In Maryland, executive commissions, committees, task forces, and advisory boards are created or authorized by action of the Governor or General Assembly. Often, these boards are assigned a specific responsibility or area of inquiry. Through special study boards, the Governor draws upon the expertise of private citizens and public servants to help solve problems of government. Many of these boards must complete their work by a prescribed date. Others are ongoing. They may receive staff or other administrative support from an executive department or agency. Interagency committees and councils often are formed to coordinate the work of government agencies in a particular field.     Visionary Panel
    The Visionary Panel for Better Schools finalizes its report at the Radisson Hotel in Baltimore. The panel calls for centering the next decade of reforms around instruction. Ms. Sandra French, President of the Maryland Association of Boards of Education, Dr. Nancy S. Grasmick, Maryland Superintendent of Schools, and John (Jack) Jennings, Director, Center On Education Policy and Co-Chairman of the Visionary Panel.
    Matt Gandal, Vice President of Achieve, Incorporated, also presents a final report. Achieve, Inc. is a national, bipartisan school reform, research, and advocacy group. Gandal commended Maryland for its efforts in education reform.
    Phyllis Brotman, Public Support Chairwoman, studies the report by Achieve, Inc. The report also states "because Maryland has done so much important work over the past decade, it is well positioned to take on the challenges posed by the new federal Elementary and Secondary Education Act (ESEA).
    Walter Sondheim, past Chairman of the Maryland State Board of Education, and Dunbar Brooks, Manager of the Baltimore Metro Council, study the report. Under Walter Sondheim's leadership, education reform began in Maryland more than a decade ago.

    December 2002 Students on Boards of Education Resource Guide -First Edition- Compiled by the Campaign for Meaningful Student Involvement A program of The Freechild Project PO Box 6185 Olympia, WA 98507 www.freechild.org Description A multi-topic resource guide promoting Student Voice, Participation, Engagement, Involvement, and Representation on Local, District, Regional, and State Boards of Education. Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

    Moving forward on charter schools
         Gov. Robert Ehrlich is wasting no time in forging ahead with his plans to bring real educational choice to Maryland in the form of charter schools. Some 39 states and the District of Columbia have charter school laws, which permit parents, teachers, colleges and other entities to open schools for students who are being poorly served by the public-school establishment. The public charter schools proposed by Mr. Ehrlich would be non-sectarian and have increased freedom to hire teachers and devise their own curriculum and policies.
         Students in Maryland (one of just 11 states without any charter-school law) could greatly benefit from the competition that such schools would bring. Currently, Maryland spends more than $7,800 per student per year on education, putting it in the top third of spending among the states.
          A key provision of the Ehrlich bill would authorize the state school board, local boards of education, institutions of higher education and other groups authorized by the state board to grant school charters. This greatly threatens the effective monopoly control currently enjoyed by local school boards, who have used this control to block charter schools from operating.

    President's Column Bridging Expectations and Reality Public education and those who deliver it witnessed an extraordinary and historic Maryland General Assembly in 2002. The passage of the collective bargaining reform bill and the Bridge to Excellence in Public Schools Act (the former Thornton Commission recommendations with amendments enhancing education funding to each of the state’s 24 counties) provide the tools we need to fulfill the public’s expectation of a quality education for each and every Maryland child. Never before have we had any definition of adequate state funding. Such far-reaching and equitable legislation helps assure that school systems can give the urban or rural, special needs, or gifted students the education they deserve. We thank Governor Glendening for the historic levels of funding for PreK-12 education even before the Thornton Commission had established the level of adequacy. As education professionals, our charge for the future is to come together with school boards, parents, the community, and local governmental leaders to assure that the programs made possible by the new law are well-planned and properly supported at the local level. MSTA is poised to use the tools approved by the passage of SB233—the collective bargaining reform bill—to advance the proposition that this association and its members are ready and able to be full partners with school systems in the development and implementation of programs designed to improve student achievement. Too many decisions have been made far from the classroom where the very specific needs of our students are on display every day.

    2000 Legislative Session Gives Boost to Teacher Pay April 11, 2000, Annapolis, MD The 2000 legislative session ended with at least a 10% raise for teachers over the next two years, enhanced scholarship opportunities for future teachers and $261 million for school construction. HB1247 provides a formula to allow additional funds to financially strapped counties. This gives every jurisdiction in the state an opportunity to enhance teacher compensation and to take steps to address teacher shortage areas. He has spent over 19 years as an investment banker. Mr.Crawford served as Acting Executive Director of the Program during its first year of operation. Susan R. Buswell , was the Executive Director of the Maryland Association of Boards of Education from 1989-1998. Prior to that she served in the Maryland House of Delegates for six years and as a member of the Howard County Board of Education from 1973-1982. Ms. Buswell also led the Maryland Association of Non-Public Special Facilities and the Maryland Association of Elementary School Administrators. Nancy S. Grasmick , Ph.D has been the Maryland state superintendent of Schools since 1991. She served as Secretary of Juvenile Services and as Special Secretary for Children and Youth. She also serves on numerous national and state boards. She has over 30 years experience in education Karen Johnson was appointed Secretary of the Maryland Higher Education Commission in July 2000. From 1996-2000, she served as Assistant then Deputy Chief of Staff in the Governor's Office. Ms. Johnson also served first as Assistant Attorney General to the Department of Labor, Licensing, and Regulation from 1994-1995, then as the Department's Assistant Secretary for Regulatory Policy and Programs from 1995-1996.
