June 18-21 2004, Moscow, Russia FIRST ANNOUNCEMENT AND CALL FOR PANEL PROPOSALS Center for Civilizational and Regional Studies in cooperation with the Institute for African Studies (both under the Russian Academy of Sciences) is organizing in Moscow in June 18-21 2004 the Third International Conference "HIERARCHY AND POWER IN THE HISTORY OF CIVILIZATIONS". The First Conference held in Moscow by the Center for Civilizational and Regional Studies in co-operation with the Russian State University for the Humanities in June 2000, brought together over 150 scholars. Welcome to "Kingdoms of the Medieval Sudan," an electronic exploration of the history of the African states of Songhay, Kanem-Bornu, and Hausaland. "Kingdoms" is a component of " Sacred and Secular in the African Americas ," an electronic project devoted to the African American humanities, and produced at Xavier University of Louisiana with the generous support of the Andrew Mellon Foundation. About the ICRC ICRC Activities The ICRC worldwide Focus ... Annual Report Annual Report Dakar, regional delegation (Cape Verde, Gambia, Guinea-Bissau, Mali, Senegal) IN 1994 THE ICRC:
- visited 32 detainees in Gambia;
- visited 14 detainees in Guinea-Bissau;
- visited 64 detainees in Mali.

Introduction
The main concerns of the ICRC in this region were the political instability in Gambia, where the government was overthrown in July and an unsuccessful coup took place in November, disturbances and arrests in Senegal, and the deterioration of the situation in northern Mali.
The regional delegation pursued its activities aimed at supporting the National Societies of the region and disseminating humanitarian law. In January a regional workshop was held in Dakar to present a training programme in humanitarian law to the armed forces of West Africa. Nearly 40 officers from Cape Verde, Guinea-Bissau, Mali and Senegal attended. The regional delegation also organized a seminar in Bamako (Mali) in June for the security and police forces of ten French- and Portuguese-speaking West African countries. The programme covered the application of humanitarian law, human rights and the maintenance of law and order. Another seminar was held in Dakar in July for the Presidents and Secretaries General of the National Societies of Cape Verde, Gambia, Guinea-Bissau, Mali and Senegal.

Honourable Members of the National Assembly;
Ladies and Gentlemen, It is a great honour to be here in Mali today and I would like to thank the Government and people of Mali for the very warm welcome they have extended to me. I would like to express my heartfelt appreciation at being the guest of the National Assembly of Mali. I am moved at having this opportunity to address the elected representatives of a people which, like the people of South Africa, has known the pain of being denied freedom and what it is to fight for democracy. Since 1992 Mali and its National Assembly have stood out as examples on a continent striving for democracy. Mali also has a distinguished record as a champion of regional and African unity. On behalf of all South Africans, I would like to thank the Government and people of Mali for their support and their contribution over the years to the struggle against apartheid. Although this is our first official visit to Mali, we know that we are amongst long-standing friends; brothers and sisters who shared in our victory as they shared in our struggle. And it is my pleasant task to report to you that the people of South Africa are resolutely taking advantage of their freedom to address their basic needs.

First visits to detainees in Senegal
In Senegal, the ICRC's main concern was to have access to the people detained in connection with the situation in Casamance. After repeated requests, the ICRC obtained written permission from the authorities in April. The first visits were made in May and June to two places of detention in Dakar and Ziguinchor; they took place in accordance with the ICRC's customary procedures. In addition, sporadic clashes between the army and the MDFC* in Casamance continued to affect the civilian population, particularly by barring access to certain villages and agricultural areas. The Senegalese Red Cross Society, with the help of the ICRC, distributed ad hoc food aid to civilian victims of the fighting.
Besides dealing with these particular priorities, the Dakar regional delegation continued throughout the year to promote humanitarian law and encouraged its implementation at the national level, providing the advisory services offered to States to that effect. The ICRC also continued, within its area of competence, to support National Societies in the region.
In 1996 the ICRC:
- in Senegal, made its first visit in May and June to 138 people held in Dakar and 45 people held in Ziguinchor; a second visit was made in December;

Substance and Origins:
Since the dawn of history, Imazighen have been the indigenous inhabitants of North Africa, their territory stretching from Egypt to Mauritania and from the Mediterranean to the boundaries of historic sub-Saharan Black Africa. Various empires and peoples have conquered portions of historic Tamazgha , beginning with the Phoenicians and Greeks and continuing through the Romans, Vandals, Byzantines, Arabs, Turks, French, British, Spanish, and Italians. Imazighen have been subjected to various religious beliefs: their own early pantheistic concepts; the polytheistic dogmas of the Phoenicians, Egyptians, Greeks, and Romans; and monotheistic Judaism, Christianity, and Islam. Since the 13th century, most Imazighen have professed the Islamic faith and Islam has sunk most deeply into their psyches.
Throughout their history, the Imazighen have always had their heroes or heroines who have defended their ancestral homeland but then succumbed to the superior "civilization" might of their conquerors. In 814 B.C., for example, Amazigh chief Larbas negotiated a deal to marry Princess Dido, daughter of the King of Tyre, in return for a small piece of real estate that eventually became Qart Hadasht (i.e., the New City, or Carthage). King Juba and king Massinissa intrigued with the Romans against the Carthaginians. Royal prince Jugurtha learned Roman fighting techniques and then led a formidable rebellion from 106 to 104 B.C. according to the Roman historian Sallust's account of the Jugurthine War.

Muslim Dyula merchants establish trade posts throughout the central Sudan that link gold fields controlled by the Akan peoples in what is presently northern Ghana to trans-Saharan trade . The exchange of gold for cloth and metal wares enriches nascent Akan kingdoms such as Denkyira, Akani, and Akwamu, and introduces a system of cast brass weights based on North African prototypes that becomes an important medium of Akan artistic expression. Oral history suggests that the Dogon peoples migrated from the southwest into the Bandiagara region of what is now Mali. Face Music - the idea arose from the need to build bridges, to contribute to a better understanding of other cultures and minorities. It all started with concerts (under the banner of the "Music Circus Association") in the Canton of Thurgau, the chosen home of the founder, Urs-Albert, of Face Music. Here the idea was put into practice of bringing new music into the region in order to inject a little more life into the existing local scene. Many people had had enough of always having to turn to the big cities, and wanted certain activities to be created in country areas. The effort was already being made to provide a platform for young people and to open their minds to music as an expression of joy and a way of encountering other cultures. Quality was called for, a route away from the cult of the star and back to music as an experience containing a certain degree of intimacy between the performers and the audience. Music is meant to have an effect on other people, to communicate a mood and a message. Music can be entertaining and witty, but ought not to be simply a superficial background noise, even if it often is no more than that. It can also indicate problem areas. It is not supposed to push everyday worries into the background, like a sort of "machine music" generated more by producers than by musicians. The musicians want their personal music, and themselves, to be taken seriously. As in life in general, tolerance needs to be shown and the attempt made to feel one's way into other people's situations, rather than simply taking over "pre-chewed" fashion-music.
