    Objectives
    The overall goal of this project, which was initiated under the CTSA Second Annual Plan of Work and is in its ninth year, is to provide extension support to commercial producers, government aquaculture and fisheries personnel and other interested parties to develop sustainable, economically viable aquaculture in the U.S.-Affiliated Pacific Islands comprising American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, the Republic of Belau and the Republic of the Marshall Islands. Specific objectives related to that goal are to:
    • conduct aquaculture training courses tailored to meet the needs of participants. The training courses will cover culture techniques for giant clams, sponges, black pearl oysters, soft corals, aquarium fishes and baitfish; develop extension fact sheets, manuals and videos to educate existing and potential aquaculture producers in the region;

    Environmental Issues in the Marshall Islands For many years, the Marshall Islands Government has been concerned with the issue of global climate change. A major study on the detection and possible impacts of climate change and sea level rise in the Marshall Islands was commissioned in the early 1990's. It was completed in 1992 by a team from the RMI EPA, led by a Harvard scientist working on contract with the government. The report has since been included in the bibliography of the Intergovernmental Panel on Climate Change The physical characteristics of the Marshall Islands would give any visitor the best indicator as to why the RMI Government is so concerned with sea level rise. Approximately 1225 islets in 29 atolls scattered over 3/4 million square miles, the average height above sea level is 7 feet or 2 meters. The highest land area is on Likiep Atoll, where the elevation reaches a maximum altitude of only six meters. Fragile coral reefs fringe the atolls, and serve as the only line of defense against the ocean surge. The clearance over the reef in the sections that are covered by water is usually no more than a couple of feet. In other places the reef is commonly only barely submerged. The Marshall Islands lie in open ocean, and the islands are generally very close to sea level. The vulnerability to waves and storm surges is at the best of times precarious. Although the islands have by no means been completely free from weather extremes, they are more frequently referred to in folklore as

    Current Status
    Asian Americans and Pacific Islanders represent very diverse populations in terms of ethnicity, language, culture, education, income level, English proficiency, and sociopolitical experience. Although cultural ties exist among the different AA/PI communities, it is important to recognize the differences among the groups. Geographic Distribution Family Structure Education On average, Asian Americans have attained more education than any other ethnic group in the United States. In 2000, 44 percent of Asian Americans age 25 years or older had a college or professional degree, whereas only 28 percent of the white population had achieved that level of education (U.S. Census Bureau, 2001b). According to 1997 data, 58 percent of Americans who descended from natives of the Indian subcontinent (India, Pakistan, Bangladesh, and Sri Lanka) had under-graduate, graduate, or professional degrees. Income Three factors are important to note when examining the income characteristics of AA/PIs. First, there are substantial ethnic group differences in average income. Second, it is important to control for family size because AA/PIs tend to have large extended families. Finally, in some groups, income averages may disguise the bimodal income distribution within a population.

    Although in the past few decades, Palau has adapted to an international economy, Palauans for the most part strongly identify with their traditional culture. Several of the traditional ceremonies, such as the omersurch birth ceremony, ocheraol first-house ceremony and the kemeldiil funeral services are widely practiced and the codes and beliefs adopted by Palauan forefathers are still revered today.
    Probably the most noticeable aspect of Palauan culture is the people's connection with the sea. Traditionally, it was the duty of the family to go to sea to harvest fish and battle against enemy villages. As the sea was the source of their livelihood, men developed a close relationship with the waters of Palau, becoming versant in the currents and the phases of the moon and the behavior of the fish they sought to put on the table.
    Women generally stayed on land or along the shallow reefs surrounding the islands, rather than combat the open ocean, providing foundation for the family. Their days were largely spent tending to their homes, family and fields where they grew taro.
    Palauan villages were, and still are, organized around 10 clans reckoned matrilineally. A council of chiefs from the 10 ranking clans governed the village, and a parallel council of their female counterparts held a significant advisory role in the division and control of land and money.

    Background
    Preliminary archaeological survey and test excavations conducted in 1994 revealed a rich and diverse prehistoric record dating back at least 2000 years. In conjunction with the Historic Preservation Office, Republic of the Marshall Islands, a three year project was initiated to document the origins of the Marshallese, their adaptations to coral atolls , the effects of rising sea levels on these low islands, the spatial and temporal development of material culture and the transformation of Marshallese society over two millennia. The Marshall Islands trend north - south for 1200 km and experience a marked annual rainfall gradient from 500 mm in the north to 3000 mm at the extreme south. This rainfall regime is mirrored in the prehistoric settlement and subsistence patterns of these islands. For example, tree crops such as coconut and Pandanus are dominant in the north, while breadfruit and tuber crops (such as giant swamp taro ) are plentiful in the south. Three atolls were selected for study: Ebon in the wet south, Maloelap in the middle of the archipelago and Utrök in the dry north.
