After enjoying a recent $1 billion surplus, the state is now facing a deficit more than $1.7 billion as it prepares the Fiscal Year 2004 budget. The consideration of any new tax or tax increases is not appropriate until spending reductions and increased efficiencies are initiated. The first priority must be to reign in spending to bring it in line with the state's capacity to support these expenditures. The Maryland Chamber supports the following steps to resolve Maryland's budget crises: In the short term:

PERSONAL WATERCRAFT REGULATIONS From the Maryland Department of Natural Resources 1. You must be at least 16 years of age to operate a personal watercraft (PWC);
2. An operator of a PWC may not tow a water skier unless the craft has the capacity to carry 3 persons;
3. An operator of a PWC must carry a certificate of boater safety education if they were born after July 1, 1972;
4. All persons aboard a PWC must wear a personal flotation device (PFD);
5. A person may not operate a PWC between the hours of sunset and sunrise;
6. Because the operator rides on the outside of the vessel and is subject to falling off, each vessel shall be equipped with a safety cut-off or self-circling device;
7. When operating a PWC, all safety cut-off devices must be attached to the operator and/or the self- circling device must not be altered.
8. On Maryland waters of the Atlantic Ocean, a person may not operate a PWC within 300 feet of people in the water or surf fishermen;
9. On all waters of the State, a person may not operate a PWC at a speed in excess of 6 knots within 100 feet of any shore, wharf, pier, piling, bridge abutment, or persons in the water.
10. A person may not operate a PWC at a speed in excess of 6 knots within 100 feet of a vessel except in a crossing or overtaking situation as described in the Federal Rules of the Road;

Deputy State Fire Marshal I Starting Salary: Nature of Work: A Deputy State Fire Marshal I is the entry level of work in the enforcement of State laws in the field of fire prevention, fire investigation and fire inspection. Employees in this classification do not have supervisory responsibility.
Employees receive close supervision from the Deputy State Fire Marshal Supervisor. Employees in this classification are assigned primarily to a specific geographical area, but the work requires travel to emergency sites that may be located anywhere within the State. The employee may be exposed to hazardous conditions such as unsafe buildings and intense heat, hazardous materials and extreme weather conditions. Employees are subject to call-in on a 24 hour basis. Minimum Qualifications:
  • Education: High School diploma or G.E.D. certificate accepted by the Maryland State Board of Education as described in the Police Training Commission regulations. Experience: None.

  • Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Police Training Commission for a police officer (Article 38A,Section 7(d)). HEADLINES November 14, 2002 Maryland Board of Education Tries to Change Homeschool Regulations Common sense and general civility would dictate that if a governmental entity wants to change rules, the first thing it should do is communicate with those who would be affected by the changes. Unfortunately, the Maryland State Department of Education (MDOE) has begun the process for changing homeschool regulations without consulting home school organizations. The MDOE has proposed a rule that would require that the assurance of consent notice be filed every year. Currently, a notice is filed only once, at the beginning of the home school program. This change would cause a tremendous increase in unnecessary paperwork for home school families. It would also increase the cost of administering the law, which would be borne by all taxpayers. HSLDA has notified the MDOE that we will not accept the legitimacy of a rule drafted before receiving the input of home school organizations.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

Maryland is among the first states in the nation to form a consortium to unite its entire education system, public and independent, kindergarten through college. All 13 USM institutions, 16 institutions belonging to the Maryland Independent Colleges and Universities Association, 14 community colleges, and 10 local school systems, among others, have joined MEEC at the invitation of Chancellor Langenberg. Educational institutions in Maryland not part of the initial MEEC agreement will be allowed to join any time during the first two years of the contract. The USM will serve as the sole fiscal agent for the agreement. Bell Education of Rockville, MD, working with MicroAge, a Microsoft-approved large account reseller, will provide the software.

    With the creation of the Hall of Records Commission, the General Assembly provided for the management of the public records and for the collection, custody, and preservation of the official records, documents, and publications of the State (Chapter 18, Acts of 1935). Formed in 1935, the Hall of Records was an independent agency of State government and remained so until its incorporation into the Department of General Services in 1970 (Chapter 97, Acts of 1970). In 1984, the Hall of Records reformed as the State Archives, an independent agency within the office of the Governor (Chapter 286, Acts of 1984). The 1984 law defined an advisory role for the Hall of Records Commission and placed the Commission on Artistic Property under the State Archives (Code State Government Article, secs. 2-1513(b) 3-404(b) 7-213(a) through through through through State agencies and citizens wishing assistance in determining what records of government should be retained permanently at the Maryland State Archives should consult the Archives' Regulations and the comprehensive Guide to Government Records .     INDEPENDENT AGENCIES
    Subtitle 18 STATE ARCHIVES
    Chapter 01 Certificates of Reservation and Land Patents
    Authority: State Government Article, §9-1007, Annotated Code of Maryland .01 Applications for Certificates of Reservation.
      All applications for certificates of reservation shall be on forms required by the Commissioner of Land Patents and shall, in the case of a unit of State government, be filed with a copy of the Board of Public Works agenda item approving the request to apply or, in the case of any other governmental body, be filed with a copy of a document from the appropriate authority approving the request to apply. An application may not be considered filed until it has been determined complete and in order by the Commissioner or the Commissioner's authorized agent.
    .02 Applications for Warrants to Survey or Resurvey.
      A. All applications for warrants to survey or resurvey shall be on forms required by the Commissioner of Land Patents and shall be filed in triplicate with certified copies of documents, where required, attached to each copy. The application shall be accompanied by cash, check, or money order in the amount of $100.00. An application may not be considered filed until it has been determined complete and in order by the Commissioner or his duly authorized agent.
