Prior to the 1980s, there was very little in the way of a Japan-Maine relationship. There were no sister city ties, almost no Japanese investment in the state, few students from Maine studying in Japan and vice versa, very limited commerce, and limited Japan-related course offerings at the state's colleges, universities, and public schools. In the 1980s, however, there was relatively rapid growth in most aspects of the relationship economic, governmental, educational, and cultural. A sister city arrangement was established between Portland and Shinagawa Ward in Tokyo; several wholly owned Japanese businesses moved into the state; college students began traveling back and forth; and exports of seafood and raw materials, such as lumber, wood, and wood products, to Japan rose significantly. As a result, the state government began to show an enhanced interest in ties with Japan and several colleges and universities, led by Bates, Bowdoin, and Colby, added courses on Japan to their curricula. Although the status quo has been maintained, there have been no major developments in Japan-Maine ties during the 1990s, possibly as a result of the economic uncertainties that have afflicted both areas. Today, the main player in building immediate face-to-face relations between Japan and Maine is the Japan-America Society of Maine.

Richard Lyons, Superintendent of Schools in MSAD #22 (Hampden) will assume president-elect responsibilities of the MSSA, while Barbara Eretzian, Superintendent of Schools in Auburn will serve as Vice-President. "Your opinion would provide some insight into the possible outcomes should the Legislature decide that, given our fiscal crisis, the laptop funds could be better spent elsewhere." Cressey and Duprey do not hold leadership positions in the Legislature. In addition, neither sits on the Legislature's Education Committee or on its budget-writing Appropriations Committee, so it remains unclear how many legislators share their views on the contract. The state has a four-year, $37 million contract with Apple to provide 36,000 iBook laptops to seventh- and eighth-grade students and their teachers at all public schools across the state. Nine pilot schools received laptops this spring, and seventh-graders statewide are supposed to get them in the upcoming school year. Eighth-graders statewide would get them the following year. But state government faces a substantial budget shortfall that has some lawmakers, including Cressey and Baldwin, wondering if the Legislature should honor the Apple contract or divert the money to meet other needs. Unofficial revenue figures for the fiscal year that ended June 30 show that state tax collections fell about $93 million short of projections, and a substantial deficit is expected this year as well.

Bachelor of Arts in Mass Communication
The program has a solid tradition of preparing students for leadership roles in news, advertising and other mass media careers in Maine and nationwide. The Mass Communication major offers students strong oral and written expression skills, a firm grasp of public affairs and a broad foundation in the liberal arts regardless of student's ultimate career plans. The program maintains productive relations with media enterprises in the state and beyond, and faculty support the development of scholastic mass communication in Maine schools.
Admission Students who whish to declare a major in mass communication should contact the department for an application and should have an overall grade point average of at least 2.0. Prospective majors are expected to have basic keyboarding skills.
General Skills and Education Requirements The program emphasizes a broad liberal arts curriculum. In keeping with national accreditation standards, students are required to complete approximately 75% of degree courswork outside the major including the following curriculum of general education and skills courses.
