Overview
Currently, statewide student standards have been implemented in 49 states at the K-12 level. Even as states have implemented standards-based reform in an effort to increase student performance, higher education finds itself in a position where entering students have met the standards of the K-12 system, but are not prepared for college coursework. This is largely due to the disconnection between K-12 and higher education that has existed in the United States for many years. Education reform often involves the K-12 system and does not include postsecondary education. The movement toward state standards has led to clearer expectations of students graduating from high school, but universities do not provide clear expectations of the content knowledge and skills that they require to enroll in college-level work. Consequently, states are beginning to examine ways to align K-12 standards with college admissions. State standards and college entrance requirements include both coursework and standardized tests. Within the next decade, Maryland's elementary and secondary schools will experience a record number of enrollments at the same time that more than half the teaching force becomes eligible for retirement.
Maryland faces a shortage of certified teachers. As described in " Demographic Changes " within the next decade, Maryland will experience record numbers of elementary, middle, and high school students. Unfortunately, this comes at the same time as accelerated teacher retirements and will result in teacher shortages over the next three years. Of the State's current 48,963 teachers, more than half (52%) will retire or be eligible to retire by 2003. Maryland colleges and universities currently graduate only 2,500 students from teacher preparation programs each year, 70% of whom come from USM institutions. Of even greater concern than the overall numbers, however, are specific geographic and subject area shortages. Teacher shortages already exist in 20 of 24 Maryland counties (Kent, Caroline, Somerset, and Worcester being the exceptions), and are already acute in the following subject areas: career and technology education, computer science, English for speakers of other languages (ESOL), German, Spanish, mathematics, chemistry, earth/space science, physics, special education, and speech. In addition, issues surrounding the sheer quantity of teachers must be carefully weighed against quality concerns and the drive to raise standards through content majors, Praxis examinations, and extended field experience. Because other higher paying and higher prestige careers often lure in our best and brightest students, the goal of increasing the quality of teachers naturally competes against the goal of producing more teacher candidates.

Colleges of education and K-12 schools have a common interest in preparing K-12 students to contribute productively to society and the economy. Improved student achievement is a common goal, although there remain discussions about what that means, how it is measured, and how it is to be achieved. Over recent years, there have been a variety of efforts to bring education colleges and K-12 districts together to improve student achievement (e.g., the Holmes Group). Unfortunately, few such arrangements have brought nationally renowned educational researchers into sustained relationships with school district professionals. The College of Education at University of Maryland, College Park proposes to work with two school districts, Prince George's County Public Schools and Baltimore City Public Schools, to develop pilot Learning Communities of Research and Teaching. Each of these two communities will begin on a small scale. Members will jointly develop structures and procedures. Key elements of the communities are described through discussion of (a) purpose, (b) participants, (c) key principles and activities, (d) evaluation, and (e) fiscal requirement. Purpose
The purpose of the Learning Communities of Research and Teaching is to facilitate improvement of achievement for all students, especially minorities, through promoting a sustained relationship among top research faculty, district administrators, selected teachers and teacher educators, and key community members. Key activities will include (a) planning and conducting research to meet district challenges, (b) consulting on research-based best practices, and (c) assisting in design of program evaluations.
