. The battle for the state of Maine's iBook program for 7th and 8th grade students, as well as their teachers, is far from over. First reported in December of 2001, the governor of Maine, Angus King, has been championing a laptops-for-students program throughout his state's public education system. The winning vendor for the statewide program was Apple, with the company's iBook as the model of choice. The contract is worth some US$37 million in laptops and services from Apple over several years. A long-running effort by Governor King, the program was signed into law in March of 2002. While many watchers in the Mac community, including TMO, heralded this as a great victory for Apple in the education market, as well as a boon to students and teachers alike, the program came under fire once Maine discovered a budget shortfall for the year. At that time, it seemed that a scale-back of the fund to pay for the iBooks had bypassed the danger to the contract, but even after a

    General MOFGA Introduction:
    Founded in 1971, MOFGA has grown from a loose affiliation of farmers and gardeners committed to growing healthy, chemical free food, to an internationally recognized advocate for food production that enhances and protects the ecological as well as economic vitality of rural communities.     School Pesticides Regulation Adopted
    At its October 18, 2002 meeting, the Board of Pesticides Control (BPC) unanimously adopted a regulation on use of pesticides in schools, in response to a request originally submitted by the Maine Toxics Action Coalition (MTAC) over a year ago. The regulation should dramatically change the way pesticides are applied in schools. MTAC's request, supported by MOFGA, was driven by the results of a survey by the Maine Department of Agriculture, released in October 2000. The survey revealed that most pesticide applications in Maine schools are made illegally, by school custodial staff who are not licensed and have not training in pesticide application, safety, or health concerns. Only 5% of schools then surveyed provided written notice when pesticides were to be applied, and 82% of the 88% of Maine school districts represented in the survey had no integrated pest management plan in place. The rule adopted was largely developed by a consensus-based rule development committee organized by the BPC, in which MOFGA, MTAC, and the Maine Toxics Action Center were represented, as well as educational administrators and pesticides applicators. The committee worked to reconcile the provisions of a draft rule submitted by MTAC, and a BPC staff rewrite of the rule.

    General Information about EMail and MSLN
    MSLN can provide email to schools and libraries or schools and libraries can set up and manage their own e-mail servers. The choice to maintain a local server allows schools and libraries to act on their preferences for a particular e-mail system. The MSLN Email servers maintained by the MSLN project are available to serve e-mail to schools and libraries who choose not to maintain their own mail systems. The mail through these servers will be delivered through POP (post office protocol), IMAP (Internet Message Access Protocol) or via web mail
    Who Can Have E-mail?
    E-mail on local servers at schools and libraries is managed at the school and libraries themselves. Technical coordinators may give E-mail accounts to members of the site's constituencies (faculty, staff, students, patrons). Technical coordinators may give E-mail accounts on the central MSLN email server to faculty, staff, students or patrons. Technical coordinators can create e-mail ids on the central servers via the Network Management Tool ( NMT ). Sites with direct connections, may also provide dial-up access by modem to their networks. However, MSLN Advisory Board guidelines restrict access to the Internet e-mail over dial-up to faculty and staff. Students with special needs, such as illness, may have access through dial-up as deemed appropriate by the school. Please note that these modems are provided at sites that have direct connections.

    Inside Your Schools: Creating A Balance

    There is no secret that the State's current budget problems are causing many school systems to have real apprehension as they begin their own budget process at home. The Commissioner of Education has advised all superintendents and boards to be very cautious in making estimates, as the final numbers from Augusta may not come together until June. A recent communication from the Department of Education gave several concepts of how to "predict" what the general-purpose aid will be for school systems. General-purpose aid is based on three basic elements. * Town Valuation * Median Income * Enrollment The Commissioner's letter goes on to advise: "if your district is seeing a big increase in valuation and no increase in enrollment, your subsidy will probably see a moderate decrease." This does not bode well for MSAD #15. We are seeing an increase in the Town's valuation. This isn't because of revaluation, it is just due to the natural sales of property in our towns. The median income has also risen. Sadly, what is great for the families of our communities, turns into a difficult turn of events for our schools. And lastly, our enrollment has seen small increases in the last three years. So, when these are put together it suggests we will see a decrease in subsidy. In the best of times that decrease might have been smaller than what is expected, but now the State is facing a one billion-dollar deficit over the next two years. It is on this advice we have built some assumptions in guiding us as we build our budget. In a normal year we look for balance in the following three areas: external financial pressures, the learning organization and internal options. This isn't a normal year and now these three important elements of the budget process are our of balance.
