If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

  • A Maryland teaching certificate is a license to teach in an accredited public school in the state of Maryland. As with all licenses, it should be treated as an important document. It is recommended that your certificate be displayed in an area where you can refer to it easily or in a secure but accessible location for future reference. As stated on the actual license, It is the responsibility of the holder of this document to know the current certification regulations and to renew this certificate prior to the expiration date Maryland teaching certificates have issuance and expiration dates of either January 1 or July 1. Eligibility for Teacher Certification in Maryland For eligibility for certification in the Early Childhood/Elementary program or the Elementary program, candidates must complete the approved program requirements as listed, university graduation requirements, and Praxis testing requirements. Passing Praxis II, demonstrating the knowledge and skills of a specialized content area at the Maryland State Department of Education prescribed score, represents one qualification for completing the degree in teacher education or gaining teacher certification. Accordingly, candidates must pass Praxis II to become program completers and to graduate in an approved teacher education program. Completion of K-12 teacher education programs and the secondary professional sequence requires passing Praxis II to be eligible and endorsed for certification.
Candidates may apply for a certificate of eligibility directly to the Maryland State Department of Education or may apply for a Standard Professional Certificate I through the personnel office of a county offering employment.

December 22, 2000 2000-R-1174 ALTERNATE ROUTE TO TEACHER CERTIFICATION By: Judith Lohman, Chief Analyst You asked the following questions about Connecticut's alternative route to certification (ARC) program for teachers: (1) how many are enrolled in the program, (2) how many fail to graduate, and (3) whether ARC graduates must meet the same standards as other certified teachers. You also asked for a comparison of Connecticut's ARC program with those in several other states. SUMMARY
    There are currently 163 students enrolled in the state's ARC program, according to the Department of Higher Education (DHE), the agency that administers it. In 1999 (the most recent year for which figures are available), 158 out of 159 participants graduated unconditionally. ARC graduates must meet the same requirements as other applicants for teacher certification. According to the National Education Information Center, 40 states have a total of 115 ARC programs of various types. Because the programs vary widely, the center groups them into eight classes. Connecticut's and seven other states' programs fall into Class A. Class A programs have the following characteristics:

Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. What Makes Teachers Good?
There's no doubt that experience matters and that hands-on classroom experience is important, but so is knowledge of all the factors involved in teaching young people. Employing the same poorly defined teaching methods over and over again methods that are the result of a lack of knowledge of educational theory and practices does not produce a better teacher.
Last week, the Baltimore-based Abell Foundation released a report examining the relationship between Maryland's teacher certification requirements and teacher quality. Maryland as most other states do requires candidates for teacher certification to have taken a certain number and type of education and subject matter courses. In reviewing the results of more than 150 studies conducted over a 50-year period, Abell researchers found "little evidence" that the required courses affected either teacher quality or student achievement. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
