Check out the City of Portland's Bureau of Planning. for ideas on zoning and overlay districts that will help the city grow smarter. Portland's focus on determining its future began in the 1970's when it was called upon by the State of Oregon to develop a land use plan. Its plan covers 24 cities in three counties. And, unlike most other growing cities, Portland has stood up to pressure from developers, including the threat of lawsuits. Portland passed the toughest development laws in the US. In essence, Portland drew a line around its metropolitan area, saying that all future development should occur there and that outside areas should remain undeveloped open space. More specifically, the city decided that downtown Portland should be the center for government, business, and cultural activities and should be pedestrian friendly. Growth is allowed in the 364-square mile area around this core. Light rail connects the core with nine smaller business and shopping areas.

Executive Summary BBI International very much enjoyed the opportunity to organize and conduct the 2001 EWS. As in 2000 and 1999, it was strikingly clear how each state has its own niche opportunities, needs and aspirations. It was a dynamic process in which we had the opportunity to take part. Six new workshops were held in the 2001 Series and support was given to the 2000 (and even the 1999) Series states to encourage continued activities. The location and dates of the 2001 EWS workshops were: January 11, 2001 – Boise, Idaho May 10, 2001 – Salt Lake City, Utah June 4, 2001 – Raleigh, North Carolina August 24, 2001 – San Juan, Puerto Rico August 29, 2001 – Des Moines, Iowa October 11, 2001 – Baltimore, Maryland In 2000, the workshops were held in Portland, Oregon, Columbus, Ohio, Golden, Colorado, Indianapolis, Indiana, Albany, New York, Harrisburg, Pennsylvania, Columbia, South Carolina and Austin, Texas. In 1999, the workshops were held in Fairbanks, Alaska, Raymond, Mississippi, Madison, Wisconsin, Rapid City, South Dakota, Birmingham, Alabama, Lansing, Michigan, and Waterville, Maine. A second workshop was held this year by three of the 2000 states: May 8, 2001 – Portland, Oregon

Spring 2002 LASC 234/235 Award Maria Reos: "The Roots of Argentina’s Socio-Economic Downfall" Document Floyd Roye: "The U.S. Embargo against Cuba: Its impact on both countries and why should be completely lifted" "The Roots of Argentina’s Socio-Economic Downfall" by Maria Reos In the afternoon of December 19th a long simmering crisis came to boil as the people of Buenos Aires – following the lead of the provinces, took to the streets and demanded the resignation of their president Fernando De La Rúa. The pot banging and looting that took place that day were the result of high government officials’ inability to lead Argentina out of recession. Corruption, power struggles, ineptness and disconnection from constituencies and investors have come to be some of the trademarks of Argentinean politicians. Domingo Cavallo, and Carlos Menem will stand, for the purposes of this paper, as the pillars of said trademarks. It should be understood that these two men are not the sole bearers of the onus for Argentina’s free fall. However, both of these high officials share the failure of their respective initiatives to lead their country towards a sustained period of prosperity and social contentedness. Because the frustration that was vented on the Plaza de Mayo and throughout Argentina is directly linked to the economic situation – specifically a long running recession, debt ballooning out of control, and a losing battle to remain competitive in the context of MERCOSUR, it is appropriate to begin this analysis with Domingo Cavallo.
