Beth Maahs-Hoagberg, M.Ed.
Currently an Educational Director of The Highlands School, she is a graduate of Michigan State University with a B.S. in elementary education, she received her Masters in Education in Reading and Language Disabilities from Loyola College in 1977 after the birth of her daughter.
Ms. Maahs-Hoagberg proudly states: "I am the parent of a learning disabled daughter, age 28." Her own experience with her daughter drew Ms. Maahs-Hoagberg to become a respected expert in the field of educating children needing alternate teaching methods to succeed and in guiding parents to have those needs met within the public schools per federal and state mandated guidelines.
Ms. Maahs-Hoagberg established the Harford County Chapter of the Learning Disabilities Association in 1975 and served as its Charter President for six years. A year later, she was the founder of the Preschool Enrichment Program (P.E.P.) located at Christ Our King Presbyterian Church in Bel Air, Maryland. P.E.P. was a private therapeutic nursery school for children with speech and language disorders and who upon entering formal schooling run a high risk of having learning disabilities.

PANDA would like to provide some insight on the Maryland State Department of Education's (MSDE) requirement of passing the high school assessments (the HSA); its tie to the graduation requirements for year 2007; and why it is cruel and unjust to the students.
First point is the funding. The Maryland state legislature has made no effort to meet the financial recommendation of the Thornton Commission (funding for special education, student at risk and minority students). Prince George's County, under "The Bridge of Excellence in Public Schools Act 2002", was to be provided with an additional $350 million by 2008 to bridge the educational gap. They are still waiting. In addition the federal government has failed to fully fund their educational obligations as mandated by laws such as the No Child Left Behind Act, IDEA and the ESSEA. PANDA strongly urges until the financial responsibilities are met, MSDE should not be permitted to implement the HSA.
Second point is the staffing. MSDE has not ensured staffing placement of qualified teachers in low performing schools by the LEA’s. There is a shortage of state certified teachers in every school system; such that provisionally certified teachers and substitute teachers are used to permanently fill staff positions. There continues to be a critical shortage of special education teachers, behavioral specialists, speech therapists, occupational therapists, etc. in every school system. Some Special Education students have long term subs teaching them. Training should be made available to meet these needs before playing games with the graduation requirements for all students. A question to ponder - Is state certification intended to guarantee that teachers are versed in the needs of the students and are able to teach the curriculum that would be needed to pass the HSA?

Introduction Under the federal law called the Individuals with Disabilities Education Act (IDEA) and corresponding state law, a child with a disability, which affects his or her learning has a right to a free and appropriate public education. A child is entitled to a program, which is designed to meet his or her individual learning needs. This includes specially designed classroom instruction and related services needed by the child to benefit from the education program. Who is Eligible for Special Education Services?

Maryland State Paper Science Methods Special Needs Special Needs Research Results Teaching Science to Students with Disabilities in General Education Settings that "activities-oriented material used far less vocabulary, far less independent reading, paper, and pencil work . . ."( 1995, pg.11). This leads to special needs students having less focus on their skills abilities, and more emphasis on learning the scientific materials. (Mastropieri and Scruggs, 1995). performance assessment . This allows students to "show what they do know, less encumbered by shortcomings in language and literacy" ( 1995, pg.13). Mrs. W and Mr. B also added that they will spend more hands on time with a child who has more difficulty understanding the procedure of the lesson, and all teachers suggested that pairing a higher level academic student with one of lower ability benefits both students during learning and grading time. Learning Disabilities suggests.(1986). This is a common issue with special needs students. Teaching Science and Mathematics to At Risk Students Planning Science Programs for High-Ability Learners states that science is still highly rated by academically talented learners. However, gifted science education needs to be improved. Students need an emphasis on basic concepts to build on, higher-level thinking skills, inquiry-based learning, technology lessons, and experimental design procedures. Gifted learners need to be challenged in areas that they are interested in, and science is a favorite for many of these students. (1998).

Gifted / Learning Disabled Students Gifted children with learning disabilities are students who possess an outstanding gift or talent but have a significant weakness in a specific area that makes academic achievement difficult. These students, who have special needs that result from their being “twice exceptional,” are often misunderstood and inappropriately served. CTY’s Diagnostic and Counseling Center was designed to help serve the needs of these students. The DCC’s co-directors, Dr. Carol Mills and Dr. Linda Brody , are experts in the field of gifted children with learning disabilities. Each has over 25 years of experience in research, counseling, and testing. Both have published articles related to gifted children with learning disabilities (see Gifted Children with Learning Disabilities: A Review of the Issues Families of gifted students with learning disabilities who come to the Diagnostic and Counseling Center typically take advantage of one of two of the DCC’s services:

every child.one voice Commission on Education Finance, Equity, and Excellence, November 19, 2001 The Maryland PTA supports a strong system of public education that is vital to our State's well being. The operation of an effective school system requires a strong and sustained financial investment from the state to ensure that all students in Maryland receive an equitable education. The current level of funding is not sufficient to assure that all schools can meet high accountability standards. It is critical that all schools must be able to offer the academic programs that will provide all students with the opportunity to master high academic standards and the skills required for life time learning. From constitutional and historical perspectives, the states are primarily responsible for education. The Constitution of Maryland in Article 8 clearly mandates that the legislature fund a thorough and equitable public education. The State must assume a greater responsibility in providing the funds that will be needed to maintain excellent public schools. The Maryland PTA supports the targeting of funds to schools and students that are most in need. The cost of providing the extra education services to the special education, limited English proficiency and students living in poverty is escalating at a rate that makes it impossible for a local school system to adequately finance these programs and to provide educational services to the students who do not fall into these categories.
