The Maryland Higher Education Commission is given the authority by law to create advisory councils to address specific needs. State Regulation of Private Schools - June 2000 Maryland Registration/Licensing/Accreditation: Education Programs in Nonpublic Schools and Child Care Centers and COMAR 13A.09.10, Educational Programs in Nonpublic Schools and Child Care and Treatment Facilities Institutions operated by bona fide church organizations are exempt from the requirement to hold a Certificate of Approval from the Maryland State Board of Education. The head of the bona fide church organization must, however, submit to the State Department of Education acceptable evidence of the bona fide church organization legal authority status and certification of the legal authority’s assumption of responsibility for governing and operating the nonpublic school. Requirements described below pertain to nonpublic general education programs that do not receive public funds and are approved under COMAR 13A.09.09. Contact Information A Brief History of Homeschooling in Maryland Though home education may seem like a new idea to many, it has been the primary means of learning since the dawn of time. Even as little as a century ago, most children did most of their learning at home including famous Americans like Abraham Lincoln, the Wright Brothers, and Thomas Edison. Although the State eventually forced most children out of the home and into schools through the enactment of compulsory attendance laws, home education has made a strong resurgence within the past decade to include over 1,000,000 families nationally. Home education as a movement began in 1977 when education critic John Holt published a newsletter he called, "Growing Without Schooling". Discouraged with the school reform efforts he had been part of, he decided to encourage parents who were dissatisfied with public or private education to teach their children at home. The movement gathered momentum when John appeared on the Phil Donahue show in the early '80's and hundreds of families wrote in to learn more. His publication still serves as a national clearinghouse for the movement.

CERTIFICATION AND REGISTRATION AS A MASSAGE PRACTITIONER IN MARYLAND Background: For nearly 10 years, the massage professionals in Maryland attempted to enact legislation that would officially elevate their profession to that of bona fide health care practitioners. Their perseverance and efforts finally came to fruition in 1996 when the state legislature passed the initial Massage Practice Act. That Act was subsequently bolstered/amended in subsequent sessions. In 1999, it was reshaped to its present form to create a two-tiered program establishing the practice of massage as a bona fide health care practice and allowing Certified Massage Therapists to practice in hospitals, clinics and in the offices of other health care practitioners. Under the Act, the first group of practitioners received their Certificates in November 1999. Also, regulations have been implemented to include advertising, ethics and continuing education guidelines. Under the law and existing regulations, any individual seeking to practice massage therapy in the State must be certified or registered under the Board’s auspicious. Commencing on January 1, 2002 Maryland has a two –tiered qualification system.
