Following the U.S. Geological Survey, the geographic center of an area is defined here as the center of gravity of the surface, or that point on which the surface would balance if it were a plane of uniform thickness. All localities in the following list, therefore, are approximate. No marked or monumented point has been established by any government agency as the geographic center of either the 50 states, the conterminous U.S., or the North American continent. A monument was erected in Lebanon, KS, the conterminous U.S. center, by a group of citizens. A cairn in Rugby, ND, marks the center of the North American continent.     FROM SEA TO SHINING SEA Geography and regional characteristics
    high temperatures on a given day in the United States to reach 70 degrees Fahrenheit (about 40 degrees Celsius). The United States owes much of its national character and its wealth to its good fortune in having such a large and varied landmass to inhabit and cultivate. Yet the country still exhibits marks of regional identity, and one way Americans cope with the size of their country is to think of themselves as linked geographically by certain traits, such as New England self-reliance, southern hospitality, midwestern wholesomeness, western mellowness. This chapter examines American geography, history, and customs through the filters of six main regions:
    • New England , made up of Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island.
    • The Middle Atlantic , comprising New York, New Jersey, Pennsylvania, Delaware, and Maryland.
    • The South , which runs from Virginia south to Florida and west as far as central Texas. This region also includes West Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Alabama, Mississippi, Arkansas, Louisiana, and parts of Missouri and Oklahoma.

    Welfare Burdens Shifting to Cities
    As welfare rolls have plummeted in recent years, families that still rely on government assistance are increasingly concentrated in big cities, according to a new study, which cautions that welfare reform is failing to ease the burden of poverty on urban America. Nearly three in five people on welfare can be found in the 100 largest U.S. citieseven though they contain just one-third of the nation's populationbecause people there are being weaned from assistance more slowly than in most suburban and rural communities. The findings, to be released tomorrow by the Brookings Institution, are the latest signs of how the face of welfare has changed in the four years since the federal government replaced the traditional welfare safety net with a state-run system that pays temporary benefits and steers people toward jobs. The evidence that welfare recipients are becoming clustered in big cities follows other recent findings that the program is becoming racially isolated, with African Americans and Hispanics accounting for a growing share of the families who remain on the rolls. These trends have significant implications. In two years, Congress must decide what to do when the bill that overhauled the welfare system is due to expire. Already, there is political pressure to curtail the amount of money the government allots to states to help welfare recipients prepare forand keepjobs.
