Overseas Studies The URBAN STUDIES AND PLANNING (URSP) Program at the University of Maryland, College Park , brings together an active community of scholars and students to creatively confront the issues facing our cities. Through instruction, participation in research, and community interaction, students explore the changing character and critical problems of modern urban development. URSP offers the Master of Community Planning (M.C.P.), a professional degree, accredited by the Association of Collegiate Schools of Planning , and the American Planning Association . More than 200 students have earned M.C.P. degrees since 1973, when the program began at the University of Maryland's Baltimore campus. The aim of the program is to prepare planning practitioners who will be generalists with a specialization. The core curriculum emphasizes student understanding of the political, institutional and social context in which professional planners develop and implement programs. Areas of specialization include local and community economic development, housing, land use and environmental planning, urban design, international urban and regional development, and social planning, organizing and administration.

National Youth Anti-Drug Media Campaign
Phase 1 (Report No. 1) 4. CASE STUDIES Baltimore, Maryland
Two site visits have been made to Baltimore. The first baseline visits occurred at various times between November 2, 1997, and January 28, 1998. The intermediate visit took place during the week of March 16, 1998. Richmond, Virginia, was selected as a comparison site for Baltimore, Maryland, because both sites have similar demographic and community characteristics. The quantitative data collected from in-school surveys completed by students in both Baltimore and Richmond also showed similar patterns at baseline. These patterns, displayed in Exhibit 4-1 at the end of Section 4, further demonstrate that Richmond constitutes a reasonable comparison site for Baltimore. Exhibit 4-3 summarizes youth, parent, and community findings for both sites. The remainder of this site visit report will describe (a) key baseline data collected in Baltimore at baseline and some 3 months later at intermediate, and (b) some key results collected in Richmond during the intermediate visit. Baseline Picture Ongoing Anti-Drug Activities in the Community Numerous drug prevention programs operate in the Baltimore Metropolitan Statistical Area (MSA). Some programs, such as the Safe and Sound Campaign, are coordinated among multidisciplinary federal, state, and local programs. Other programs are local and smaller in scale. The Baltimore MSA has received numerous federal, state, and local grants as well as private donations from philanthropists and foundations to address drug use and trafficking. For example, the Maryland Alcohol and Drug Abuse Administration (ADAA) funds research-based drug prevention programs that are tailored to the local needs of every Maryland county. All programs are based within communities instead of schools. To receive funding, each county must have a prevention coordinator who serves as a program administrator and liaison between the county and ADAA staff in Baltimore City. The author is unknown.] Introduction On January 20, 1882 the House of Delegates received a most interesting petition, signed by nine citizens, asking for repeal of the charge of $4.50 for a marriage license:
    We believe that marriage is honorable among all men; that every encouragement should be given to matrimony; that no restrictions should be placed on those wishing to marry; that marriage is a palliative to the "social evil"; that anything which retards or prevents matrimony is demoralizing, and will have a tendency to encourage the said "social evil"; that matrimony, to a more or less extent, is the means to lessen crime; that it is conducive to morality; that, according to all statistics, it prolongs life; that is populates cities, towns and countries; that it makes presidents, governors, and even members of the legislature; that it populates our country with beautiful women and ugly ones, too; that it furnishes pupils for our schools, academies, and colleges; that it furnishes patients for doctors, subjects for hospitals, and inhabitants for graveyards.     The first of its kind in the nation, Baltimore's Great Blacks in Wax Museum strives to do more than tell the tale of African Americans in this country. Intentionally located in a low-income area on East North Avenue, the museum is intended to serve as a beacon of hope and stimulate economic development and foster community pride. Displays take visitors from a life-size exhibit of a slaveship through the Civil War, reconstruction and the civil-rights era up to modern-day times. "Just the whole idea of walking into the museum and not only seeing 5,000 years of history displayed, but seeing that these were living breathing individuals, it makes the history more concrete, it takes away the abstractions," says Joanne Martin. Dr. Martin and her husband, Elmer, founded the museum in 1983.

    The General Assembly session opens in less than three weeks, and Governor Glendening is making decisions on the budget he'll send the lawmakers. Every interest group in the state is already competing for a share of state funds. The projected state surplus is smaller this year only a third of a billion dollars, not the one billion of last year. But signs say the demands for funding are greater. One example of the very public competition for a bigger slice of the public pie: Montgomery Delegate Mark Shriver, a leader in Annapolis on early childhood education issues, drawing Hollywood Producer/Director/Actor Rob Reiner to a Silver Spring child care center to help make the pitch. Shriver wants nearly a 38 million dollar increase for early childhood education. "Our early childhood system is in a crisis. If we wanta make our case, we're gonna make it to the citizens of Maryland, to Governor Glendening, and to our colleagues in Annapolis," he said.
