The newsletter of the Treaty of Waitangi Fisheries Commission Issue No. 50 - August 1999 Call for Maori appointment to international whaling group A Maori should be appointed as the next New Zealand Commissioner on the International Whaling Commission to ensure that Maori views on aboriginal rights and sustainable use are presented, according to a recommendation from a hui at Orakei Marae in Auckland Speakers said customary rights to whales, guaranteed by the Treaty, included the consumption of meat, the recovery of oil and bone and teeth for making ornaments and weapons. The rights applied to all whales within the tribal rohe moana and not just dead ones. They said it was no longer acceptable for the Department of Conservation to dictate how stranded whales were to be managed; for example to allow them to be pushed back into the sea by whale rescue groups without the consent of the tribe whose traditional territory the whales stranded in.
There was also concern expressed that Maori could not trade in the carved bones and teeth of stranded whales on the international market as this was illegal under the Convention of Trade in Endangered Species (CITES).

MANILA"The past is always ahead of us," goes an old Maori saying. Moana
Jackson, an indigenous person from Aotearoa (New Zealand), explained that in
the Maori worldview, "the past is not found in days gone by, but in the days
that sit in front of us."
He was delivering the opening address at the International Conference on
Conflict Resolution, Peace Building, Sustainable Development and Indigenous
People, held in Manila, Philippines from December 6 to 8. Stressing the importance of indigenous peoples' collective memory, he told participants not to lose sight of the historic origins from which conflicts emerge, and urged them to reclaim indigenous ways of identifying and resolving conflict. "Conflict is a reality in which many indigenous communities find themselves today," said Victoria Tauli-Corpuz, Executive Director of Tebtebba and an indigenous person from the Cordillera region of the Philippines.

Date: Mon, 29 Apr 1996 13:46:22 GMT+1300 Subject: indigenous people and broadcasting Kia ora, I am involved with a group of Maori researchers looking at the use of indigenous languages in broadcasting, in particular in film and television. Our interest is due to the commencement of the first Maori Television Pilot project on May 1. The channel is being operated collaboratively by a group of Maori production houses and is focusing on the promotion of Te Reo Maori mo ona tikanga (Maori language and culture). We have been approached by Te Mangai Paho (Maori Broadcasting Funding Agency) to provide monitoring of the pilot project. This is a huge task and one that requires depth discussion on the position of Maori people in broadcasting in Aotearoa and the relationship of the developments in Maori television to the development of broadcasting for indigenous peoples across the world. We would appreciate any references or feedback related to indigenous peoples broadcasting and in particular the place of broadcasting in the maintenance, protection and development of indigenous languages and culture. This led to the first World Indigenous Peoples Conference on Education, which was also held in Vancouver in 1987. Other conferences have been staged in Aotearoa (1990), Australia (1993), New Mexico (1996) and Hawaii (1999). The next conference will be held in Calgary, Canada in 2002. Conference themes have ranged from traditional change and survival, to the nurturing of indigenous languages. The Sixth World Indigenous Peoples’ Conference on Education: An Inside Look
Deborah Lee, Research and Information Services The World Indigenous Peoples’ Conference on Education (WIPCE) is a triennial event which started in 1985 in Vancouver, B.C. Since then, WIPCE has been hosted in New Zealand, Australia, New Mexico and Hawaii. This year marked its return to Canada via the Morley Reserve, west of Calgary. Running from August 4 to 10, 2002, the Conference was hosted by the First Nations Adult and Higher Education Consortium (FNAHEC) based in Calgary. For many years, the Conference has been an international success, demonstrating that Indigenous education is alive and well. Indigenous educators are a dynamic group that revels in these types of gatherings as they provide an opportunity to feel connected to a worldwide family. The unique nature of the wisdom shared and a feeling of connectedness combined to make the Conference a phenomenal event. For further insight into the success of the Conference I have included the main tenets of the Conference philosophy: The Conference Philosophy "Celebrating success in the enhancement and perpetuation of our Indigenous languages and cultures.

Americans are either ignorant of or have misconceptions about the Maori. How would you explain their place in New Zealand history and society? The Maori are the indigenous people of New Zealand. They now comprise 12% of the population (of 3,000,000) but they used to be far greater in number before we were colonized by the British. With the arrival of the British, there were land wars fought in the 19th century, long and arduous and unlike any other wars fought with indigenous people because the Maori fought back very, very well, resulting in a treaty which is still in effect to this day. Within this treaty, both Maori and the European whites of New Zealand have certain rights enshrined, like a constitution. These rights have sometimes been trampled on in the 80 years since the land wars but, in the late 20th century, they've been revamped to a certain degree by which a lot more attention is paid to them. The Maori have a very strong place in New Zealand society, they always have. They are very closely connected with the land, very spiritual (like most indigenous peoples), very tied to intangible things unlike Europeans. Their place now, however, is one of an industrialized society, and one of a kind of alienation, which is what our film is about. There's a growing number of disenfranchised Maori who are losing touch with their own culture and society in general. Maori now constitute a large portion of the prison population and there's a lot of anti-social problems creeping in welfare dependency, unemployment, alcoholism.

Greetings from Aotearoa to all the respected delegates who have gathered here to work in the spirit of genuine dialogue and good will on the elaboration of the Draft Declaration for the Rights of Indigenous peoples.
May I remind you that the last Maori delegation to participate in this forum was in 1996. At this time the Maori delegation decided to withdraw from this forum because the right to participate in a way that recognize our self determination was denied. You will also recall that in the last intervention made by the Maori delegation it was stated that the future participation of Maori may occur if this forum becomes capable of adequately hearing our voice. On of the reason I am here is to see if our right to full and equal participation has been recognised in the working methods of this meeting.
I will be pleased to report back to my people the position that was taken by the New Zealand government yesterday in supporting the suggestion made by the indigenous caucus that the informal consultations be struck from the order of work. It restores some faith in this process and provides a concrete example of the willingness and ability of at least one government to recognise the important principle of equal participation that was at stake.
