John T. Willis The Governor appointed John T. Willis to be Secretary of State on January 18, 1995. Mr. Willis was unanimously confirmed by the Maryland State Senate on February 3, 1995, and confirmed for a second four year term on February 12, 1999. Born November 1, 1946, Mr. Willis attended public schools in Maryland graduating from Westminster High School in 1964. Mr. Willis graduated cum laude from Bucknell University with a B.A. in Economics in 1968. He received his J.D. in 1971 from Harvard Law School with an emphasis on Constitutional Law. In the United States Army, Mr. Willis served in the Judge Advocate General Corps from 1968 to 1971 at Fort Devens, Massachusetts and Fort Meade, Maryland. In the U.S. Army Judiciary, he was Clerk to the Army Court of Military Review, and served with the Defense Appellate Division, 1971-1974. Mr. Willis completed his tour of duty as the Legal Assistance Officer at Aberdeen Proving Grounds, 1974-1975. As an attorney he engaged in private general practice in Westminster, Maryland and Baltimore City from 1975 to 1990 with extensive experience in small business, real estate, zoning and land use law. He was Chief of Staff to the County Executive of Prince George's County from 1990 to 1994. Mr. Willis is an author, historian, and widely recognized expert on the Maryland electorate and the State's demographics. An Adjunct Professor, he is currently teaching Government and Public Policy at the University of Baltimore and has taught in the Business and Economics Department at McDaniel (formerly Western Maryland) College. In addition, Mr. Willis frequently lectures throughout the State. His published works include Presidential Elections in Maryland, Lomond Publications, Inc., 1984; "The United States Court of Military Appeals: Born Again", 52 Indiana Law Journal 151 (1976); "The United States Court of Military Appeals: Its Origin, Operation and Future", 57 Military Law Review 27 (1972). He was a contributing author to Western Maryland: A Profile, T. H. Hattery, Ed., (1980), and Justice and the Military, H. E. Moyer, Jr., Ed., (1972). From December 1973 to August 1974 he edited The Advocate, a bi-monthly newsletter for military defense counsel.

Hopkins ROTC Finishes Best Ever in Ranger Competition by Cameron Birge GO BACK TO THE JHU ROTC HOMEPAGE This year, the Hopkins Army ROTC sent two nine-person teams to the 13 th th , Hopkins proved itself to be a strongly competitive school in this grueling competition. Senior Josh Mitchell, captain of the first team (team Blue), was pleased with the performance of the teams. "I think the teams did an outstanding job. They trained hard and it paid off. Basically they did well competing against military schools such as Virginia Military Institute and other universities with ROTC programs much larger than ours," Mitchell said. Comprising of a physical fitness test, land navigation course, timed weapons disassembly and assembly event, grenade assault course, one-rope bridge, M-16 marksmanship, and culminating with a 10K road march, the Ranger Competition strives to test cadets on all levels of physical fitness and technical skills. All in all the Blue team managed impressive performances in all of these events especially in the areas of physical fitness. "One of our strengths was definitely physical endurance. They barely missed finishing first in the 10K and placed third in the physical fitness test competition," said Mitchell. The team accomplished this with impressive individual results, such as senior cadet and SAIS student Brendan Gallegher’s 101 push-ups as well as 98 sit-ups for each of the two-minute events. Cadet Gallegher completed the fitness test by running two miles in 12:24. Pre-med student Nicole Sherman, competing for team Black, proved true athleticism by achieving 77 push-ups, 103 sit-ups and completing the run in 14:45. Nicole’s performance netted the highest Hopkins overall individual score.

Tuesday, May 15, 2001 CATONSVILLE, Md. – Louis Diggs was teaching students at Catonsville High School how to research their roots when he realized they weren’t coming up with anything, because nothing relevant was written where they could find it. History books, he says, have left out African-Americans and their role in Baltimore. “They don’t say there wasn’t any, or there were any. They just don’t say anything at all about it.” Diggs’first book, “It All Started on Winters Lane,” thus began as a project to help those kids discover the richness of their heritage. “I really wanted something for the kids, the African-American kids, to prove that we as African-Americans did have a little bit of something to say about Catonsville,” Diggs says. “After all, we are due our history.”

Immigrant Students Demand the Right to Attend College
Latino high school students in Milwaukee are part of a national campaign to make college accessible to undocumented immigrant students. This October, young people from several Milwaukee schools, churches, and community organizations will meet with Congressional representatives and ask them to support H.R. 1918, the Student Adjustment Act, and S. 1291, the DREAM Act. Both bills would allow undocumented students who have lived in the United States for at least five years (and who meet other specific criteria) to gain legal residency status. The bills would also allow state universities to charge in-state tuition to the undocumented, and would make undocumented students eligible for grants and loans that they are currently denied. Tens of thousands of undocumented students graduate from U.S. high schools each year, according to the National Immigration Law Center. "College is not an option for most of these young people," explains Yeni Salgado, a college student and volunteer with Voces de la Frontera, a workers' center in Milwaukee that is helping organize the campaign. "If you're undocumented, you can't get in-state tuition, so you end up paying three times as much as other residents. And because you're undocumented, you can't get loans or assistance."

Recruiters Access to Schools Draws Controversy By Tom Kim December 5, 2001 "The thing I like is the opportunity to talk with young kids," Mr. Johnson said late last month during a break between his pitch to students. "If I can touch just one person and get them on the track of success, that's my gratification." Military recruiters' access to high school campuses has been a complicated and often politically charged issue. Some school districts, perhaps most notably the San Francisco schools, have barred recruiters altogether. Others have limited where recruiting can take place or restricted what type of student information recruiters have access to. The amendment, approved Oct. 30 by a House-Senate conference committee, would require all public schools that receive federal funding to allow military recruiters access to students, as well as to provide the military with student-directory information. Such information would include students' home telephone numbers and addresses. Districts that refused to comply with the directive could risk losing all federal money. A final decision on whether to yank a district's funding would rest with the U.S. secretary of education.
